Nghe An: Outstanding results after 5 years of implementing Resolution 26 of the Politburo
(Baonghean.vn) - On July 30, 2013, the Politburo (11th tenure) issued Resolution 26-NQ/TW on the direction and tasks for the development of Nghe An province until 2020. After 5 years of implementing the Resolution, the Party Committee and people of Nghe An have strived to achieve many important and comprehensive results in all fields.
1- Rapid and sustainable economic development associated with growth model innovation
The total product in the province (GRDP) in 2018 was 115.67 trillion, ranking 10th out of 63 provinces and centrally run cities; the average increase in the period 2014 - 2018 was 8.0%/year. Budget revenue increased steadily every year, in 2018 it reached 14,052 billion VND, an increase of 1.74 times compared to 2013. GRDP per capita in 2018 reached 38 million VND, an increase of 1.57 times compared to 2013. The economic structure shifted in the right direction. The proportion of industry, construction and services increased from 74.97% to 79.50%; agriculture, forestry and fishery decreased from 25.03% to 20.50% compared to 2013. Some key products had increased output and affirmed their position in the market.

Nghe An's Provincial Competitiveness Index (PCI) in 2017 led the North Central provinces, ranking 21st nationwide, up 25 places compared to 2013. Attracting domestic and foreign investment achieved many positive results. In the period of 2014 - 2018, it attracted 690 projects with a total registered capital of 142,987 billion VND.

Vinh City has developed quite comprehensively. The fields of education and training, health care, information and communication, trade and tourism have gradually been shaped into the center of the region. The fields of finance, science and technology, information technology, high-tech industry, culture and sports continue to change positively.
The key economic zones in the North and South of the province have developed quite rapidly and in the right direction. Many important infrastructure projects have been gradually completed on the basis of concentrating budget resources and investment calling policies, creating conditions to exploit potentials and advantages.

The agricultural sector has been restructured towards increasing added value and sustainable development; gradually shifting from small-scale production to large-scale commodity production, applying science and technology, linking production and processing with the market. The Western Nghe An region has been focused on investment, exploitation and development. The economic growth rate in the period 2014 - 2018 of the Western Nghe An region averaged 8.4%.
The new rural construction program has achieved many positive results. The mobilization of resources to implement the program has achieved good results (the total capital for the period 2013 - 2018 reached over 27,773 billion VND. By the end of 2018, the whole province had 218 communes (50.58%) recognized as meeting new rural standards...
2- Planning work is proactively and qualitatively implemented.

Nghe An has completed all levels of planning. The quality of planning has been improved, ensuring compliance with national standards.
In particular, the focus is on: adjusting the overall development plan of Nghe An province to 2020; adjusting the general planning of Vinh city, Nghe An province to 2030, vision to 2050. Infrastructure systems of roads, airports, seaports, irrigation, electricity, information and communication, water supply and drainage, urban infrastructure, trade... have been invested in and upgraded step by step to synchronously serve the requirements of socio-economic development.
3- Well implement the mobilization of resources for the development of education - training, science - technology, health, culture, sports, and ensure social security.
Education and training continue to be innovated, with many positive changes; the quality of general education is constantly improved; the achievements in national, regional and international excellent student competitions are maintained in the top of the country. Mobilizing resources effectively, gradually consolidating and modernizing school facilities, contributing to the construction of national standard schools, to date there have been 1,065 schools meeting the standards (accounting for 70.11%). The vocational training system continues to develop. Research activities, application of science and technology and building a team of intellectuals are focused.The contribution of total factor productivity (TFP) to the province's economic growth reached 30%.

The medical examination and treatment network has been consolidated, expanded and developed. The quality of medical examination and treatment and people's health care has been significantly improved. The implementation of financial autonomy has initially shown effectiveness. Non-public health care has developed rapidly, ranking first in the country in terms of socialized investment. The rate of communes completing the national health criteria in 2018 reached 89%.
Key historical and cultural relics have been restored and embellished with state budget funds, with good results such as: Special National Monument of President Ho Chi Minh Memorial Site, Memorial Site of late General Secretary Le Hong Phong, etc. Many typical historical and cultural relics have been invested with socialized funds. Nghe Tinh Vi and Giam folk songs continue to be preserved and promoted.

The mass physical education and sports movement has developed strongly and widely. High-performance sports continue to receive investment and initially achieved good results.
On average, new jobs are created for more than 37,000 people each year. The average annual poverty reduction rate meets the set target, by the end of 2018 the poverty rate has decreased to 5.54%. Attention is paid to implementing social security policies well.
4 - National defense and security are consolidated and enhanced; complex and prolonged hot spots are not allowed to occur.

Focus has been placed on building a solid defense zone and building a national defense posture closely combined with a people's security posture. The work of building a secure, self-governing base and being ready for combat has seen many positive changes. Border and island security has been firmly secured. Many complicated security and order incidents have been effectively handled, preventing them from spreading and forming hot spots.
5- The province's foreign affairs and international cooperation activities develop comprehensively in both breadth and depth.

The special solidarity and friendship with the provinces of Laos is maintained and promoted. Continue to build and expand cooperative relations with a number of localities at home and abroad. The work of Nghe An people abroad is given attention and care. Annually, the province's remittances reach about 400 million USD.
6- Party building and political system work are focused on, achieving many positive results.
The grassroots political system, especially in special areas, is constantly being strengthened and its quality improved. The organization and apparatus of the political system are being arranged and improved towards streamlining, effectiveness and efficiency. The study and following of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with the implementation of Resolution 4 of the Central Committee (term XI, XII), has been seriously and synchronously led and directed by Party committees at all levels, initially creating positive effects in society.
The quality of activities of the Fatherland Front, political and social organizations at the grassroots level, and the rate of union members and association members have been improved; they have performed well the functions of supervision and social criticism, and have actively contributed to the implementation of the province's political tasks.
