(Baonghean.vn) - Regarding specific targets, by 2025, the percentage of the working-age labor force participating in social insurance will reach 26-27%; the percentage of the population participating in health insurance will reach 95%. By 2030, the percentage of the working-age labor force participating in social insurance will reach 37%; the percentage of the population participating in health insurance will reach over 95%.

On March 7, 2022, the Standing Committee of the Provincial Party Committee issued Plan No. 81-KH/TU on implementing the targets of the Resolution of the 13th National Congress of the Party and the Resolution of the 19th Provincial Party Congress on the coverage rate of social insurance and health insurance in Nghe An province by 2025, with a vision to 2030.

The plan sets out the overall goal of: Creating innovation in the leadership and guidance of Party committees and government authorities, and mobilizing the entire political system to rapidly increase participation coverage.Social Insurance, Health InsuranceStriving to implement social insurance for all working-age people and universal health insurance. Regarding specific targets, by 2025, the percentage of the working-age labor force participating in social insurance will reach 26-27%; the percentage of the population participating in health insurance will reach 95%. By 2030, the percentage of the working-age labor force participating in social insurance will reach 37%; the percentage of the population participating in health insurance will exceed 95%.

The plan outlines five key tasks and solutions. Firstly, it emphasizes innovation, raising awareness, and strengthening the Party's leadership and the political system's involvement in implementing policies and expanding the number of participants in social insurance and health insurance. This aims to ensure that all cadres, Party members, and citizens understand the humane and superior nature of the Party and State's social insurance and health insurance policies; and the rights and obligations of individuals, businesses, and society as a whole when participating in social insurance and health insurance. Secondly, it strengthens the leadership role of Party committees and the management of governments at all levels in implementing social insurance and health insurance policies. The goal of social insurance and health insurance coverage should be incorporated into resolutions of Party committees and organizations at all levels, as well as into local socio-economic development programs and plans. Finally, it mandates strict inspection and supervision by Party committees regarding the implementation of social insurance and health insurance objectives.

Secondly, innovate the methods and content of information dissemination and propaganda work to promote the Party's guidelines and the State's policies and laws on social insurance and health insurance. Strive to ensure that annually, 100% of neighborhoods, villages, hamlets, enterprises, and workers' collective housing areas in the locality have access to information on social insurance and health insurance policies through appropriate forms. Innovate the content, form, and methods of propaganda to focus on key issues, diversify, make it easy to understand, and make it accessible; suitable to the nature and characteristics of each region, locality, and target group. Simultaneously utilize modern media based on digital technology and direct propaganda and mobilization methods to contribute to raising awareness, building trust, and increasing the rate of people participating in social insurance and health insurance.

Thirdly, improve the efficiency of management and administration at all levels of government, and the coordination among state management agencies in implementing social insurance and health insurance policies. Include targets for the development of social insurance and health insurance participants in the resolutions of People's Councils at all levels. Assign specific targets for coverage rates and the development of social insurance and health insurance participants to each locality and unit. Strengthen coordination among relevant sectors and units, especially between social insurance agencies at all levels and state management agencies such as the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health, the Ministry of Education and Training, and the Tax Department. Effectively implement mechanisms to encourage business development and maintain business operations, ensuring labor, employment, and income policies.

Fourth, there should be mechanisms and policies to motivate the team directly involved in advocating for and supporting the implementation of social insurance and health insurance policies. Social resources should be mobilized to support social insurance and health insurance contributions, increasing coverage. Priority should be given to investing state and social resources to improve the quality of healthcare services and medical examinations and treatments from the grassroots level.

Fifth, enhance governance capacity and the effectiveness of administrative reform, applying information technology in the implementation of social insurance policies. Continue to decentralize social insurance to district-level agencies to handle administrative procedures, creating favorable conditions for units and individuals participating in and benefiting from social insurance, health insurance, and unemployment insurance policies. Ensure full, timely, and accurate payment of benefits to beneficiaries, guaranteeing the effective implementation of social security policies. Continue to deploy information technology applications and promote the application of Vss-ID in the social insurance sector. Complete the connection of social insurance data with related database systems to effectively implement social insurance policies.

In this Plan, the Standing Committee of the Provincial Party Committee assigns responsibilities to agencies, units, and localities. Specifically, the Party Group of the Provincial People's Council, the Party Committee of the Provincial People's Committee, the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Mass Mobilization Department, the Provincial Fatherland Front Committee, and provincial-level political and social organizations are tasked with effectively disseminating, disseminating, and institutionalizing the Plan's contents into mechanisms and policies, and implementing them in accordance with the province's situation.

In addition, the Standing Committee of the Provincial Party Committee requested that districts, cities, and towns that do not yet have targets for social insurance and health insurance in their Resolution of the Party Congress for the 2020-2025 term seriously supplement these targets. At the same time, they should assign targets for the development of social insurance and health insurance participants to localities; mobilize the combined strength of the entire political system and society in implementing social insurance and health insurance policies; and strengthen leadership, direction, inspection, and supervision to ensure that the targets are achieved according to the set plan.
