Dien Nguyen Commune, Dien Chau District has 250 pensioners and most of them receive cash directly at the commune post office every month. Currently, some retired cadres have switched to receiving pensions through personal accounts.

Receiving through personal accounts has many benefits, but the process of mobilizing pensioners and social insurance beneficiaries to switch from receiving cash to receiving through personal accounts still has certain difficulties: Most of the beneficiaries of monthly social insurance regimes are elderly people, so they face many difficulties in using bank account transactions; people's habit of using cash; in some areas, bank transaction offices, as well as locations of ATMs are not many, not convenient, not meeting the needs of people...
Mr. Nguyen Truong Thi, block 15, Truong Thi ward, Vinh city, currently receiving pension in cash, shared: We know that this is the era of digital technology 4.0, but we are old, used to using "brick" phones. If we switch to using an account, we have to buy a new phone, learn how to use it... Moreover, the day we receive our salary is also an opportunity for everyone to meet and chat with each other, this is also the joy of old age. Currently, online fraud is happening a lot with increasingly sophisticated and complicated tricks, we the elderly are very worried about this issue, so for now, we still trust in receiving our pension directly!...

By August 2024, in Vinh City, there were 49,086 people receiving monthly pensions and social insurance benefits, of which 25,316 people had registered to receive money through accounts, reaching a rate of 51.6%. Of which, the highest rate was in Ha Huy Tap ward (3,166/4,413 people receiving money through accounts, reaching a rate of 71.3%); The lowest rate was mainly in suburban areas such as: Hung Hoa (19.3%), Nghi Lien (23.6%), Nghi Kim (26.7%)...
Strengthen propaganda
In recent times, Vietnam Social Security has focused on promoting the method of paying pensions and social insurance benefits through personal bank accounts, while flexibly implementing other forms such as: Direct cash payment at payment points; payment through employers; payment at home for the elderly, lonely, sick, or ill who are unable to go to the payment point.
From August 1, 2024, the Social Insurance Agency has directly transferred monthly pension and social insurance allowance payments to beneficiaries' personal accounts at the Social Insurance Agency of 43 provinces and cities. From September 1, the method of transferring money to personal accounts will be implemented in the remaining 20 provinces, covering 63/63 provinces and cities.

Faced with this information, many people wonder whether from September 1, 2024 everyone will have to receive their pension through their account?
Pursuant to the provisions of Clause 3, Article 18, Law on Social Insurance 2014 and Article 93, Article 114, Law on Social Insurance 2024 (effective from July 1, 2025), there are 3 forms of receiving pensions for employees participating in compulsory social insurance, including: Through the beneficiary's bank account; Directly from the social insurance agency or service organization authorized by the social insurance agency; Through the employer.
Therefore, the implementation of pension payment through accounts isoptionalFor pensioners, from September 1, 2024, the form of salary payment via bank account will be implemented in 20 provinces and cities that are only paying salaries directly from the Social Insurance agency, through the user. Receiving pension or social insurance benefits via account is voluntary for the beneficiary and not mandatory.

In Nghe An, implementing the Government's policy of cashless payment, along with the direction of Vietnam Social Security, in recent times, especially in 2024, Nghe An Provincial Social Security has actively promoted and mobilized beneficiaries to receive pensions and social insurance benefits through bank accounts; aiming to maximize practical and specific benefits for beneficiaries.
As of August 2024, Nghe An province had 162,707 people receiving pension benefits, of which 50,913 people registered to receive benefits through personal accounts, accounting for 31.3%.
