Recently, people in Hong Son 3 hamlet, Luong Son commune (old Do Luong district) have had to live in dusty conditions as hundreds of trucks transporting minerals from mines in the area pass by every day.

Nghe An Newspaper, Radio and Television received feedback from residents of Hong Son 3 hamlet, Luong Son commune (Hong Son commune, old Do Luong district), about having to live in a dusty environment because every day hundreds of trucks carrying soil and rock from mines in the area pass by.

According to the reporter's records, the route running through Hong Son 3 hamlet connecting National Highway 15, going up to Bach Ngoc commune (former Giang Son Tay commune), previously only served the people's travel. However, since the quarry and stone quarry in the area came into operation, this road has been visited by hundreds of heavy trucks carrying soil and stone every day. On hot, sunny days, thick layers of dust rise up, causing environmental pollution.
Mr. NHS, a resident living along the road, was upset: Every time a truck passes by, especially during hot weather, dust rolls up and flies straight into the house. Although the mining units sprinkle water, it is ineffective. After more than 1-2 hours of drying, the dust rises again, not to mention that too much watering also damages the roadbed, causing many potholes to appear, affecting the travel of people, especially students.

Frustrated by the trucks running day and night, the people have protested many times. On the night of September 15, some people in Luong Son commune blocked the trucks to protest.
Locals say that trucks running at night is unacceptable. The noise from the engines and the banging of the trucks makes it impossible for students to study, for the elderly to rest, and for many people to lose sleep after a hard day's work.

Mr. Phan Dang Son - head of Hong Son 3 hamlet, admitted that there was a situation where people were upset about the pollution and said that recently, dust treatment has also been improved by watering. "However, it is impossible for transport units to operate late at night. Because in the past, when Hong Son commune was still in existence, the locality required units to comply with the correct time and not operate vehicles at night to avoid affecting people's lives."

According to our research, right on the route passing through Hong Son 3 hamlet, there is the Hong Son stone quarry of Hoang Long Construction & Trading Joint Stock Company and the soil quarry of Hoang Dong Do Construction Joint Stock Company. Of which, the Hong Son stone quarry has been operating for many years. The soil quarry was licensed in 2021, after a period of inactivity, it has recently started mining again.
According to Mr. Son, previously, the leaders of Do Luong District People's Committee went on inspection and informed that the Hoang Dong Do Construction Joint Stock Company's quarry would take a different route, but for some reason it was not implemented.
Will check a series of soil and rock mines in the area
In response to the people's concerns, we had a working session with Mr. Tran Xuan Long - Director of Hoang Long Construction & Trading Joint Stock Company, the unit that is managing and exploiting Hong Son stone mine.
Mr. Long said that the company has installed an automatic watering system near the mine gate and arranged for manual watering trucks to be used many times a day to reduce dust.

However, Mr. Long also admitted that due to the special nature of mining, it is very difficult to completely avoid dust. In addition to trucks carrying rocks, there are also trucks carrying soil from other mines, which can fall during transportation, increasing dust on the road.
In fact, dust from trucks carrying soil and rocks is not only a story of Hong Son 3 hamlet, but is a common problem in Luong Son commune today. It is known that after the merger of communes, there are currently 5 units operating in the field of mineral exploitation and gathering in Luong Son commune.

Mr. Tran Kim Doan - Chairman of the People's Committee of Luong Son Commune said: The locality has also grasped the information reflected by the people. On September 8, the People's Committee of the commune also issued Decision 181/QD-UBND on the establishment of the Interdisciplinary Team to inspect the compliance with the law in mineral activities and environmental protection in the commune.
According to Mr. Doan, the commune's interdisciplinary inspection team will inspect land use and environmental protection, exploitation according to licensed boundaries; inspect documents and legal procedures on mineral exploitation... Inspect and sign agreements with businesses and individuals to limit oversized and overloaded vehicles; directly inspect routes to detect and handle oversized and overloaded vehicles. At the same time, violations will be strictly handled.

From now until the end of 2025, the interdisciplinary team will conduct inspections of 5 mineral exploitation and gathering units in Luong Son commune, including: B&T LLC (licensed for inland waterway terminal gathering sand and gravel on Lam River); Hoang Long Construction and Trading JSC (stone exploitation); Hoang Dong Do Construction JSC and Truong An LLC (soil exploitation) and Song Lam Cement JSC (clay and stone exploitation as raw materials for cement production).
According to regulations, mining enterprises must fully implement their commitments to environmental protection, including measures to reduce dust, reduce noise, and ensure traffic safety. In reality, it is very difficult to absolutely ensure this. However, this does not mean that management is lax, affecting the lives of local people directly affected by mining facilities.
