Nghe An Provincial People's Committee submitted to the Provincial People's Council to issue a special policy for the development of Do Luong commune until 2030.
On the afternoon of October 28, the Economic - Budget Committee of the Provincial People's Council held a meeting to review draft resolutions submitted to the thematic session - the 33rd session, the 18th Provincial People's Council, term 2021 - 2026; including special policies for Do Luong commune.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and leaders of a number of provincial departments and branches attended the meeting.

Proposal to issue specific policies for Do Luong commune
Examining the draft resolution stipulating specific mechanisms and policies to support socio-economic development of Do Luong commune, period 2026 - 2030; meeting members expressed their agreement on the need to issue policies to support socio-economic development of Do Luong commune by regulating land use fee revenue in the area to invest in the construction of 18 key and essential projects.
This is a policy to create conditions for Do Luong commune to continue to realize the policy and orientation of developing a central urban area connecting the Western region, the coastal plain of Nghe An and the political, economic and social center of the province, along with industrial parks in the province in the spirit of Resolution No. 39 of the Politburo on the development of Nghe An, the General Planning of the province approved by the Government, Resolution No. 15 of the Standing Committee of Nghe An Provincial Party Committee on the development of Do Luong district to 2030, with a vision to 2045.

In addition, the meeting participants also raised a number of issues requesting the resolution drafting agency, the Department of Finance and Do Luong commune, to pay attention to, supplement, and clarify the legal basis.
At the same time, review the list of proposed new construction investments to ensure the right focus and key points, and adjust the names to match the new place names according to the 2-level authorities in addition to the works and projects that have been approved for investment policies.

For Do Luong commune, it is necessary to pay attention to improving the capacity to implement investment projects after the Provincial People's Council has passed the resolution; ensuring that policies are effective and have a positive impact on local and inter-regional development.

Review of proposed agricultural policies
Conducting an examination of the draft resolution on allocating additional revenue from the central budget in 2024 to Nghe An province's budget for reinvestment according to the provisions of Resolution No. 36/2021/QH15 dated November 13, 2021 of the National Assembly; The Economic - Budget Committee of the Provincial People's Council recommends that the Department of Finance pay attention to implementing solutions to ensure the disbursement of all assigned and additional resources.

The Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on allocating additional development investment capital plans from the central budget to implement the National Target Program on new rural construction for the 2021 - 2025 period and 2025 in Nghe An province.

The Committee also reviewed a number of draft resolutions regulating policies for industry development; amending and supplementing policies to support fishing vessels exploiting aquatic resources in offshore areas; policies to support overcoming animal diseases, policies to develop industries in the province; amending and supplementing resolutions of the Provincial People's Council related to land price lists in Nghe An province...

Participating in reviewing draft resolutions related to policies on agricultural, rural and farmer development, comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, said that it is necessary to change the mindset in building policies to support agricultural, rural and farmer development according to two approaches, including support to overcome difficulties and promote development. In particular, it is necessary to pay attention to researching and proposing the issuance of policies to create development momentum, increase the value of agricultural goods, small-scale industry, and craft villages, such as strong enough policies to accumulate land to create large-scale production; or policies to support enterprises to invest in machinery, equipment, and technology to increase product value...

Examining the draft resolution approving the list of projects requiring land recovery in the province, the Economic - Budget Committee of the Provincial People's Council agreed to include in the program and content to be presented at the 33rd session of the Provincial People's Council a total of 7 projects, with a total recovery area of more than 225 hectares, in 4 communes: Bach Ha, Tan Chau, Cat Ngan, An Chau.
