Nghe An strives for digital economy to account for 20% of GRDP by 2030

On the morning of March 4, the Standing Committee of Nghe An Provincial Party Committee held a conference in person and online to disseminate the resolutions and conclusions of the Central Committee and the action program of the Provincial Party Committee.

The conference was connected from the provincial bridge to 143 district-level bridges and 375 commune-level bridges, with 13,527 delegates attending.

At the conference, on behalf of the Standing Committee of the Provincial Party Committee, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee, thoroughly grasped the Action Program of the Provincial Party Executive Committee to implement Resolution No. 57-NQ/TW, dated December 24, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW affirming the viewpoint: Developing science, technology, innovation and national digital transformation is a top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

On January 9, 2025, the Government issued Resolution No. 03/NQ-CP to implement the Action Program to implement Resolution No. 57-NQ/TW. On February 20, 2025, the Provincial Party Standing Committee issued Plan No. 305-KH/TU to disseminate, propagate and implement Resolution No. 57-NQ/TW.

Stating the goals in the action program, Vice Chairman of the Provincial People's Committee Bui Dinh Long said that by 2030, the potential and level of science, technology and innovation will reach advanced levels in many important fields; science, technology and innovation will develop steadily, truly becoming the driving force for economic growth of the province.

The level, technological capacity and innovation of enterprises are above the national average. The PII innovation index is in the top 20 of the country. The contribution of total factor productivity (TFP) to economic growth is over 55%.

The proportion of high-tech industrial product value in processing and manufacturing sectors reaches at least 45%. The scale of the digital economy accounts for about 20% of the province's GRDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%.

The number of enterprises meeting the criteria of science and technology enterprises and innovative startups increased 3 times compared to 2020. The rate of enterprises with innovation activities reached over 40% of the total number of enterprises.

Science, technology and innovation play an important role in building and developing cultural, social and human values, contributing to the Human Development Index (HDI) remaining above 0.7. Ensure that the proportion of state budget expenditure for science, technology, innovation and digital transformation reaches the level according to the central budget allocation and the practical conditions of the province, ensuring efficiency and compliance with regulations.

Public science and technology organizations are reorganized to ensure effective and efficient operations, closely linking research - application - training - innovation. Human resources for science, technology research and innovation reach 12 people per 10,000 people.

The number of patent applications and patent protection certificates increases by an average of 16-18% per year, the commercial exploitation rate reaches 8-10%. The digital technology infrastructure is advanced, modern, and synchronized on par with other provinces in the country.

Nghe An is among the 25 provinces and cities with the best digital transformation index in the country. Forming a system of databases and digital services synchronized at all levels and connected to the Central Government; transactions between Party agencies, the government, the Vietnam Fatherland Front, socio-political organizations and between the government and people and businesses are basically carried out on digital technology platforms.

100% of work records at provincial, district and commune levels are processed online (98% provincial level / 98% district level / 97% commune level).

Vision to 2045: Science, technology, innovation and digital transformation develop steadily, contributing to the province's comprehensive, civilized and modern development; economic growth based on the foundation of science, technology, innovation and digital transformation.

Nghe An becomes the science and technology center of the North Central region with a modern and synchronous technical infrastructure and equipment system.

Create new momentum, new spirit in the whole society

Emphasizing the main tasks and solutions, Vice Chairman of the Provincial People's Committee Bui Dinh Long said that there should be a breakthrough in innovation of thinking, determination of strong political determination, resolute leadership and direction, creating new momentum and new spirit in the whole society in developing science, technology, innovation and digital transformation.

Urgently issue mechanisms and policies to promote the development of science, technology, innovation and digital transformation. Eliminate all ideas, concepts and barriers that are hindering development. Increase investment and improve infrastructure for science, technology, innovation and digital transformation.

Develop and make use of high-quality human resources and talents to meet the requirements of science, technology, innovation and digital transformation. Promote digital transformation, application of science, technology and innovation in the activities of agencies in the political system; improve governance efficiency and effectiveness of state management in all fields, ensuring national defense and security.

Strongly promote science, technology, innovation and digital transformation activities in enterprises. Strengthen the support of ministries, branches, localities and international organizations in the development of science, technology, innovation and digital transformation.

In order to implement the Action Program systematically, synchronously and achieve positive results, on February 18, 2025, the Provincial Party Secretary directed the establishment of the Provincial Steering Committee on science and technology development, innovation, digital transformation and administrative reform.

On February 20, 2025, the Provincial Party Standing Committee issued Plan No. 305-KH/TU to disseminate, propagate and implement the Action Program of the Provincial Party Executive Committee in the spirit of Resolution No. 57-NQ/TW and the Central Committee's directions.

The Provincial Party Committee directed the Provincial People's Committee to develop a plan to implement the Action Program. The Provincial People's Committee is currently finalizing the draft Action Program implementation plan with 18 targets, 7 groups of tasks and solutions with 39 specific tasks, projects, programs and projects. The plan clearly assigns agencies and units, emphasizing the responsibility of the heads of organizations, agencies, units and each individual involved.

Party committees, authorities and organizations at all levels organize the implementation of Resolution No. 57-NQ/TW and the Action Program of the Provincial Party Executive Committee. At the same time, develop specific and practical programs and plans for effective implementation in accordance with the requirements and tasks of each locality and unit.
