(Baonghean.vn) - With the goal of ensuring safety and preventing the spread of disease when welcoming citizens returning from the South, many localities in Nghe An have implemented effective and economical measures.

Give up house as quarantine point

Present in Nghi Van commune (Nghi Loc), one day recently, we were led by Mr. Nguyen The Hai - Vice Chairman of the Commune People's Committee to visit the site and informed that the entire Nghi Van commune currently has 150 citizens returning from the South who have been quarantined, concentrated in hamlets 2, 3, 11, 12, 14, 15. Given the fact that schools will have to return to prepare for the new school year in a few days and cannot be requisitioned as centralized quarantine areas for people returning from the South, we have decided to take the necessary measures to ensure that schools are prepared for the new school year.SouthTherefore, the local government proposed to the district to use vacant houses with full facilities and amenities to organize quarantine for small groups of 3-5 people. After receiving the district's approval, the commune conducted a survey and made a list of vacant houses and houses given up by people in the hamlets to serve the quarantine.

After the citizens returned to their localities, the People's Committee of Nghi Van commune deployed forces and coordinated with two groups.community monitoringand respond quickly in hamlets to strictly control quarantine locations. Accordingly, before people need to return from the South, they must notify their families to submit an application to the Commune People's Committee for confirmation and make a list, then send it to hamlets to grasp and have a plan for arrangement and placement. When returning to their hometown, citizens will be guided to go straight to the quarantine point without stopping anywhere else.

At Mr. Phan Van Quynh's house in Hamlet 14 (Nghi Van), it is currently a quarantine site for 3 people, including Mr. Quynh's child. According to Mr. Nguyen Van Xuan - Hamlet Chief of Hamlet 14, through the survey, we found that this is an independent house, surrounded by a high fence, with a locked gate and a full essential system, so we reported to the commune to use it as a quarantine site. Every day, the house gate will be locked by the hamlet's shock force, and the gate will only be opened when the family provides food. The food supplies are placed in front of the gate, and after the quarantined person comes out to receive it, the gate will continue to be locked.

In Nghi Van, there are also houses with large gardens, with vegetables in the garden, people in quarantine can cook for themselves after their families provide them with necessary necessities. Specifically, the house of Mr. Truong Van Manh, residing in Hamlet 11, has 5 people in quarantine (including children). Mr. Manh works for hire in the South, his wife and children stay at home, when the epidemic broke out, he and some people in the hamlet rented a private car to return to their hometown, before returning, he informed his family and submitted a request to the local authorities for confirmation. After that, his wife and children moved to his grandparents' house, leaving the house to the group of people returning for quarantine.

Many people are concerned that thehome quarantineIt will be very difficult to control, however, according to the Vice Chairman of Nghi Van Commune People's Committee, arranging quarantine in vacant houses helps to divide citizens into smaller groups without having to concentrate a large number in one place, avoiding the risk of cross-infection. Not to mention, when people return to their hometowns, they often go in small groups of 3-5 people on one vehicle and do not return at the same time, so each group returning is taken straight to the quarantine point, which is also very convenient. In addition, quarantining in groups also helps people save costs, in addition to food and drink that is provided by family, groups can periodically test according to pooled samples according to regulations.

Currently, through monitoring in Nghi Loc district, in addition to 212 citizens returning by plane and being quarantined in Cua Lo town, as of August 9, 2021, there are 855 people returning from epidemic areas being quarantined in 29 communes, towns and other locations in the district.

According to Ms. Tran Thi Anh Tuyet - Vice Chairman of Nghi Loc District People's Committee, after understanding the needs of people returning to their hometowns, the district assigned local authorities to do a good job of preparing and making plans to receive citizens, ensuring safety in disease prevention. Ms. Tuyet said that depending on the actual situation in some localities, the district also assigned some communes to pilot the arrangement of empty houses to organize quarantine for citizens and initially showed effectiveness in the context of schools about to reopen.

Thatched roofs of love

At a time when the epidemic is breaking out in the southern provinces, when people are returning to their hometowns, a problem for localities is how to arrange for many people to be quarantined at the same time. In some districts such as Yen Thanh, Con Cuong, Thanh Chuong, Do Luong, Dien Chau... the local authorities and people have organized free meals to provide for those in quarantine.

According to the review, in Dien Chau district, there are currently 24,458 citizens living and working nationwide. Of these, 1,766 people have registered to return home through the province's channel, and 2,375 people have returned by themselves in 37 communes and towns by personal means.

Mr. Pham Xuan Sanh - Vice Chairman of District People's CommitteeDien Chausaid: After understanding the need to return to their hometowns, the district has directed communes to plan to welcome and quarantine according to regulations. In addition to quarantine at kindergartens because these educational institutions have been unified by the Education sector to concentrate later than other levels of education, the district also directed communes to use vacant cultural houses as quarantine points, ensuring epidemic prevention work according to regulations. In addition, local youth organizations and associations have also organized cooking to support those on duty at quarantine areas and people in quarantine areas, demonstrating the spirit of solidarity and mutual love.

Not only stopping at cooking and supporting people in quarantine, many localities such as Con Cuong and Thanh Chuong also built thatched roof houses to serve as centralized quarantine points. Thatched houses are mostly built at the stadiums of communes, and accompanying sanitary facilities are also built at the corners of the stadiums so that they can later be converted into public toilets to serve local cultural and social activities.

In Thanh Phong commune (Thanh Chuong), the government and people have just completed a thatched house worth more than 60 million VND with 8 isolation rooms, each room meeting the needs of about 4-5 people.

Mr. Trinh Xuan Thi - Chairman of Thanh Phong Commune People's Committee shared: After reviewing the need to return to their hometowns in the South, from the local reality, although there are 10 empty cultural houses, 4 are located in the heart of the residential area and most of them are degraded and damaged, moreover, the schools must be returned by August 16 to prepare for the new school year, they cannot be used for a long time. Therefore, the commune decided to buy tarpaulins, mobilize people to support bamboo trees, palm leaves and working days to build houses for people in quarantine.

According to Mr. Thi, when the commune built a house to welcome children back from quarantine, the surrounding people all participated in supporting, some supported materially, some supported working days to complete the project. Currently, in Thanh Phong commune, after screening, there are about 100 people who want to return from the South. Currently, there are 47 people in quarantine at the kindergarten and the commune health station.

In addition, through 21 tracing teams and 23 community shock teams in 7 hamlets, Thanh Phong commune authorities have also grasped the thoughts of children of 370 households working in the Southern region, and at the same time committed to the authorities that if not necessary, they should not return to their hometowns, and if they return, they must notify the authorities.

Mr. Nguyen Van Chien - Vice Chairman of Thanh Chuong District People's Committee said that up to now, Thanh Chuong district has had more than 750 people returning from the southern provinces, then quarantined in 38 communes and towns. Most of these cases are quarantined in the communes, not yet using the district's centralized quarantine points. In addition to some communes such as Cat Van and Thanh Phong that have built thatched houses as quarantine points, most other communes are quarantined at kindergartens. After the schools return to the centralized quarantine, the district will continue to develop new quarantine plans.
