Nghe An: Adjusting parking prices for bicycles, motorbikes, and cars

(Baonghean.vn) - On the afternoon of January 19, the Provincial People's Committee continued its regular meeting in January 2017 to listen to and give opinions on a number of important issues. Among the issues discussed, the issue of adjusting parking fees attracted much attention.

Opening the meeting, comrade Nguyen Thi Kim Chi - Director of the Department of Education and Training presented the draft Directive of the Standing Committee on improving the quality of foreign language teaching and learning in the province according to the national foreign language project by 2020.

Commenting on this issue, many delegates said that the quality of foreign language teaching and learning in the province is still low and ineffective; the focus is still on grammar, and listening and speaking skills are not given enough attention.

The foreign language teaching staff is the root of the problem, but there are still shortcomings, lack of facilities, unprofessional environment... In addition, the current project is focusing on English and has not mentioned other languages.

Director of the Department of Education and Training Nguyen Thi Kim Chi presented the draft Directive of the Party Central Committee on improving the quality of foreign language teaching and learning in the province.

Comrade Hoang Van Tam - Director of the Department of Industry and Trade said that the teaching staff is the root of the problem, but currently there are still shortcomings, lack of facilities...

Delegate Tran Quoc Thanh - Director of the Department of Science and Technology emphasized: it is necessary to have a roadmap to upgrade teachers' qualifications, innovate teaching methods, and improve facilities in line with the integration trend.

After listening to the delegates' opinions and concluding this content, comrade Le Xuan Dai suggested that there should be a meeting to evaluate the results of 5 years of implementing the 5600 plan; the Provincial People's Committee has not yet approved this draft directive.

Next, the Department of Finance presented the Draft Decisions on promulgating service prices under the approval authority of localities in the Law on Fees and Charges, including: Service prices for using sales areas at markets in the province; vehicle parking service prices; service prices for collecting and transporting domestic waste in the area; service prices for measuring and making cadastral maps in cases where competent state agencies allocate land, lease new land or allow the change of land use purpose in places where there is no cadastral map with coordinates in the province.

According to the draft, the price of vehicle parking services, the price of vehicle parking services at parking lots, public vehicle parking lots invested by the state (except for vehicles parked at hospitals and schools), the lowest price is for bicycles, rudimentary vehicles in the city, plains: 2,000 VND/trip; mountainous areas: 1,000 VND/trip. The highest is for trucks over 10 tons, semi-trailers in the city: 15,000 VND/trip, low mountainous areas: 14,000 VND/trip, high mountainous areas: 12,000 VND/trip.

Parking price list in the area is approved by the Provincial People's Committee.

However, for hospitals and schools, the fee is 50% of the prescribed fee. For car parking lots and points with conditions for keeping high-quality cars, with higher service requirements than normal parking conditions (with solid houses, surveillance cameras) and car parking lots and points at scenic spots, historical sites, and cultural works where visitors often need to park their cars for many hours: The maximum fee is not more than 2 times for each corresponding type of vehicle during the same period.

For parking lots and parking lots not invested by the State but whose investment projects are approved by competent State agencies: The maximum collection level shall not exceed 1.5 times the prescribed collection level.

Concluding this content, Vice Chairman of the Provincial People's Committee Le Xuan Dai basically agreed to approve the drafts presented by the Department of Finance.

Also this afternoon, the meeting listened to and gave opinions on the draft decision regulating prices of irrigation products and services in the province; draft service prices (Department of Agriculture and Rural Development); draft decision regulating prices of ferry services in the area (Department of Transport); draft decision promulgating the land price adjustment coefficient in 2017 (Department of Finance) and draft decision authorizing the People's Committees at the district level to approve specific land prices (reported by the Department of Natural Resources and Environment).

Regarding these contents, Vice Chairman of the Provincial People's Committee Le Xuan Dai agreed to approve. He requested that the competent agencies take into account the comments and suggestions to complete the draft and issue it for implementation.
