Nghe An plans to reduce 5 deputy department directors

Implementing the Central Resolution 6 (12th tenure) on continuing to innovate the organizational and management system, improving the quality and efficiency of public service units, Nghe An has issued many leadership and direction documents of the province.

In which the province has clearly identified the main contents, goals and implementation targets:

- Each agency and unit must reduce at least 1 internal organization (the whole province is expected to reduce at least 42 departments and equivalents under departments, branches, sectors and district-level People's Committees; reduce 103 department-level focal points under branches and centers under departments, branches and sectors; reduce 5 deputy directors of departments and equivalents; reduce 55 deputy heads of departments under provincial-level departments, branches and sectors; district-level People's Committees; reduce 79 deputy heads of departments and centers under departments, branches and sectors...)

- Reduce at least 10% of affiliated public service units (equivalent to 181 units).

- Reduce 10% of public service units whose salaries are paid by the state budget (equivalent to 181 units).

- Reduce at least 10% of the payroll compared to 2015 (6,212 payrolls, of which: Civil servants: 377; Public employees: 5,835); in 2025, reduce another 10% compared to 2021; in 2030, reduce another 10% compared to 2025.

- Increase the proportion of professional and technical groups to 60% for civil servants and 65% for public employees.

- Ensure not to increase the number of contacts and affiliated intermediary organizations.

According to information from the Department of Home Affairs, after 2 years of implementing Resolution 6 of the Central Committee (12th term) and resolutions, programs and plans of the Provincial Party Committee and Provincial People's Committee, Nghe An has achieved many positive results.

Up to now, all 22 departments, branches, 21 districts, cities, towns; 12 public service units under the Provincial People's Committee have completed the project to reorganize the apparatus, streamline the payroll, restructure the staff, civil servants, and public employees and have been approved by the Provincial Party Standing Committee (in particular, the projects under the blocks, departments, branches, and public service units under the province have been approved by the Provincial People's Committee).

The organization arrangement and staff streamlining according to Resolution 6 of the Central Committee have initially achieved a number of important targets.

Specifically, up to now, the whole province has reduced 58 public service units, reduced 2,018 internal organizations, and reduced 147 heads and deputy heads of service units.

6,989 positions were reduced compared to 2015 (reaching 10.3%), of which, civil servants reduced by 263 people (Party and mass organizations reduced by 88 people, state sector reduced by 175 people); public employees reduced by 6,726 people, of which 4,396 positions were transferred to self-insure regular expenditure of 22 autonomous units for regular expenditure.
