(Baonghean) -Continuing the working program in Nghe An, this morning, September 7, comrade Truong Tan Sang - Politburo member, President of the Socialist Republic of Vietnam and the Central Working Delegation had a working session with the leaders of Nghe An province. Receiving and working with the President were comrades: Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the People's Council, People's Committee, Provincial Fatherland Front Committee and leaders of provincial departments, branches and sectors.

At the meeting, on behalf of the provincial leaders, Chairman of the Provincial People's Committee Ho Duc Phoc reported on the implementation of the Resolution of the 11th National Party Congress; the socio-economic development in the first 8 months of 2011, tasks and solutions in the coming time as well as proposed and recommended a number of issues to the central government. Nghe An province has focused on studying and thoroughly grasping the Resolution of the 11th National Party Congress in conjunction with developing a Resolution of the Party Executive Committee on the Action Program to implement the Resolution of the 11th National Party Congress. Proactively reviewing and rearranging the planning, at the same time clearly identifying the province's major key programs to focus on directing the concretization of the Resolution of the 11th National Party Congress.

Chairman of the Provincial People's Committee Ho Duc Phoc reported on the socio-economic development situation of Nghe An province.
Regarding the implementation of the socio-economic development plan in the first 8 months of 2011, Nghe An has made great efforts to achieve some important results: Growth rate reached 11.6%. Industrial production index increased by 30.78% compared to the same period; Total mobilized capital reached 16,000 billion VND, up 17% compared to the same period. Nghe An has granted investment certificates to 61 projects with total registered investment capital of more than 15,449 billion VND. Budget revenue reached over 2,462 billion VND, equal to 79.4% of the estimate assigned by the Provincial People's Council. Cultural and social fields continued to have positive changes. In particular, results in the field of education continued to affirm Nghe An's position nationwide in terms of comprehensive achievements and excellent national and international students, and university entrance exam results. Job creation and social security continued to receive attention and were effective. Administrative reform continued to be directed; national defense and security were maintained. Provincial leaders and provincial departments and branches also frankly proposed to the President a number of issues in the province and the whole country.

Concluding the meeting, President Truong Tan Sang said: In difficult conditions due to the impact of the world and domestic economic situation, the results achieved by Nghe An in the first 8 months of the year are very commendable. Hopefully, with this momentum, Nghe An will continue to overcome weaknesses, promote the achieved results to complete the goals, targets and tasks for the next 5 years. The President affirmed that the development process cannot avoid limitations and shortcomings, the important thing is to recognize those shortcomings and limitations to focus on overcoming and resolving; any problems that are too difficult, beyond the province's scope, should be proposed to the Central Government for resolution. The President suggested that Nghe An province should study and calculate to find a way within the locality's capacity to contribute to stabilizing the country's macro-economy such as reducing trade deficit, reducing budget deficit, gradually stabilizing the economy. Nghe An is a province with a relatively large mountainous area, so the province needs to have specific policies to develop and improve the quality of the Western region, first of all, applying and integrating programs to prioritize the development of transport infrastructure in this area, especially in localities that are still facing many difficulties; having its own solutions to develop human resources; bringing industry to mountainous areas, creating even development for reasonable population distribution. The province needs to promote its strengths and be proactive in focusing on building new rural areas; having policies to encourage businesses to enter rural areas, agriculture, and farmers. Focus on developing the marine economy, contributing to economic growth, improving the lives of fishermen in coastal areas, ensuring safe operations in the country's waters. Pay attention to State management of mineral exploitation, free migration, and illegal proselytizing. Strengthen cooperative relations with neighboring provinces that have borders with Vietnam in the spirit of cooperation, friendship, and development. Focus on ensuring security, social order and safety for development.
Regarding the province's recommendations and proposals, President Truong Tan Sang promised to work with central ministries and branches to resolve and help Nghe An develop rapidly, achieving the goal of becoming a fairly prosperous province in the Northern region by 2015 as Uncle Ho always wished.
