Vice Chairman of the Provincial People's Committee Bui Dinh Long emphasized that breakthroughs in thinking innovation, strong political determination, decisive leadership and direction, and the creation of new momentum and enthusiasm throughout society are crucial for the development of science, technology, innovation, and digital transformation.
On the morning of March 4th, the Standing Committee of the Nghe An Provincial Party Committee held a combined in-person and online conference to disseminate the resolutions and conclusions of the Central Committee and the action program of the Provincial Party Committee.
The conference was connected from the provincial level to 143 district-level locations and 375 commune-level locations, with 13,527 delegates in attendance.

Nghe An strives to be among the top 25 provinces and cities with the best digital transformation index.
At the conference, on behalf of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee - briefed on the Action Program of the Provincial Party Committee to implement Resolution No. 57-NQ/TW, dated December 24, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW, affirming the viewpoint that: Developing science, technology, innovation, and national digital transformation is a top priority breakthrough, the main driving force for the rapid development of modern productive forces, perfecting production relations, reforming national governance methods, developing socio-economic aspects, preventing the risk of backwardness, and enabling the country to achieve breakthrough development and prosperity in the new era.
On January 9, 2025, the Government issued Resolution No. 03/NQ-CP to implement the Action Program for Resolution No. 57-NQ/TW. On February 20, 2025, the Standing Committee of the Provincial Party Committee issued Plan No. 305-KH/TU to disseminate, publicize, and implement Resolution No. 57-NQ/TW.

Clearly outlining the objectives in the action plan, Vice Chairman of the Provincial People's Committee Bui Dinh Long stated that by 2030, the potential and level of science, technology, and innovation will reach an advanced level in many important fields; science, technology, and innovation will develop steadily and truly become the driving force for the province's economic growth.
The technological level and innovation capabilities of businesses are above the national average. The Innovation Index (PII) is among the top 20 nationwide. The contribution of total factor productivity (TFP) to economic growth is above 55%.
The proportion of high-tech industrial products in processing and manufacturing industries reaches at least 45%. The digital economy accounts for approximately 20% of the province's GRDP. The rate of online public service usage by citizens and businesses reaches over 80%; cashless transactions reach 80%.
The number of businesses meeting the criteria for science and technology enterprises and innovative startups has tripled compared to 2020. The percentage of businesses with innovative activities has reached over 40% of the total number of businesses.

Science, technology, and innovation play a crucial role in building and developing cultural, social, and human values, contributing to maintaining the Human Development Index (HDI) above 0.7. Ensuring that the proportion of state budget expenditure on science, technology, innovation, and digital transformation meets the allocation from the central government and the practical conditions of the province, while ensuring efficiency and compliance with regulations.
Public science and technology organizations will be restructured to ensure effective and efficient operation, closely linking research, application, training, and innovation. The workforce in science, technology, and innovation will reach 12 people per 10,000 inhabitants.
The number of patent applications and patent protection certificates is increasing by an average of 16-18% per year, with a commercial exploitation rate of 8-10%. The digital technology infrastructure is advanced, modern, and synchronized, on par with other provinces nationwide.
Nghe An is among the top 25 provinces and cities nationwide with the best digital transformation index. A synchronized system of digital databases and services has been established at all levels and connected to the central government; transactions between Party and government agencies, the Fatherland Front, political and social organizations, and between the government and citizens and businesses are primarily conducted on digital technology platforms.

100% of job applications at the provincial, district, and commune levels are processed online (98% at the provincial level / 98% at the district level / 97% at the commune level).
Vision to 2045: Science, technology, innovation, and digital transformation will develop steadily, contributing to the comprehensive, civilized, and modern development of the province; economic growth will be based on science and technology, innovation, and digital transformation.

Urgently issue mechanisms and policies to promote the development of science, technology, innovation, and digital transformation. Eliminate all ideas, concepts, and barriers that hinder development. Increase investment and improve infrastructure for science, technology, innovation, and digital transformation.
Develop and utilize high-quality human resources and talents to meet the requirements of scientific and technological development, innovation, and digital transformation. Promote digital transformation and the application of science, technology, and innovation in the operations of agencies within the political system; improve governance efficiency and the effectiveness of state management in all fields, ensuring national defense and security.
Strongly promote scientific and technological activities, innovation, and digital transformation in enterprises. Strengthen the support of ministries, sectors, localities, and international organizations in the development of science, technology, innovation, and digital transformation.
To ensure the systematic, synchronized, and effective implementation of the Action Program, on February 18, 2025, the Provincial Party Secretary directed the establishment of the Provincial Steering Committee on the development of science, technology, innovation, digital transformation, and administrative reform.

On February 20, 2025, the Standing Committee of the Provincial Party Committee issued Plan No. 305-KH/TU to disseminate, publicize, and implement the Action Program of the Provincial Party Committee in accordance with Resolution No. 57-NQ/TW and the directives of the Central Committee.
The Provincial Party Committee and the Provincial People's Committee have directed the Provincial People's Committee to develop a plan for implementing the Action Program. Currently, the Provincial People's Committee is finalizing the draft Plan for implementing the Action Program with 18 targets, 7 groups of tasks and solutions, and 39 specific tasks, projects, programs, and projects. The plan clearly assigns responsibilities to agencies and units, emphasizing the responsibility of the heads of organizations, agencies, and units, as well as each individual involved.
Party committees, government agencies, and mass organizations at all levels shall implement Resolution No. 57-NQ/TW and the Action Program of the Provincial Party Committee. At the same time, they shall develop specific and practical programs and plans to effectively implement the resolution in accordance with the requirements and tasks of each locality and unit.
