Vinh - 'riverside, sea-oriented urban area' in the Central Government's development strategy and vision
(Baonghean.vn) - Vinh City is preparing to turn 60. This is an important moment marking a new development step. In the strategy and vision of the Central Government and Nghe An province, the expanded Vinh City is a coastal city, playing the role of an economic and cultural center of the entire North Central region.
THROUGHOUT THE NORTH CENTRAL URBAN GOAL
Developing Vinh city towards modern civilization, holding a pioneering position in the industrialization and urbanization of Nghe An province and the North Central region was first affirmed 18 years ago.

On September 30, 2005, the Prime Minister issued Decision No. 239/2005/QD-TTg approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region.
In 2013, the Politburo issued Resolution No. 26-NQ/TW dated July 30, 2013 on the direction and tasks for developing Nghe An province until 2020, emphasizing: "Building Vinh city into the center of the North Central region in finance, trade, tourism, science and technology, information technology, high-tech industry, health care, culture, sports, education and training".
On that basis, the Prime Minister issued Decision No. 2468/QD-TTg dated December 29, 2015 approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2020, replacing Decision No. 239/2005/QD-TTg.

By 2020, after the Politburo reviewed 5 years of implementing Resolution No. 26-NQ/TW on Nghe An in 2019, the Prime Minister issued Decision No. 827/QD-TTg dated June 12, 2020 approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023, replacing Decision No. 2468/QD-TTg.
Thus, up to now, after 18 years, with 1 resolution of the Politburo, 3 decisions of the Prime Minister, Vinh city has been identified as an urban area with a very important role not only of Nghe An, but also of the North Central region.
The summary of 10 years of implementing Resolution No. 26-NQ/TW of the Politburo shows that Vinh city has achieved quite positive results. Some areas such as: Trade, education - training, health... have formed regional center factors.

However, compared to the expectations of the province and the Central Government, Vinh city has not yet become an outstanding urban area compared to other urban areas in the region. Most of the priority development areas of the city according to Resolution No. 26-NQ/TW have not yet achieved the set goals, and have not clearly demonstrated the role of convergence, leadership, and development diffusion for the whole region.
“The above limitations have many causes, but mainly due to lack of resources, lack of specific, outstanding and suitable mechanisms and policies, slow expansion of development space for the city to develop commensurate with its role as a locomotive for integration, pioneering development and solving important tasks of the region,” said Vinh City Party Secretary Phan Duc Dong at the recent Conference to disseminate and implement Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
TO HONOR "RISE UP"
Economic expert Tran Dinh Thien has repeatedly stated that: "The higher Vinh City is, the higher the rest of Nghe An and the North Central region will be", showing the need to establish a vision and outstanding development strategy for the city in line with its position as the capital of the North Central region.
In the coming vision, the goal of developing Vinh city to be worthy of being the regional capital remains unchanged. This can be seen in two important documents of the Politburo and a recent decision of the Prime Minister.
In Resolution No. 26-NQ/TW dated November 2, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, Vinh city is identified as one of the centers to focus on investing in building facilities and improving the quality of operations of a number of major universities to become a prestigious training center in the region and the world; at the same time, becoming the nucleus of the specialized medical center and the northern cultural center of the region.
In Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, the Politburo continues to orient "focusing on investment and having outstanding mechanisms and policies to develop Vinh city into an economic and cultural center of the entire North Central region".
Nghe An province's planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision 1059/QD-TTg dated September 14, 2023. Vinh city is identified as one of the two growth driving forces of Nghe An and one of the six urban centers of the province.
Resolutions of the Politburo and decisions of the Prime Minister over the past two decades have shown the consistency and continuity in the Party's policies and orientations on the development of Vinh city; at the same time, they demonstrate the very important role of Vinh city in the development strategy of the North Central region.

The future picture of the expanded Vinh city has been clearly outlined, with specific visions and goals. The issue now is that on those important political and legal bases, the Party Committee, the government and the political system of Vinh city as well as Nghe An province proactively promote internal strength to implement, and at the same time effectively coordinate with the central departments, ministries and branches to organize the implementation.
In particular, as in the process of summarizing Resolution No. 26-NQ/TW of the Politburo, National Assembly Chairman Vuong Dinh Hue noted that the determination to build Nghe An into the center of the North Central region is essentially focused on Vinh city as a central and dynamic urban area; from that positioning to allocate resources, issue institutions and policies for Vinh city to "take off".

"Vinh - the city of dawn", the "river-oriented, sea-oriented" urban area is facing new opportunities, fortunes, and development cycles. With the efforts of the Party Committee, Government and People of the city; it is hoped that through the concretization of the above documents, the city will soon have outstanding mechanisms, policies and resources, with appropriate and separate decentralization and delegation of power from the Central and the province to develop commensurate with the role and position of a regional center.
