Nghe An: By 2025, strive to have the rate of social insurance participation reach 26-27%, health insurance reach 95%

On March 7, 2022, the Provincial Party Standing Committee issued Plan No. 81-KH/TU on implementing the targets of the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress on the coverage rate of social insurance and health insurance in Nghe An province by 2025, with a vision to 2030.

The plan sets out the general goal of: Creating innovation in the leadership and direction of Party committees and authorities and the participation of the political system to rapidly increase the coverage of participants.Social insurance, health insurance; Strive to implement social insurance for all workers of working age and universal health insurance. Regarding specific targets, by 2025, the proportion of the working-age workforce participating in social insurance will reach 26-27%; the proportion of the population participating in health insurance will reach 95%. By 2030, the proportion of the working-age workforce participating in social insurance will reach 37%; the proportion of the population participating in health insurance will reach over 95%.

The plan sets out five tasks, solutions, and focuses. First, to innovate, raise awareness, and strengthen the Party's leadership and the political system's participation in policy implementation and develop the subjects participating in social insurance and health insurance. This will help all cadres, party members, and citizens understand the humanity and superiority of the Party and State's social insurance and health insurance policies; the rights and obligations of each individual, enterprise, and the whole society when participating in social insurance and health insurance. Strengthen the leadership role of Party committees and the management of authorities at all levels in implementing social insurance and health insurance policies. Include the goal of social insurance and health insurance coverage in resolutions of Party committees and Party organizations at all levels and local socio-economic development programs and plans. Strictly implement the inspection and supervision of Party committees on the implementation of social insurance and health insurance goals.

Second, innovate methods and content of information and propaganda work, disseminate the Party's policies and the State's laws on social insurance and health insurance. Strive to have 100% of blocks, streets, villages, hamlets, enterprises, workers' collective areas... in the area have access to information on social insurance and health insurance policies in appropriate forms every year. Innovate the content, form and methods of propaganda in the right direction, key points, diverse, easy to understand, easy to access; suitable to the nature and characteristics of each region, each locality, each object. Simultaneously use modern media based on digital technology platforms and direct propaganda and mobilization forms, contributing to raising awareness, creating trust and increasing the rate of people participating in social insurance and health insurance.

Third, improve the management and operation efficiency of authorities at all levels, and the coordination between state management agencies in implementing social insurance and health insurance policies. Include the target of developing social insurance and health insurance participants in the resolutions of People's Councils at all levels. Assign specific targets on coverage rates and development of social insurance and health insurance participants to each locality and unit. Strengthen coordination between relevant sectors and units, especially between Social Insurance at all levels and state management agencies such as the Department of Labor - Invalids and Social Affairs, Health, Education and Training, Tax, etc. Implement well the mechanism to encourage business development and maintain business operations, ensure labor, employment, and income policies, etc.

Fourth, there are mechanisms and policies to motivate the team directly involved in promoting and supporting the implementation of social insurance and health insurance policies. Mobilize social resources to support social insurance and health insurance contributions, increasing the coverage of participants. Prioritize investment of state and social resources to improve the quality of medical services and medical examination and treatment at the grassroots level.

Fifth, improve management capacity, administrative reform efficiency, and apply information technology in organizing the implementation of social insurance policies. Continue to decentralize social insurance to districts to handle administrative procedures to facilitate units and individuals to participate in and benefit from social insurance, health insurance, and unemployment insurance policies. Organize full, timely, and correct payment to beneficiaries, ensuring good implementation of social security policies. Continue to deploy information technology applications, promote the application of Vss-ID in the social insurance sector. Complete the connection of social insurance data with related database systems to effectively implement social insurance policies.

In this Plan, the Provincial Party Standing Committee assigns responsibilities to agencies, units and localities. Specifically, the Provincial People's Council Party Delegation, the Provincial People's Committee Party Committee, the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Mass Mobilization Department, the Provincial Fatherland Front Committee and provincial-level socio-political organizations effectively carry out propaganda, dissemination, institutionalization into mechanisms and policies, and implement the contents of the Plan in accordance with the province's situation.

Along with that, the Provincial Party Standing Committee requested that districts, cities and towns that do not have targets on social insurance and health insurance in the Resolution of the Congress for the 2020-2025 term need to seriously supplement implementation targets. At the same time, assign targets for developing social insurance and health insurance participants to localities; mobilize the combined strength of the entire political system and society in implementing social insurance and health insurance policies; strengthen leadership, direction, inspection and supervision of implementation to ensure the achievement of targets according to the set roadmap.
