Nghe An: Many solutions to improve the sense of responsibility of cadres and civil servants
Organizational structure and human resources are the central factors, the important “root” in administrative reform. Therefore, agencies in the political system in Nghe An have recognized and proposed many measures and solutions to raise the sense of responsibility of cadres and civil servants in performing their assigned duties and tasks.

Experience from practice
Realizing that people are the "pillar" in administrative reform, in recent years, the Party Committee and government of Tang Thanh commune (Yen Thanh) have proposed many solutions to improve the quality of staff in both aspects: public ethics, sense of responsibility and expertise and professionalism.
Comrade Dao Van Khai - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tang Thanh commune shared: In addition to consulting and "intervening" with superiors to arrange, transfer, and assign cadres and civil servants reasonably to promote the capacity, expertise, and strengths of each individual; in positions or at times when professional performance is limited, the locality will increase the number of supporting cadres and civil servants; absolutely not allowing a weak "link" to affect the entire chain system.
In particular, in carrying out the task of land clearance or mobilizing people to join hands in building new rural areas, the entire political system must participate, regardless of the task of any department or individual. Localities also implement a system of assigning tasks to cadres and civil servants on a weekly basis in a clear manner, as a basis for synthesizing, evaluating, reviewing, and reminding each individual specifically on a weekly basis, not in general terms.

In carrying out their duties, Tang Thanh commune requires cadres and civil servants to consider efficiency as important and take people's satisfaction as a measure; avoid cadres "talking well, doing well" and doing at all costs to get good results, but people complain. From this mindset, in implementing difficult tasks, such as site clearance, granting land use right certificates for the first time to people or mobilizing people to join hands in building new rural areas; Tang Thanh people acknowledge that local cadres and civil servants always put the interests of the people first and foremost; any difficulties, problems, or unsatisfactory wishes of the people are thoroughly explained due to the provisions of the law, not because of cadres and civil servants.

Mr. Truong Dang Long (Hamlet 3, Tang Thanh Commune) shared: “Cadres and civil servants are now concerned with their work, going down to the people to propagate, mobilize, listen to the people and promptly resolve their needs. When people support policies such as land clearance or new rural construction, cadres are very respectful and praise them and often come to encourage them, first and last, people are very excited and have high trust and consensus.”
From the innovations, reform of the work assignment system, raising awareness, sense of responsibility and professional qualifications of cadres and civil servants have contributed to promoting the implementation of political tasks; Tang Thanh commune is one of the first two communes to meet the model new rural standards of Yen Thanh district in 2023. This is a testament to the comprehensive development in a semi-mountainous locality of Tang Thanh.
Also considering people as the central factor in administrative reform, entering the 2020 - 2025 term, the Party Committee and the government of Quynh Thien ward (Hoang Mai town), especially the head of the Party Committee, have determined to drastically reform, raise awareness of compliance with discipline, administrative discipline and the spirit of serving the people through implementing a mechanism to evaluate and classify cadres and civil servants in reality as well as strictly handle violations according to regulations with the spirit of: handling one person to discipline and deter many people.
From that perspective and ideology, continuously in 2020 and 2021, Quynh Thien ward put 2 people on the "list" for not completing their tasks and 2 people on the "list" for completing their tasks; in which there was 1 person who was assessed as not completing his tasks in both years and removed from the apparatus.

Along with the above sanctions, the important thing, according to comrade Ho Sy Tung - Secretary of the Party Committee of Quynh Thien Ward: The locality has created an environment and motivation for dedication through closeness, encouragement, support, professional training in the direction of "holding hands to show work", learning from each other among cadres when facing difficulties and problems; associated with inspection, reminder, and correction when there are limitations in the spirit and working attitude of cadres and civil servants. The Party Committee and the Government of Quynh Thien Ward always pay attention to promoting the supervisory role of the people through encouraging people to provide and reflect on the spirit and service attitude of cadres and civil servants who are not good at conferences, forums and on the grassroots level of cadres. The issues that people reflect are received and seriously handled by the Party Committee and the Government; in addition to immediately overcoming the manifestations of harassment and lack of responsibility of cadres and civil servants, it has contributed to enhancing the trust of people and businesses in the Party Committee and the Government.
In Quynh Thien ward, people highly appreciate the change in sense of responsibility, dedication, and devotion to work of cadres and civil servants; transparency in administrative procedures and handling of administrative procedures for people and businesses. This contributes to promoting the overall development of the locality with an economic growth rate of 14% in the 2020 - 2025 term; average income per capita from 74 million VND (in 2020) to 102 million VND/year (in 2025). Arousing the strength of great solidarity of the people to build a civilized urban area with 98% of rural roads in the ward being asphalt and concrete.

Strengthening people's participation in administrative reform
The requirements of administrative reform in the 2021-2030 period are to focus on 6 contents; in which, the organization and human resources are the central factors, the important "root" to realize the goals of administrative reform, which is to enhance the effectiveness and efficiency of State management, better serve the needs and interests of people and businesses as well as the socio-economic development of each locality and the country.
This has been recognized by agencies in the political system in Nghe An and many measures and solutions have been proposed to raise the sense of responsibility of cadres and civil servants in performing their assigned duties and responsibilities, including the task of reforming administrative procedures, improving the quality of service to people and businesses; contributing to promoting the socio-economic development of each sector, locality, agency and unit.

Currently, the revolution of reorganizing the apparatus, including reorganizing commune-level administrative units and implementing a two-level government model with the goal of improving the efficiency, effectiveness, and effectiveness of the apparatus associated with streamlining and restructuring the team of cadres and civil servants to be close to the people and serve the people well; is being vigorously promoted at all levels in the province.
To ensure the above objectives after the reorganization, the issue that all levels are currently concerned about is selecting and arranging a team of cadres, especially at the grassroots level, with sufficient qualities, capacity, qualifications, dedication, and vision, meeting the requirements of the tasks in the new situation - the situation of the country requires strong development and a larger commune-level model after the reorganization. The selection and arrangement of the team of cadres and civil servants at the grassroots level, according to some opinions from the grassroots level, is that: It is necessary to ensure harmony in the structure of the team of cadres and civil servants; there are people from the province, people from the current district level, and people from the commune level. Because in reality, the current grassroots cadre team, it is undeniable that the training is patchy and there are people with limited capacity, however, there are also many capable people and from the past practice, it has been proven that many tasks and movements are implemented very well by the grassroots, typically the movement to build new rural areas and civilized urban areas; on the other hand, the grassroots level is the level close to the people, so it requires a team of cadres who have both theory and practice, as well as deep expertise and soft skills.

Along with selecting and arranging a team of qualified staff, ensuring structural harmony, many opinions also said that it is necessary to pay attention to equipping technical facilities to meet the working requirements of cadres and civil servants; associated with strengthening political and ideological education so that each cadre and civil servant in the political system has the awareness to self-study and improve to meet the requirements of the task, especially to effectively implement the national digital transformation policy.
