(Baonghean.vn) - In the dispatch, the Provincial People's Committee assigned specific tasks to each department and branch to both ensure traffic safety and ensure Covid-19 prevention.

The People's Committee of Nghe An province has just issued a dispatch on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2022.

Accordingly, the Provincial People's Committee requested the Department of Transport to continue to strictly implement regulations on Covid-19 epidemic prevention and control in transportation activities. Direct transport business units to organize appropriate passenger transport, ensure traffic safety and Covid-19 epidemic prevention; do not let people have no means of transport to return to their hometowns during Tet; strictly handle organizations and individuals who increase ticket prices in violation of regulations. Arrange reserve vehicles to transport people during Tet holiday and return to work and study when necessary. Coordinate with competent authorities to respond and handle situations when there are people infected with Covid-19 at traffic hubs and on public transport.

The Department is also assigned to promptly repair damaged and landslide areas caused by rain and floods; review and supplement the traffic signal system at intersections, road sections with large longitudinal slopes, small curve radius, limited visibility, posing high risks of traffic safety. Direct strict compliance with traffic safety regulations when constructing on roads in operation; promptly complete the construction, renovation, upgrading and repair of key roads, especially routes and sections passing through densely populated areas; return and clear all materials, equipment and materials gathered on the roadway before January 23, 2022.

Regulate and divert traffic; mobilize vehicles and rescue personnel to promptly clear traffic jams or accidents; prevent traffic jams from lasting on routes under management, especially on main roads leading to and from Vinh city, routes connecting to key traffic hubs (train stations, airports, ports, etc.) and the Spring Festival area; coordinate to regulate and divert traffic, and clear traffic jams when receiving requests from authorities.

The Department of Transport also has the task of reviewing and inspecting traffic safety work on exploited roads; strictly handling construction management units and construction units that violate traffic safety regulations.

Coordinate with the People's Committees of districts, cities and towns to inspect, review and propose immediate handling of shortcomings and problems in ensuring traffic safety at passenger terminals across the river, along the river, and suspension bridges. Suspend or propose suspension of operations for inland waterway terminals that do not meet operating conditions, passenger transport vehicles that are not registered and inspected according to regulations. Direct to strengthen specialized inspection and examination activities of the transport sector, strictly handle the following acts: Unqualified transport business (illegal vehicles, illegal terminals); violation of regulations in transport support service business; transporting more people than prescribed; raising ticket prices and transport fares against regulations; running on the wrong transport route; picking up and dropping off passengers against regulations; transporting goods exceeding the permitted load; not implementing safety measures during construction on roads in operation; not ensuring traffic safety at passenger terminals across the river. Continue to publicly post the Department's hotline number on public passenger transport vehicles; arrange staff to be on duty, receive and process information from the hotline 24/7 during peak days.

Strengthen coordination with railway units, People's Committees of districts, cities and towns where railways pass through to ensure traffic safety at intersections between roads and railways in the province according to the provisions of law. Urge units and localities to implement the signed Regulations on coordination to ensure railway traffic safety.

For the Provincial Police, the Provincial People's Committee requires to organize a peak period of patrolling, controlling, and handling violations of traffic safety laws, implementing Covid-19 epidemic prevention regulations for the task force and the people. Focus on checking, detecting and handling violations such as: Driving violating regulations on alcohol concentration, drug use, speeding; overloading, exceeding the prescribed number of people; not wearing helmets when riding motorbikes and scooters. Strengthen the fight against illegal racing and crimes on traffic routes; resolutely suppress all acts of resisting law enforcement officers. Inspect the implementation of legal regulations on ensuring safety in aviation and railway activities; work to ensure safety of inland waterway traffic; handle violations of operating conditions of inland waterway wharves and ports, vehicles and drivers of inland waterway vehicles...

Meanwhile, the Department of Health is assigned to direct medical examination and treatment facilities throughout the province to have plans to arrange forces, vehicles, medical equipment, medicine and blood to ensure the highest ability in rescuing traffic accident victims, minimizing human damage when traffic accidents occur.

The People's Committees of districts, cities and towns are required to direct functional units to organize surveys, research and arrange flower pot and ornamental plant selling points to serve the Tet shopping needs of local people, ensuring requirements on order, traffic safety, environmental sanitation, urban aesthetics... Handling the situation of encroachment on road corridors, sidewalks, roadsides, and curbs for markets, business, and garbage dumping, especially during holidays and Tet; strengthening the work of clearing corridors and preventing re-encroachment on roads. Supplementing the system of painting road markings, stopping lines, parking lines, and pedestrian lines on traffic routes.

Inspect, review and immediately handle any shortcomings and problems in ensuring traffic safety at passenger terminals across the river, along the river, and suspension bridges. Suspend operations of inland waterway terminals that do not meet operating conditions and passenger transport vehicles that are not registered and inspected according to regulations.

For localities with operating ferry terminals, it is necessary to repair the access roads to ensure convenience and safety; regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, monitor the use of life-saving equipment when traveling by ferry, including at tourist destinations using inland waterway vehicles.

Nghe An Provincial People's Committee also requested the Road Management Department II to direct relevant units to thoroughly handle landslide and damaged points and locations on the roads managed by the Department; direct the Road Inspectorate to strengthen vehicle load control according to the provisions of law; direct construction units, management and exploitation units of national highways in Nghe An province to strictly and fully comply with regulations on ensuring traffic safety on roads in operation. Review maintenance and repair of traffic infrastructure systems to ensure smooth and safe traffic for people to enjoy the Spring Festival. Have reasonable and flexible plans to organize and regulate traffic at BOT toll stations, absolutely not allowing prolonged traffic congestion.
