Nghe An: Administrative reform work needs to shift from direction to action
According to Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long, in the coming period, administrative reform work needs to shift from direction to action, reform must be substantive and effective. In the period of 2025 - 2030, Nghe An will take the motto "Modern - Effective - Service - Taking people and businesses as the center" to lead and direct administrative reform work.
On the afternoon of June 11, the Provincial People's Committee held a conference to review 5 years of implementing the State Administrative Reform Program for the period 2021-2030 and to develop the State Administrative Reform Program for Nghe An province for the period 2026-2030.

On the side of Nghe An province, there were members of the Provincial Party Executive Committee: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Viet Hung - Director of the Department of Home Affairs. Also attending were leaders of provincial departments, agencies, districts, cities and towns.
Positive change
After 5 years of implementing the State Administrative Reform Program for the 2021-2025 period, the administrative reform work of Nghe An province has had positive and comprehensive changes, creating a solid foundation for the goal of building a service-oriented, professional, modern, transparent and effective administration.
The provincial leaders have resolutely and promptly removed "bottlenecks, bottlenecks, and barriers" in administrative reform work, creating the "fastest, best, and most favorable" conditions for people and businesses. In particular, a system of documents has been issued to focus on leading, directing, and operating administrative reform work in a synchronous manner, from the Resolution of the Provincial Party Committee, the Directive of the Provincial Party Standing Committee; the Directive of the Provincial People's Committee and documents of the Provincial People's Committee.
Throughout and consistently in leading and directing administrative reform work, it is necessary to clearly define the motto of action "Choose the key work - act decisively" with the spirit of "clear work, clear people, clear time, clear products, clear responsibilities". Focus on solving work, solving administrative procedures for people with the motto "fast, correct, accurate, clear, effective".
Many outstanding results have been achieved such as: The rate of files resolved on time is over 98%; 100% of public services are integrated and synchronized on the National Public Service Portal; promoting the provision of online public services and online payments (the rate of files submitted online has reached 72.9% from 3.7% in 2022).
According to the results of the 2024 Public Administration Reform Index announced by the Ministry of Home Affairs, Nghe An's administrative procedure reform criteria ranked 1st out of 14 localities with a score of 100%; contributing to fundamentally changing the relationship between people and the government.
In particular, Nghe An is the only locality in the country to establish a provincial-level Steering Committee for Administrative Reform headed by the Provincial Party Secretary - clearly demonstrating the political determination and strong, synchronous participation of the entire political system in administrative reform work.
The implementation of Project 06/CP was carried out drastically and effectively, making the province one of the provinces that was commended by the Prime Minister and many ministries and branches.
The organization of state agencies is arranged in a streamlined, streamlined manner, reducing the number of focal points, improving efficiency, effectiveness and operational efficiency. Many agencies and organizations are merged, consolidated, adjusted, supplemented with functions and tasks or changed management levels in accordance with reality to effectively perform state management and provide public services to society.
However, according to the assessment of the Provincial People's Committee, administrative reform work still has shortcomings and limitations: The direction in some localities and units is still formal and lacks breakthroughs; a number of cadres and civil servants are still afraid of innovation; the PAR INDEX in 2024 decreased by 12 levels, some criteria are still in the low group; there are still civil servants and public employees who violate discipline, administrative discipline, public ethics, and even violate the law and are prosecuted. Digital transformation to build e-government in the entire political system, although implemented drastically, has not yet met the requirements.
Reform must be practical and effective.
Speaking at the conference, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee acknowledged the assessment of administrative reform of all levels, sectors and localities in the province in the past time and orientations for the coming time.

To continue promoting administrative reform in the 2025 - 2030 period, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested that all levels, sectors and localities strengthen the leadership and direction of Party committees and authorities at all levels in administrative reform work, especially after implementing the two-level government model, and continue to raise awareness and responsibility of leaders.
At the same time, institutional reform must be substantive, close to reality, meeting the requirements of national development in the new era; closely following the content of Resolution No. 66 of the Central Executive Committee on innovation in law-making and enforcement to meet the requirements of national development in the new era.
In addition, promote administrative procedure reform and digital transformation, continue to review and strongly simplify administrative procedures, cut 40% of the time to handle administrative procedures according to the direction of the Central Government and the leaders of the Provincial People's Committee; promote the provision and increase the rate of online submission and processing of documents. Continue to effectively implement Project 06/CP, perfect the digital ecosystem, build digital government associated with smart cities.

Focus on strictly managing public assets, using the budget economically, effectively, publicly and transparently when arranging and implementing the two-level government model; strengthen inspection, examination, supervision of discipline, administrative discipline, examination of administrative reform, timely emulation and rewards; replicate effective initiatives and models, and at the same time rectify and overcome long-standing shortcomings and limitations.
At the same time, focus on communication work, improve people's and businesses' satisfaction with the service of state administrative agencies,... so that Nghe An province will continue to have breakthroughs in administrative reform, contributing to building a service-oriented, streamlined, efficient, effective and efficient government, creating momentum for rapid and sustainable development, bringing Nghe An to rapid and sustainable development.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 10 collectives and 10 individuals with outstanding achievements in implementing the State Administrative Reform Program for the period 2021-2025 in Nghe An province.
