Nghe An: No extension of the Tay Bac General Hospital project deadline

(Baonghean.vn) - On the morning of July 14, the working delegation of Nghe An Provincial People's Committee led by comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee had a working session with Nghe An Northwest Regional General Hospital on the implementation of the project to build a new hospital.

Attending the meeting were representatives of the Department of Health, Department of Finance, Department of Planning and Investment, Department of Home Affairs, People's Committee of Thai Hoa town, and hospital construction contractors.

Comrade Le Minh Thong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected and visited patients at the Tay Bac Regional General Hospital.

Nghe An Northwestern General Friendship Hospital has 270 beds (453 beds actually), 21 departments, 303 staff (73 doctors, 11 pharmacists). In the first 6 months of the year, the number of patients coming for examination increased by about 50% compared to the same period.

The hospital is operating at the old facility. The infrastructure here is severely degraded, not ensuring technical synchronization; Medical equipment is still lacking, not meeting the medical examination and treatment needs of the people; The hospital is always overloaded; Human resources are still short of 31 people (10 doctors and 21 nurses) compared to regulations.

Nghe An Northwest Regional General Hospital is under construction.

Currently, the new Nghe An Northwest Regional General Hospital Project is in the construction phase. The new hospital project has a scale of 250 beds, a total investment of 198.5 billion VND, divided into 23 bidding packages. The hospital was built in 2009, and the project is required to be completed and put into operation by May 19, 2016. The total capital allocated to the project by 2016 is nearly 170 billion VND (83%).

According to the hospital's report: Of the 23 hospital construction packages, 5 have been completed, 2 main packages are behind schedule (Inpatient treatment and technical package and Outpatient treatment and resuscitation package, office building). The reason for the delay is due to difficulties in funding for the project; the contractor has not focused on human resources, materials to implement the construction, and the design of some items has been changed to suit the function.

Nghe An Northwest Regional General Hospital recommends: In order for the hospital to move to a new facility, it is necessary to invest in additional equipment and most importantly, a wastewater treatment package.

Comrade Le Minh Thong asked contractors to speed up construction progress.

At the meeting, delegates focused on analyzing the main reasons for the project's delay; requested a comprehensive inspection of the contractor's construction quality; and suggested that the hospital construction deadline should not be extended but must be completed before December 31, 2016.

Concluding the meeting, comrade Le Minh Thong requested the agencies and units directly involved in the Nghe An Northwest Regional General Hospital Project to urge and supervise the construction units, strictly handle the situation of slow progress and other violations, if any; the Department of Health coordinates with the Department of Planning and Investment, the Department of Finance to research and develop waste treatment items, supplement equipment procurement.../.
