Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son affirmed that, along with focusing on leadership and direction of socio-economic development, in recent times, Party committees at all levels in Nghe An have also focused with determination and resoluteness on implementing tasks on Party building and organization in the spirit of the Resolution of the 12th National Party Congress and Resolutions No. 39 of the Politburo; Resolution of the 4th Central Committee (12th tenure); Resolution of the 6th Central Committee (12th tenure)...

The implementation of these Resolutions has contributed to building a team of cadres in the direction of streamlining the quantity, improving the quality and the political system at all levels has also been strengthened accordingly.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son also said that the fact that Department of Localities I, Central Organizing Committee chose Nghe An to organize a conference to discuss Party building and organization will be an opportunity for localities to share and learn experiences, good practices, and creativity in implementing the Central Resolutions, including on building the organizational apparatus, streamlining the payroll, arranging and restructuring the team of cadres, civil servants, and public employees; thereby aiming to perform better in the coming time.

At the conference, in the spirit of practice, localities frankly raised many issues that have been done, many difficult issues, limitations, and shortcomings that need unity from the Central Government to resolve.

Regarding Nghe An, according to the Head of the Provincial Party Committee's Organization Board Nguyen Huu Lam, the province has focused on directing the reorganization of the apparatus and since 2015, it has reduced 3 branches and 11 specialized departments under departments and branches.

Regarding staff streamlining, in parallel with mechanical staff streamlining, Nghe An focuses on directing the transfer of a number of public units to autonomy with 21 public service units ensuring their own regular expenditures, meaning the State does not provide a budget to pay salaries for 4,334 staff.

As for Ha Tinh, according to comrade Ha Van Thach - Head of the Provincial Party Committee's Organization Board, based on reality, recently the province has proactively arranged and merged to reduce 800 blocks and hamlets.

And according to the regulations of the Ministry of Home Affairs on the size of households in each village and hamlet in the Central Delta region, 400 households is too large and with the requirement of arranging people to take on tasks in the hamlet following the current trend of reducing to only 5 people, it is difficult to meet the requirements of tasks in the hamlet.

Some delegates also mentioned some difficulties in determining the job positions of some positions in the commune, because with the same position, one commune has a lot of work, but another commune has less work, so it is difficult to create consistency in determining the framework for each position.

The conference also spent time discussing a number of issues on the implementation of Directive No. 36/CT-TW, dated May 30, 2014 of the Politburo (11th tenure) on Party Congresses at all levels, towards the 12th National Congress of the Party; on that basis, it aimed to raise a number of issues for the Central Committee to prepare guiding documents on Party Congresses at all levels for the 2020-2025 term.

Speaking at the conference, Mr. Vu Ngoc Dung, Head of Department of Localities I, affirmed that the conference on thematic exchanges on Party building and organization work was very practical, with localities learning from each other and the Central Committee learning from practice at the grassroots level to supplement the guiding theory in the coming time.

Comrade Vu Ngoc Dung emphasized that the Resolution of the 12th National Congress sets out many extremely heavy tasks of Party building and organization, requiring Party committees and organizations, together with the Party building and organization sector, to continue to demonstrate high political determination, while at the same time being proactive, positive, creative, and resolute in creative actions to well perform the tasks of Party building and organization.
