For secondary schools with a larger number of students applying than the enrollment quota, the enrollment plan will be implemented by the selection method or a combination of selection and testing and assessment of student capacity. The assessment of capacity must not exceed the Ministry's prescribed program, not put pressure on students, and ensure the assessment of students' ability to apply knowledge acquired during the learning process to solve specific problems.
