Nghe An has more than 1,200 extremely disadvantaged villages and hamlets.
(Baonghean.vn) – That is the summary figure through the Conference on Appraising the results of determining extremely difficult villages, communes in ethnic minority and mountainous areas of districts in the whole province according to Decision No. 50/2016/QD – TTg dated November 3, 2016 of the Prime Minister and Guidance Document No. 1138/UBDT – CSDT dated November 8, 2016 of the Ethnic Committee.Provincial People's Committee organized on the morning of December 5.
The conference was chaired by Comrade Luong Thanh Hai - Head of the Provincial Ethnic Minorities Committee and representatives of relevant departments, branches and sectors.

According to Decision No. 50/2016/QD-TTg dated November 3, 2016 of the Prime Minister, the criteria for determining extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2016 - 2020 include 1 of the following 2 criteria:
The total rate of poor and near-poor households is 65% or more (of which the rate of poor households is 35% or more) according to the multidimensional poverty standard for the period 2016 - 2020. Or: the total rate of poor and near-poor households is 55% or more according to the multidimensional poverty standard for the period 2016 - 2020 and has 2 of the following 3 factors (for villages with 80% or more ethnic minority households, 1 of the 3 factors is required): The main axis of the village or inter-village traffic roads has not been solidified according to the new rural criteria; 60% or more of the classrooms for kindergartens have not been solidified; there is no Cultural House - Village Sports Area according to the regulations of the Ministry of Culture, Sports and Tourism.
Communes in ethnic minority and mountainous areas are identified according to 3 regions: Communes in region III are communes with especially difficult socio-economic conditions; communes in region II are communes with difficult but temporarily stable socio-economic conditions; communes in region I are the remaining communes.

Based on the above criteria, Nghe An province has recently organized a review and synthesis of the results of identifying extremely disadvantaged villages, communes in ethnic minority and mountainous areas in regions III, II, I in the period of 2016-2020. Accordingly, the province currently has a total of 17 mountainous and mountainous districts, 252 communes in regions I, II, III. Of which: 101 communes in region III, 112 communes in region II, 46 communes in region I with more than 1,200 extremely disadvantaged villages.
Some communes have a high percentage of villages and hamlets with especially difficult conditions such as Dong Van, Tien Phong (Que Phong), Chau Binh, Lien Hop (Quy Chau), Huong Son (Tan Ky), Thanh An (Thanh Chuong)...
By the end of 2015, Nghe An still had 95,205 poor households, accounting for 12.1%; the number of near-poor households was over 10.23%, equivalent to 80,464 households (according to the multidimensional poverty standard). In particular, localities with high poverty rates are still districts 30a such as Ky Son, Tuong Duong, Que Phong. In general, poor and near-poor households are mainly concentrated in the western region of Nghe An, ethnic minorities.

Speaking at the conference, comrade Luong Thanh Hai emphasized: "Although the appearance of the mountainous and ethnic areas of the province has changed significantly; the material and spiritual life of the people has been improved and raised. Production has changed dramatically; agricultural production has shifted from self-sufficiency to commodity development. However, people's income is still low, reaching only 19 million VND/person/year (only 65.51% of the average level of the province). Some infrastructure works such as inter-village and inter-village traffic, schools, medical stations, electricity, domestic water, community cultural houses... have not been completed and used effectively.
In the coming time, the Ethnic Committee and related sectors need to make more efforts to effectively implement the proposed programs and policies to bring about practical results, contributing significantly to promoting socio-economic development in particularly disadvantaged communes in particular and ethnic mountainous areas in general."
