Nghe An strengthens supervision, inspection and examination of compliance with discipline, order and public ethics.

This is one of the contents in the official dispatch recently issued by the People's Committee of Nghe An province on the implementation of tasks according to the conclusion of the Provincial Party Secretary, Head of the Provincial Steering Committee for Administrative Reform.

Accordingly, implementing Notice No. 06-TB/BCĐ dated August 8, 2024 on the conclusion of the Provincial Party Secretary, Head of the Provincial Steering Committee for Administrative Reform on the results of activities in the first 6 months of 2024, orientation of tasks and solutions for the last 6 months of 2024, the Provincial People's Committee requests Directors of departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to direct agencies and units to perform the following tasks with quality, effectiveness and efficiency:

1. Focus on directing and urging drastic implementation, striving to complete the tasks according to the 2024 Administrative Reform Program and Plan, ensuring quality and progress.

2. Review and evaluate the implementation of Resolutions, Programs, Projects, and Plans of the province, agencies, and units on administrative reform. Focus on evaluating the implementation of Project No. 06/QD-TTg in conjunction with the responsibility of the head.

3. Strengthen the supervision, inspection and examination of the implementation of administrative reform tasks; the observance of discipline, order and ethics in public service; strengthen the grasp of information and public opinion reflecting on cadres, civil servants and public employees of their agencies and units in the process of performing public duties who cause trouble and harassment (if any). Enhance the responsibility of leaders in strictly handling cadres, civil servants and public employees under their management who cause difficulties, trouble and harassment to people, businesses and organizations.

4. Implement well the new regulations on assignment and decentralization in State administrative agencies according to Resolution No. 45/NQ-HDND dated July 11, 2024 of the Provincial People's Council; strengthen supervision, inspection and examination after decentralization. Continue to effectively implement the work of recruiting and receiving cadres, civil servants and public employees, streamlining the payroll and rearranging the organizational apparatus.

5. Lead and direct the promotion of propaganda on administrative reform; continue to prioritize administrative procedure reform, create an open investment and business environment and create the "best, fastest, most favorable" conditions for people and businesses.

6. The heads of 7 pilot units (Departments of Transport, Justice, Southeast Economic Zone Management Board; People's Committees of districts and towns: Do Luong, Nghia Dan, Hung Nguyen, Hoang Mai) focus on directing the implementation of administrative reform tasks at their agencies, units and localities, requiring clear and positive changes.

7. Assign the Director of the Department of Information and Communications to preside over and coordinate with relevant agencies and units to focus on advising on the implementation of the construction of the province's Smart Operations Center.

8. Assign the Director of the Department of Home Affairs:

- Regularly and promptly coordinate closely with central ministries, departments and branches to submit to the National Assembly Standing Committee for approval the following projects: Project on adjusting administrative boundaries, expanding urban space of Vinh city and Project on rearranging administrative units at district and commune levels for the period 2023-2025.

- Focus on researching and advising on solutions to promote the application of information technology to assess the satisfaction of people and businesses, the responsibility of leaders; create favorable conditions for people and businesses to contribute comments, recommendations, and promptly reflect on issues in the performance of public duties by officials, civil servants, public employees, and state management agencies.

- The Standing Committee of the Provincial Party Committee decided to add members to the Steering Committee according to the conclusion of the Provincial Party Committee Secretary - Head of the Steering Committee.

- Preside over and coordinate with relevant levels and sectors to control teacher recruitment in the province to ensure progress, accuracy, objectivity, transparency, and compliance with regulations.

Requesting Directors of departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to direct and urge the strict implementation of the above contents. Periodically, report the implementation results to the Provincial People's Committee (through the Department of Home Affairs) in the administrative reform report for continued direction of implementation.
