Nghe An has many drastic solutions to reduce outstanding social insurance and health insurance debts

(Baonghean) - Despite implementing many key tasks in extremely difficult conditions, in recent times, especially in the first 6 months of 2019, Nghe An Provincial Social Insurance has made great efforts in urging collection and reducing outstanding social insurance, health insurance, and unemployment insurance debts to ensure the rights of workers.

To limit the occurrence of debt at the employer, right from the month the debt arises, with the motto of accompanying enterprises, in addition to directing and guiding the Social Insurance of districts to proactively deploy debt collection teams at units and enterprises in the area; Nghe An Provincial Social Insurance has established a debt collection team led by the leader of the Provincial Social Insurance to directly work with units and enterprises in debt in districts, cities and towns; invite units with large debts and long-term debts directly to the Provincial Social Insurance agency to work to resolve and remove obstacles with the unit, at the same time urge and guide the unit to fulfill its obligations to employees.

As a result, in the first 6 months of 2019, the Social Insurance agency directly worked with 2,993 debt units, recovering over 80 billion VND in social insurance, health insurance, and unemployment insurance debt.

Strengthening specialized inspection work

In order to prevent violations of the law on social insurance, health insurance, unemployment insurance, ensure the rights of employees and the respect of the law, the provincial Social Insurance has strengthened specialized inspection work at units with signs of law violations. Specialized inspection work is regularly deployed, ensuring quantity and promoting efficiency.

By the end of June 2019, Nghe An Social Insurance had established 158 specialized inspection teams, including 71 planned specialized inspection teams and 87 unscheduled specialized inspection teams, conducting inspections at 158 ​​units, issuing inspection conclusions at 102 units, drawing up 37 administrative violation records and issuing 29 administrative penalty decisions.

The provincial Social Insurance has submitted to the Chairman of the Provincial People's Committee a Decision to impose administrative penalties on 8 units that are late in paying social insurance, health insurance, and unemployment insurance with large debts, long debt periods, and fines exceeding the authority of the Director of the provincial Social Insurance, including: Investment and Construction Joint Stock Company 24, Nghe An Petroleum Minerals Corporation, BAC Trading Joint Stock Company, Tan An Construction Joint Stock Company, Construction and Trading Joint Stock Company 423, Manh Quyen Company Limited, Son Ha Electronics Trading Joint Stock Company, and Joint Stock Company 475.

Through inspection, over 6.3 billion VND of social insurance, health insurance, and unemployment insurance debts were recovered at debting units; 88 employees were found to be subject to compulsory social insurance but had not yet participated, with the amount of requested arrears being over 1 billion VND; 38 people were found to have received short-term social insurance benefits in violation of regulations, and over 14 million VND was recovered.

With synchronous and effective solutions, the work of urging collection and reducing social insurance, health insurance and unemployment insurance debts in the province has achieved positive results.

Total social insurance, health insurance, and unemployment insurance revenue in the first 6 months of the year reached 3 trillion VND, equal to 49.56% of the plan assigned by Vietnam Social Security at the beginning of the year (4.5% higher than the target, ranking 8th nationwide). Total social insurance, health insurance, and unemployment insurance debt was 131,374 million VND, accounting for 2.17% of receivables, down 52,889 million VND (down 28.7%) compared to the same period in 2018.

However, compared to the requirements and set targets, the debt rate of social insurance, health insurance, and unemployment insurance in the province is still high, requiring social insurance agencies from the province to the district to focus on human resources and implement many drastic and synchronous solutions, such as: Focusing on exploiting data from the Tax Department to serve the development of subjects participating in compulsory social insurance and health insurance; closely following the labor-using units to urge the collection of the full amount of money arising and payable in the month and the amount remaining to be collected from previous months (according to the announcement of social insurance, health insurance, and unemployment insurance payment results).

In addition, assign specific targets to each collection officer in urging collection and debt reduction; promote specialized inspection work, focusing on surprise specialized inspections of debt-ridden units, units that have not participated in social insurance, units that have not participated in social insurance with enough employees, and units that have violated the law on social insurance, health insurance, and unemployment insurance; impose administrative sanctions on violating units.

Nghe An Provincial Social Insurance has established a special inspection team with the participation of the Provincial Police to conduct special inspections of units with outstanding social insurance, health insurance and unemployment insurance payments of 12 months or more in the third quarter of 2019; at the same time, focus on transferring files to the Police to investigate and handle criminal liability according to Article 216 of the amended Penal Code for units with outstanding payments of 12 months or more.

Although the urging and collection of social insurance debts still face many difficulties, we identify this as a regular task of the Social Insurance sector and a number of related sectors. Thereby, not only for businesses to properly fulfill their responsibilities but also for the rights and interests of employees.
