Nghe An achieves 'green' status in implementing urgent digital transformation tasks
After 3 weeks of implementing 2-level local government, the operation of public administrative service centers has been basically smooth, helping people conveniently carry out administrative procedures.
Stable operation of multiple systems
On the afternoon of July 22, the interdisciplinary working group to monitor and support the implementation of Plan No. 02 - KH/BCĐTW of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus held the second meeting to deploy the contents according to the Plan and orient the tasks in the coming time. Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long chaired the meeting.
According to the report, up to now, after 3 weeks of implementation2-level local governmentNghe An has been confirmed by the Central Command Center to have basically completed urgent task groups (GREEN status) with many contents.

Of which, 5 important information systems have been upgraded according to the direction of the Central Government and operated stably, including: VNPT iOffice Document Management and Operation System, administrative procedure settlement information system; Nghe An Province Reporting Information System (VNPT VSR); Nghe An Province Data Integration and Sharing Platform System (LGSP); Online meeting system.
In addition, other key information systems have also been upgraded and configured to suit the operations of two-level local governments (VNPortal, VNPT Email, VNPT CCVC, VNPT IMS, VNPT CCCT, VNPT SOC, ...).
The province has also completed the administrative procedures and organized timely announcement and publicity; configured the process on the National Public Service Portal. People have been able to log in with VneID; submitted documents; the status of documents has been synchronized on the National Public Service Portal; people receive results online, can pay online by bank transfer, through the National Public Service Portal.

Regarding the implementation of provincial-level tasks of KH02, according to statistics on the nq57.vn system, out of 23 provincial-level tasks, Nghe An province has 14 completed tasks and 9 ongoing tasks.
Regarding the implementation of the tasks of KH02 at the commune level, according to statistics from the monitoring and evaluation system for the implementation of Resolution No. 57-NQ/TW at the address:https://nq57.vn, Up to now, Nghe An province is ranked 19th out of 34 provinces and cities nationwide in terms of the implementation of 16 tasks according to Plan 02 at the commune level. Notably, no commune has completed less than 70% of its tasks. The number of completed tasks focuses on additional tasks and investment in equipment for operations at the commune-level public administrative service center.
Overall assessment results of the implementation of tasks according to KH02 of the Central Steering Committee:
- Number of communes that have completed 16/16 (100%) tasks: 46/130 (35%).
- Number of communes that have completed 15/16 (94%) tasks: 7/130 (5.4%), including communes: Dien Chau, Dong Hieu, Nghia Dan, Nghia Mai, Quynh Anh, Tam Dong, Tri Le.
- Number of communes completing 14/16 (88%): 40/130 (30.8%).
- Number of communes completing 13/16 (81%): 27/130 (20.8%).
- Number of communes completing 12/16 (75%): 10/130 (7.7%), including communes: Cat Ngan, Chau Binh, Chau Tien, Huu Khuong, Muong Chong, Muong Tip, Nghia Loc, Tam Quang, Yen Hoa, Yen Xuan.
Remove obstacles
Besides the advantages, the main difficulty of the 130 communes and wards today is that some communes and wards lack specialized staff, and new staff are confused when approaching the 2-level government model.
In addition, due to the scattered working headquarters, lack of or degraded IT facilities and equipment affecting operations; incomplete software systems and administrative procedures; difficulties in digital transformation and online public services, people have not activated electronic identification; low online records; the system has not configured payment.

Concluding this content, Vice Chairman of the Provincial People's Committee Bui Dinh Long - Head of the Working Group highly appreciated the efforts of the Working Group after 3 weeks of operating the 2-level local government.
Through analysis from reality, comrade Bui Dinh Long also pointed out the shortcomings in the process of handling administrative procedures at public administrative service centers, with overlaps or inconsistencies in task assignment, location arrangement, etc.
In the coming time, the Vice Chairman of the Provincial People's Committee requested the working group to strengthen its direction, according to the assignment, clearly understand the difficulties at the grassroots level. From there, review and focus on supporting localities according to specific needs, support the development of regulations and operations, avoid crowding and overload, and pay attention to 37 communes with over 100 transactions per day. On the side of the departments and branches, establish separate groups to support groups.

The working group also proposed that the Provincial Party Committee, Provincial People's Committee and relevant departments and branches should consider relocating public administrative service centers, rearranging staff to suit practical needs and improve efficiency, work capacity and avoid waste and expense.
On June 28, 2025, the Steering Committee for Science, Technology, Innovation, Digital Transformation, Administrative Reform and Project 06 provinces decided to establish an interdisciplinary working group to monitor and support the implementation of Plan No. 02-KH/BCĐTW of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.
The working group is responsible for advising and directly assisting the Steering Committee in directing, urging, inspecting and synthesizing the implementation of Plan No. 02-KH/BCĐTW in the area.
At the same time, preside over and organize the implementation of Action Plan No. 01-KH/BCĐ dated June 28, 2025 of the Provincial Steering Committee on implementing Plan No. 02 KH/BCĐTW of the Central Steering Committee.
At the same time, preside over and coordinate with information technology enterprises and related units to organize drills, test operations, officially convert and support the operation of information systems and databases. Organize inspection teams, urge and provide direct professional guidance at departments, branches, sectors and commune-level People's Committees.
