Nghe An reduced 45 focal points and 234 units after 7 years of implementing Resolution No. 18
Implementing Resolution No. 18 of the Party Central Committee, Nghe An province has reduced 45 focal points in provincial and district-level administrative agencies, units and organizations; and reduced 234 public service units.
On the morning of December 27, the Nghe An Provincial Party Committee held a conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure). Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired and directed the conference.
Attending the conference were comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades in the Provincial Party Standing Committee and the Provincial Party Executive Committee.

The conference listened to and approved the Summary Report on the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
Immediately after the Party Central Committee (12th tenure) issued Resolution No. 18-NQ/TW, the Provincial Party Standing Committee seriously implemented the Party's policy of unified leadership in building and managing the organization, apparatus, and staff of the entire political system.
Propaganda and political and ideological education work has been promoted, creating unity of perception and action within the Party and consensus in society; regularly leading, directing, inspecting, supervising and urging the implementation of the Resolution.
The Provincial Party Standing Committee has led and directed agencies, localities and units to focus on reviewing, arranging, perfecting and streamlining internal focal points in conjunction with streamlining staff, restructuring and improving the quality of cadres, civil servants and public employees.

Currently, the organizational structure of agencies in the political system has been streamlined. Basically, the province has partly overcome the fragmentation, dispersion and duplication of tasks among agencies and units.
The structure of the staff, civil servants and public employees has been arranged more reasonably, reducing the proportion of leadership, management and support groups, and increasing the proportion of professional and technical groups.
As of October 2024, Nghe An has 76 provincial and district-level administrative agencies, units and organizations with 716 affiliated department-level units, a decrease of 45 units compared to June 2017. The whole province currently has 1,716 public service units, a decrease of 234 units compared to 2017.
Along with that, 7 deputy heads at provincial-level departments and agencies were reduced; 69 deputy heads of departments and agencies were reduced; 13 deputy heads of districts, cities, towns and affiliated party committees were reduced; 97 deputy heads at the Fatherland Front and district-level socio-political organizations were reduced.

In addition, administrative units that do not meet the prescribed standards are arranged and merged to streamline the apparatus, improve operational efficiency and effectiveness; and promptly resolve policies and regimes for redundant people.
Nghe An has reorganized and merged to reduce 1 district-level administrative unit (from 21 to 20 districts, cities, and towns), reduce 68 commune-level administrative units (from 480 to 412 communes, wards, and towns); reduce 2,087 blocks, hamlets, and villages (from 5,884 to 3,797 blocks, hamlets, and villages).
The total number of employees in the province in the period 2015 - 2021 decreased by 7,180 people, from 68,899 people to 61,719 people, a reduction rate of 10.4%; of which, the Party, Vietnam Fatherland Front and socio-political organizations reduced 207 employees; the government reduced 6,973 employees.
The rate of streamlining the payroll in the 2022-2026 period is implemented according to the set roadmap. According to the payroll data assigned in 2025, the Party, Vietnam Fatherland Front and socio-political organizations have reduced 71 civil servants and 21 public employees; the government has reduced 102 civil servants and 4,737 public employees.

From 2014 to present, the whole province has implemented staff streamlining for 4,576 people, including 151 civil servants, 3,653 public employees, and 772 commune-level civil servants.
Up to now, 100% of localities, agencies and units have organized the classification of civil servants and public employees according to job positions and rearranged the structure of civil servants and public employees towards increasing the proportion of professional and technical groups, in which the professional and technical groups account for at least 60% for civil servants and at least 65% for public employees.
