(Baonghean) - On July 30, 2013, the Politburo issued Resolution No. 26-NQ/TW on the direction and tasks for the development of Nghe An province until 2020. With the goal of building Nghe An into a fairly developed province in the North, developing comprehensively in all political, economic and social aspects to become a major center of the North Central region in many fields, Resolution 26 is truly a strong driving force, an important condition for the province to make great and steady progress in recent years.

Building a solid, synchronous infrastructure

Nghe An is the largest province in the country, with natural and geographical characteristics like a miniature Vietnam. In particular, the vast Western Nghe An region has abundant resources and has great potential to become an economic spearhead in the province and reach out to the outside world.

However, Nghe An has a limited starting point, with agriculture being the main economic sector, industry and services accounting for a low proportion in the economic structure, and hardware infrastructure not yet developed synchronously.

Identifying the local situation as well as the "supporting" role of infrastructure for socio-economic development, immediately after the Politburo issued Resolution 26, the Provincial Party Standing Committee and the Provincial People's Committee issued and deployed an action program to implement the resolution, emphasizing and prioritizing the Program to build key infrastructure (7 projects).

Infrastructure construction and upgrading is also considered the first task in the first years of implementing Resolution 26. Up to now, many important results have been achieved, the province's socio-economic infrastructure has changed dramatically in the areas of: transportation, irrigation, electricity, urban development, post and telecommunications, etc.

Among them are important projects such as: upgrading and expanding Vinh airport into an international airport; upgrading Cua Lo port to serve ships of 30,000 tons; building Dong Hoi port cluster, deep-water port; Tay Nghe An road; Lam river overpass; 5 railway overpasses on National Highway 46, National Highway 1; 700-bed general hospital...

In particular, Vinh city is oriented by Resolution 26 to become the economic and cultural center of the North Central region and has also invested in many large-scale transportation projects. Currently, the Vinh Urban Development Project is being implemented from ODA capital of the World Bank with a total cost of 152 million USD, which is expected to overcome weaknesses in the city's technical infrastructure after completion, reaching high-level urban standards.

The synchronized and upgraded infrastructure not only brings a new and prosperous appearance, but also attracts businesses, contributing to improving the investment environment of the province. Some major projects that are currently and will be operating in the province include: Song Lam Cement Factory; TH Dairy Farming and Milk Processing Project; Masan and Royal Foods Food Processing Plant; VSIP Nghe An Industrial, Service and Urban Area; Vinpearl Cua Hoi Project;...

In the first 6 months of 2016 alone, the province has granted new investment certificates to 42 projects with registered capital of over 21 trillion VND. Many large domestic and foreign investors are conducting surveys, planning to invest in large projects with "weight" to the economy and society such as Hemaraj Group (Thailand)...

It can be said that infrastructure is the area with the strongest and most noticeable change after 3 years of Nghe An implementing Resolution 26 of the Politburo. This is both an important task and solution, as well as a big difficulty for Nghe An when the province's budget revenue is not high, still heavily dependent on the central budget.

However, with the efforts and determination of the entire political and social system, up to this point, the infrastructure network of Nghe An province has been relatively synchronous, basically meeting the needs of the socio-economy in the period of integration and industrialization.

In particular, when there are projects of inter-provincial and transnational scale such as the Hanoi - Thanh Thuy highway, the Tay Nghe An road connecting to Laos and Northeast Thailand, the second runway of Vinh international airport..., Nghe An will reach the center and connecting point of the North Central region as the goal set out in Resolution 26.

Staff, people unanimously

At the 18th Nghe An Provincial Party Congress, people were identified as the central factor, the key to sustainable development. Building people includes main tasks such as: Training, using human resources and creating consensus. All three of these tasks are always given top priority by Nghe An province.

Regarding the task of education and training, Nghe An has a tradition of being a land of learning, a place that produces many talented people who have made great contributions to the country in each period. To promote the tradition of learning in the integration period, Nghe An Education sector must both diversify training professions and improve quality, training highly skilled human resources to meet the requirements of domestic and foreign employers.

This is both a solution to reduce the pressure of employment for society and to limit the brain drain. In recent years, in addition to the college and university training system, vocational training facilities have developed quite rapidly, showing a change in the thinking of students and parents, towards more practical needs. In 3 years (2013 - 2015), the province has also created jobs for more than 111,000 workers, and exported nearly 38,000 workers.

In addition to training human resources, training and improving professional capacity and leadership of the team operating in the political system are also focused on. Recruitment is public and transparent. Appointment and rotation of officials are in order. Resolution 39-NQ/TW of the Politburo on streamlining the payroll and restructuring the team of civil servants and public employees is being implemented promptly. The whole province is also implementing the e-government project, expected to be officially operated in 100% of provincial and district administrative units from January 1, 2017.

After the period of focusing all efforts on building and upgrading infrastructure, the second half of the journey towards the goal set out in Resolution 26 of the Politburo will focus on the human issue. In particular, creating a consensus of the entire Party and people is a prerequisite. Nghe An will further promote propaganda work to strongly change the awareness of the political system as well as the people about the determination to strive to escape poverty, making the province a well-off province in the region.

In addition to policies and support mechanisms, creating the best conditions for people to develop the economy, stabilize their lives, and enjoy social welfare, the government apparatus will continue to reform and reorganize, ensuring simplicity and savings in administrative procedures, transparency in mechanisms and timely receiving and resolving complaints and feedback from people. Thereby, building trust and consensus among people in implementing the policies and guidelines of the Party and the State, all towards the common goal of building Nghe An homeland to become increasingly prosperous.

In an interview with Nghe An Newspaper in October 2015, Comrade Nguyen Xuan Phuc commented: “Nghe An has achieved important and comprehensive progress after the first years of implementing Resolution 26 of the Politburo. In general, Nghe An has initially become a socio-economic center of the region as set out in the goal. I think that Nghe An is having a new revolution in the economic field and the province must take advantage of its advantages to make a breakthrough.”
