Where does Nghe An rank in the upcoming administrative reform (PAR) rankings?

Thus, along with other indexes that have been applied in recent years such as the “Provincial Competitiveness Index (PCI)”, “Provincial Public Administration Performance Index (PAPI)”, the “birth” of the Public Administration Reform Index (PAR) creates more opportunities for businesses and people to evaluate the public administration in general and the civil servants at the provincial level in particular. According to information from a leader of the Ministry of Home Affairs, the common point of the indexes is that they all aim to evaluate activities related to the needs of people and businesses; in which, there are some criteria of all 3 indexes above that are related to the content of public administration reform.
The announcement of the Public Administration Reform Index by the Ministry of Home Affairs makes interested people wonder which group Nghe An will be in the ranking?
Remember, in the most recent competitiveness ranking (2011), Nghe An ranked 49th out of 63 provinces and cities, up 5 places compared to the previous year, in the middle group. Thus, in recent years, Nghe An's ranking has increased continuously from 1 to 2 and then to 5 places.
While the criteria of the competitiveness index such as market entry; land access; time costs for implementing State regulations; leadership dynamism, Nghe An increased by several levels compared to last year, the quite "sensitive" indicators such as transparency and access to information; informal costs (which people often call "grease" costs) ... decreased quite a bit! However, the "decreases" are related to civil servant ethics, public service responsibilities that Nghe An Newspaper and public opinion as well as the recent Provincial People's Council meeting sounded the alarm bells.
The fact that Nghe An is continuously ranked near the bottom of the average group in the annual competitiveness rankings is something that anyone who is interested should think about. In mid-2012, the Provincial People's Committee and a number of related sectors held a workshop to find measures to improve and enhance the provincial competitiveness index. The main focus was to discuss measures to implement the "Project to improve and enhance the provincial competitiveness index" of the Provincial People's Committee.
