Submit to the Provincial People's Council to allocate capital to implement 18 projects in Western Nghe An

On the afternoon of June 12, the Ethnic Committee - Nghe An Provincial People's Council held a meeting to review a number of draft resolutions submitted to the 30th session (special session), the 18th Provincial People's Council, term 2021 - 2026.

Attending the review meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; together with leaders of a number of provincial and local departments, branches and sectors.

Specifically, the Ethnic Committee and the Provincial People's Council have examined the draft resolution on supplementing the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan to invest in developing socio-economic infrastructure in the western region of Nghe An province (phase 1).

The meeting participants highly agreed with the content presented by the drafting agency, the Department of Finance, which clarified the legal basis for drafting the resolution, focusing on Resolution No. 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province and Resolution No. 14 of the Provincial People's Council giving opinions on the expected list and capital allocation level of projects to supplement the medium-term public investment plan for the period 2021-2025 and the public investment plan for 2025 to invest in developing socio-economic infrastructure in the western region of Nghe An province, as well as the State Budget Law and the Investment Law.

The Ethnic Committee - Provincial People's Council also agreed on the content of the draft resolution submitted to the Provincial People's Council to supplement the medium-term public investment plan for the period 2021-2025 and the public investment plan for 2025 (phase 1), with a total capital of VND 907,900 million for 18 projects and tasks from the provincial budget capital supplemented by the Central Government to invest in developing socio-economic infrastructure in the western region of Nghe An province according to Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly.

In addition to agreeing with the total allocation, the Ethnic Committee - Provincial People's Council requested the Department of Finance to clearly separate the additional allocation sources for the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan (phase 1).

The Ethnic Committee and the Provincial People's Council also reviewed the draft resolution on allocating central budget funds for 2025 to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in Nghe An province.

The issue raised by members is related to the return of funds from some localities, agencies and units that have been allocated capital because there are no more subjects to implement, or the implementation cannot be carried out due to obstacles from the Central Government's instructions and local practices.

Therefore, it is recommended that the agency drafting the resolution, the Department of Ethnic Minorities and Religions of Nghe An, needs to closely review to have a reasonable and correct allocation of resources; prioritize the allocation of resources for contents, sub-projects, and programs with high disbursement potential, in order to promote the effectiveness of capital sources, avoid the situation of resource allocation that cannot be implemented, leading to resource return.

Along with that, pay attention to transferring resources between programs and between localities when not implemented to promote capital efficiency, contributing to promoting socio-economic development in ethnic minority and mountainous areas of Nghe An.
