Nghe An: Budget deficit of nearly 1,000 billion VND may occur in some areas

Industrial production index increased by nearly 18%
In October 2018, the locality mainly focused on harvesting annual crops and some industrial raw materials, planting new perennial crops and speeding up the implementation of the 2018 winter crop production plan as planned; preparing land for the 2019 spring crop.
Recently, the weather has been quite favorable for fishermen to go out to sea to fish; farmers have maintained stable aquaculture by serving consumers. Total aquatic product output in October is estimated at 17,781 tons, up 13.2% over the same period; the cumulative output in the first 10 months of 2018 is estimated at 173,312 tons, up 12.61% over the same period.
The Department of Agriculture has actively directed the implementation of the new rural construction plan, focusing on 27 communes registering to reach the finish line in 2018; to date, 3 communes in Yen Thanh district have been assessed. Continue to direct the review of the outstanding debt situation in new rural construction to have a solution for the communes; currently the new rural debt has decreased to 28 billion VND.

Industrial production index in Nghe An province in October 2018 is estimated to increase by 20.64% over the same period in 2017. On average, in the first 10 months of 2018, it is estimated to increase by nearly 18% over the same period.
Estimated budget revenue for the first 10 months was VND 10,870 billion, reaching 85.7% of the estimate, up 14.1% over the same period.
Along with that, all levels of sectors and localities take care of cultural and social fields, ensuring good implementation of social security issues..

Some budget deficits
Speaking at the meeting, Mr. Hoang Nghia Hieu - Director of the Department of Agriculture and Rural Development: There are 3 problems that the agricultural sector often faces: epidemics, natural disasters and product output.
To overcome the consequences of natural disasters and floods, the Interdisciplinary Working Group is coordinating with the People's Committees of related districts and directors of hydropower plants to comprehensively inspect and assess the impact of hydropower projects on flood regulation and prevention in the whole province.
Thereby, the research carefully examines the flood discharge process of hydroelectric plants; recommends and proposes to competent authorities a number of issues related to hydroelectricity, especially flood regulation on rivers, to minimize the impact of hydroelectricity on the environment and people's lives. The inspection team is implementing the above tasks and the inspection results will be reported specifically at the end of October.

Regarding budget collection, Director of the Department of Finance Nguyen Xuan Hai said that out of 17 revenue items, 11 items have reached and exceeded the estimate; some items such as granting exploitation rights, collecting land use fees... have achieved quite well; import-export revenue has reached 1,400 billion VND, reaching 111.1% of the estimate, up 30.6% over the same period in 2017, expected to reach 1,600 - 1,700 billion VND by the end of the year.
However, there are 3 revenue sources that account for a large proportion of total revenue but are performing poorly, namely: revenue from centrally managed enterprises is short of 200 - 240 billion VND; revenue from FDI enterprises is expected to reach 70% of the expected progress, short of about 100 billion VND; revenue from non-state industry, trade and services reached 4,500 billion VND for the whole year, short of about 380 billion VND...
Speaking about the issue of teaching two shifts in primary schools today, Vice Chairman of the Provincial People's Committee Le Minh Thong said that the implementation is necessary and suitable for current needs. However, the implementation budget needs to be considered reasonably, and suggested that the Education sector coordinate with other sectors to calculate the most reasonable implementation plan.

After listening to the opinions of the delegates and concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy acknowledged the efforts of local departments and branches in achieving the results, but also said that there are currently many difficulties in implementing economic and social targets.
Therefore, in order to fulfill the 2018 plan targets at the highest level, the Chairman of the Provincial People's Committee requested that all sectors and levels continue to overcome difficulties, proactively and coordinate to direct the implementation of the set goals, targets and tasks in a drastic and effective manner. The industry, trade and agriculture sectors need to focus on quickly overcoming the consequences of floods, and at the same time strictly implement the licensing of hydropower operations in the area, and consider proposing not to deploy additional hydropower projects.
At the same time, sectors review projects with slow disbursement to propose transferring them to other projects in need of capital in each field, limiting waste; improving efficiency, creating premises for growth.

Regarding budget revenue and expenditure, the Chairman of the Provincial People's Committee said that this year the target assigned by the Provincial People's Council can be achieved, but there is a phenomenon of revenue shortfall and imbalance. Therefore, the finance and tax sectors continue to review and collect outstanding debts, prevent revenue loss, and minimize spending outside the budget.
Regarding the cost of 2-session study, there needs to be a clear opinion in the spirit of timely resolution, consensus and ability to pay.
The Chairman of the Provincial People's Committee also made a number of requirements for new rural construction to be substantial, not just superficial; Focus on site clearance for projects, especially key projects; prepare well for investment attraction.
Also this morning, the Provincial People's Committee listened to the Report on the assessment of 5 years of implementing Decision 2355-QD/TTg of the Prime Minister dated December 4, 2013 approving the project on socio-economic development of the Western region of Nghe An province until 2020; the draft submission to the Prime Minister and the report proposing the policy of establishing Thanh Thuy Border Gate Economic Zone, Thanh Chuong district.
