Specifically, the provincial budget supports each homeroom teacher with 100,000 VND/month; supports program management at schools with 300,000 VND/month/school.

The Department of Education and Training is supported in Program management at the following levels:

For districts, cities and towns with less than 30 kindergartens and primary schools participating in the program, the fee is 1 million VND/month/room.

For districts, cities and towns with 30 - 49 kindergartens and primary schools participating in the program, the fee is 1.5 million VND/month/room.

For districts, cities and towns with 70 or more kindergartens and primary schools participating in the program, the fee is 2 million VND/month/room.

The above support level is calculated based on the number of months of implementation and does not exceed 9 months of each school year.

Also according to the new regulations, preschool and primary school students in Nghe An province participating in the School Milk program are allowed to drink milk 5 times/week, that is, one 180ml carton of milk per student per school day, and for 9 months of school in each school year.

Funding sources for implementation include the provincial budget, contributions from parents, and support from milk suppliers and other sponsors.

Regarding the contribution of parents, the regulation clearly states that 100% of milk products are free for preschool and primary school students from poor households; children of war invalids, martyrs, students with disabilities, and orphans.

Parents of students from near-poor households contribute 50% of the cost of milk products; parents from other groups participating in the program contribute 70% of the cost of milk products.

These contents are specifically stipulated in the Resolution of the 17th Provincial People's Council on the implementation mechanism of the School Milk Program for preschool and primary school students in Nghe An province for the period 2017 - 2020 and effective from December 30, 2017.
