It is worth mentioning that although local people have petitioned many times and the local government has resolved the issue, wastewater from the fishmeal processing plant is still discharged directly into the Van River, causing dissatisfaction among hundreds of local households. Fishmeal processing factories, "grinding" day and night right in the middle of residential areas, give off a foul odor. Many toxic substances are roughly processed and then discharged directly into the river, the rest flows around and seeps deep into the ground. Most of the wells in the surrounding residential areas are seriously polluted and cannot be used. Well water in Ngoc Van and Dien Ngoc hamlets cannot be used due to pollution.

Mr. Tran B. in Ngoc Van hamlet, Dien Ngoc said: The fish grinding factories at night make noise and give off a foul smell. In 2015, local people used rocks to block the road for fish trucks to enter the processing area, but now the environmental pollution is getting worse.

Mr. Nguyen Van Dung - Vice Chairman of Dien Ngoc Commune People's Committee said: Ngoc Van seafood processing village has 198 households participating in processing aquatic and seafood products, including 3 fishmeal processing factories: Ba Nam fishmeal processing factory with a capacity of 50 tons/day, Hien Tuyen fishmeal processing factory 30 tons/day, Hung Chau 20 tons/day. The 3 factories above have only invested in technology to "suppress" some of the bad smell, but currently all 3 factories discharge wastewater into the river that does not meet standards. In particular, the wastewater treatment tanks at the factories are too small, only reaching 3-5m3/base.

Mr. Nguyen Van Son, Head of the Department of Natural Resources and Environment of Dien Chau district, admitted: During the production and processing process, the smell coming from fishmeal processing factories is real and cannot be resolved yet. The district has conducted inspections, but due to the lack of modern equipment, it is not possible to accurately assess the environment. Therefore, the district has requested the Department of Natural Resources and Environment of the province to establish a team to inspect fishmeal processing factories.
