Nghe An diversifies forms of propaganda, dissemination and legal education
In recent years, the work of propaganda, education and dissemination of law in Nghe An province has been implemented by all levels and sectors with many diverse methods, suitable to reality.
Effective and practical ways
Que Phong is a mountainous district with many difficulties, ethnic minorities account for over 90% of the population; awareness and compliance with policies and laws are still limited.
Therefore, to improve the effectiveness of legal propaganda, dissemination and education (TTPBGDPL), in addition to other forms of propaganda, since the beginning of the year, the district's justice department has coordinated with local authorities to organize 6 mobile courts and 2 mock courts.

For example, 4 cases of "Illegal possession of narcotics" were held for mobile trials at the People's Committee of Muong Noc commune - one of the key and complicated communes in terms of drugs. Most recently, the trial of 2 cases with 2 subjects, Le Duy Hung (born in 1989, residing in Hai Thanh ward, Nghi Son town, Thanh Hoa province) and Luong Ngoc Van (born in 1989, residing in Thanh Phong 2 village, Muong Noc commune, Que Phong district) attracted quite a lot of people.
Mr. Quang Van Thuy in Co Nong village, Muong Noc commune expressed: Although busy with family matters, when hearing the announcement of the mobile trial, I and my family members all came to watch. I think that the mobile trial is really necessary. Because through the trial, the verdict announced for each defendant not only demonstrates the strictness of the law, but also has the nature of deterrence, education, and warning for the people, especially the youth.
In reality, most of the trials at the Court headquarters, in addition to the participants summoned by the Court, only have a few relatives of the defendant, and some trials even have only the defendant. On the contrary, mobile trials are very crowded.
Mobile court is the most intuitive, easy-to-understand, and easy-to-understand form of legal propaganda. The sentence that the defendant must receive to pay for his mistake is also a warning to those who dare to disregard the law, contributing to deterrence, prevention, and fight against crime...

Hoang Mai Town is also a locality that is assessed to have done well in the work of propagating, disseminating and educating the law. Mr. Nguyen Anh Van - Vice Chairman of the Town People's Committee said: Since the beginning of the year, all levels, sectors and localities in the area have organized 141 training conferences, propaganda, and direct legal dissemination for more than 66,900 participants; organized an online contest to learn about legal documents attracting more than 10,000 people; deployed 2 "mobile trials"; 1 "mock trial"...

In particular, the town has directed the development and launch of the model "Education on awareness of law compliance and life skills" in 100% of schools in the area. Strengthening legal education activities, outside of class hours, extracurricular activities, organizing 11 "Golden Bell" competitions to learn about legal knowledge on security, order, crime prevention, social evils; traffic safety, prevention of school violence, marriage and family, prostitution, drugs; management of the use of weapons, explosives, support tools, prohibited dangerous toys, drowning prevention... for cadres, teachers and students.

Or at units under the Provincial Border Guard, identifying propaganda, dissemination and legal education for people in border areas as one of the key tasks, in the first 10 months of 2024, units under the Provincial Border Guard organized nearly 700 propaganda sessions in various forms attracting 80,000 participants.
For example, Keng Du Border Guard Station (Ky Son) has supported the locality to establish and effectively maintain the models of "Domestic Violence Prevention and Control" Club; "Women with the Law"...
According to Lieutenant Colonel Nguyen Ngoc Tu - Political Commissar of Keng Du Border Guard Station: The "Domestic Violence Prevention" Club has been deployed in the entire commune, including 10 villages. Based on the compilation of propaganda documents on building a new cultural lifestyle, gender equality, prevention and control of child marriage, etc., Border guards have instructed the Club Leaders of the villages to propagate to members through the form of thematic talks, watching reports, picking democratic flowers, and cultural exchanges.
Ms. Cut Thi Ha - Head of the Women's Association, Head of the "Domestic Violence Prevention" Club in Huoi Phuon 1 village, Keng Du commune said: After more than 1 year of operation, the club has truly become a "support" for women. Accordingly, many conflicts in families have been consulted, supported and resolved by the club. In parallel with thoroughly utilizing social networks as a communication tool, the club regularly reviews the number of members with difficult family circumstances to have a plan to support loans, support working days to develop the economy... With that approach, up to now, Huoi Phuon 1 village has not had any cases of early marriage, domestic violence, and has significantly reduced other social evils.
Strengthening the application of information technology
According to the leader of the Department of Justice, the content of legal dissemination and education in the province in recent times has always closely followed the direction of the Central Government, the province and the key tasks of each department, branch, sector, and organization; the political, economic, and social tasks of each locality. Forms of dissemination,legal educationAlways innovate, create, and apply information technology in propaganda work suitable for each target group and locality.
From the beginning of 2024 to now, the whole province has organized 11,198 legal dissemination sessions for 1,265,350 participants (an increase of 1,018 sessions compared to the same period in 2023); organized 284 competitions with 3,218,578 participants (a decrease of 197 sessions compared to the same period in 2023).
Many units and localities have focused on implementing effective and creative forms of legal dissemination to meet the practical needs of the people, such as: Organizing a dramatization contest "Learning about the Law on Prevention and Control of Domestic Violence and the Happy Family Club" (Department of Culture and Sports); Organizing a dramatization contest "Excellent Community Investment Supervision Board in 2024" (Quynh Luu); a video production contest to promote the Law on Children (Department of Labor - Invalids and Social Affairs; Nam Dan district); organizing online contests "Learning about the Law on Identification" (Provincial Police); online contest "Learning about new legal documents" (Department of Justice, Hoang Mai town)...

The highlight in 2024 is the clear application of information technology in organizing online contests to disseminate new legal documents issued in 2023 and 2024. A typical example is the contest "Learning new legal documents". After 4 weeks of the contest, the whole province had 2,483,059 contests, of which 546,994 contests achieved the maximum score (15/15 points), accounting for 22.03%.
However, in reality, the work of legal dissemination and education still has some shortcomings and limitations. In addition to the lack of coordination and limited funding for legal dissemination and education, the application of information technology to legal dissemination and education, although focused on, has not yet met the diverse and increasing needs of people to learn about the law.

Mr. Le Ba Thieu - Head of the Department of Dissemination and Legal Education, Department of Justice said: To overcome the shortcomings and limitations, the Department of Justice will continue to advise, direct, guide and organize the dissemination, propaganda and popularization of new policies and laws issued or effective in 2024 and 2025; legal regulations closely related to people's lives, production and business activities of enterprises; issues of public concern or needing to orient public opinion in various forms suitable to the subjects, localities and actual situations. In particular, strengthen the application of information technology, promote the role of social networks, media, press, cultural institutions, grassroots information... in legal dissemination.
As the Standing Agency of the Council for Coordination, Dissemination and Education of Law, in the immediate future, the Department of Justice will guide all levels and sectors to organize activities in response to Vietnam Law Day (November 9) in the province, ensuring effectiveness, practicality, and suitability to the characteristics of the unit and locality.
