Nghe An proposes to establish 127 urban and commune planning projects until 2030, with a vision to 2045.
Implementing the Law on Urban and Rural Planning in 2024, to suit the conditions of implementing two-level local government, Nghe An plans to propose the establishment of 127 planning projects in the area.
Specifically, to be consistent with the organization of two-level local government, based on review and comparison with the urban situation, Nghe An Department of Construction proposed to organize the establishment of 127 planning projects until 2030, with a vision to 2045.
The project is prepared in accordance with the provisions of Decree No. 145/2025/ND-CP and Decree No. 178/2025/ND-CP dated July 1, 2025 on the division of authority and detailed guidance on the Law on Urban and Rural Planning.
Of the 127 planned projects, there are 6 general urban planning projects in the province in 22 wards and communes; 108 general planning projects in 108 communes and 13 urban subdivision planning projects in Vinh, Hoang Mai and Thai Hoa urban areas.
+For urban master planning,It is expected to organize the establishment of 6 general urban planning projects in the province in 22 wards and communes, including:
- Vinh urban master plan covering 6 existing wards including Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Loc, Vinh Phu and Cua Lo. This planning project has been approved by the Prime Minister in Document 614/TTg-CN dated August 13, 2024.
- General urban planning of Hoang Mai within the scope of 3 existing wards including Hoang Mai, Tan Mai and Quynh Mai.
- Master plan for expanding Thai Hoa urban area in the scope of Thai Hoa and Tay Hieu wards and Dong Hieu commune.
- General planning of Dien Chau new urban area covering 5 communes: Dien Chau, Minh Chau, Quang Chau, Duc Chau and Hai Chau.
- General planning of the new urban area of Do Luong covering 4 communes: Do Luong, Luong Son, Van Hien, Thuan Trung.
- General planning of new urban area of Con Cuong in Con Cuong commune.
+For the general planning of commune constructionThere are 108 communes/130 communes and wards in the whole province.
+For urban zoning planning, the organization established 13 urban zoning planning projects in the province's urban areas, of which Vinh city had 7 projects; Hoang Mai 3 projects and Thai Hoa 3 projects.
The total cost of implementing the projects is estimated at about 325 billion VND.
Previously, when implementing the two-level local government, Nghe An had 20 district-level administrative units and 412 commune-level administrative units, and urban planning for districts and communes had been submitted for approval. However, due to changes in legal regulations and the implementation of the two-level local government, the implementation was temporarily suspended.
Also according to the representative of the Planning Management Department, Department of Construction: After the two-level local government came into operation, the planning of Nghe An province was approved, the legal system of urban and new rural planning was changed, the Government issued legal documents to guide the implementation.

In order to create a basis for effective management, construction and development of the urban and rural system after implementing the two-level local government, meeting new development requirements, it is necessary to quickly organize and adjust provincial planning, urban and rural system planning to synchronously connect all types of planning in the area.
Currently, the Department of Construction has proposed a document and after receiving approval from the Provincial People's Committee, it will be implemented to unify management.
