Waiting to apply for unemployment benefits at the Unemployment Insurance Department - Employment Service Center (Department of Labor, Invalids and Social Affairs), Ms. Nguyen Thi Hoa (born in 1986) in Nghi Kieu commune (Nghi Loc) said: "I worked as a worker in Bac Vinh Industrial Park for 3 years, then my labor contract was terminated due to business difficulties. According to the Employment Service Center, from the beginning of 2016 until now, there have been 21 trading sessions, connecting with more than 300 businesses with recruitment needs of about 12,300 positions, of which more than 80% of businesses are recruiting unskilled workers in the fields of sewing, electronics, construction... Also at the trading sessions, there were more than 4,600 workers looking for jobs but only less than 1,000 people were accepted by businesses. Thus, the number of people who have jobs through the trading sessions only accounts for about 21% of the total number of workers that businesses need to recruit. However, the two fields with great demand for unskilled workers like Ms. Hoa, sewing and electronic components manufacturing, most of which require age under 30 or require knowledge of industrial sewing. |
The key is still the quality of vocational training.
According to Mr. Ho Van Hung - Director of the Employment Service Center, recently, many new industrial parks have been established in the province, and the number of businesses investing in Nghe An is increasing, leading to an increase in the demand for labor recruitment.
However, the situation of supply and demand not meeting is still common, the reason is that businesses and workers have not reached an agreement on salary, age, working conditions... While workers want good treatment, businesses always look for ways to hire workers at the lowest cost.
On the other hand, vocational training still has many shortcomings, not really paying attention to the needs of the market; most of the workers looking for jobs are untrained or lack vocational skills. He added: "According to the annual statistics of the units that directly act as a bridge to introduce local workers to work at enterprises, the number of workers who meet the requirements is very low.
The vast majority are unskilled workers, if any, they are only at the elementary level, so businesses are currently having difficulty finding highly skilled, professionally trained human resources. Because they think that if they recruit them, they will have to spend a large amount of money to retrain them, so when workers are interviewed directly, businesses set many very strict conditions.

Another reason is that recently, businesses are recruiting increasingly younger workers, while the age of the "supply" source tends to increase (mainly over 30). Even because of immediate benefits such as reducing salary costs, deducting social insurance contributions for long-term workers or cutting some incentives for pregnant female workers or raising young children, there is a phenomenon of businesses using labor in a "squeezing lemon and throwing away the peel" manner, thus failing to attract workers. On the one hand, businesses alternately fire older workers or workers on maternity leave, on the other hand, recruit workers of younger age. This makes it even more difficult to balance the labor market.
