Nghe An: Violations of more than 30 billion VND discovered after inspection
(Baonghean.vn) - Through inspection, Nghe An province discovered a total value of violations of more than 30 billion VND; of which it proposed to recover nearly 20.1 billion VND and handle other violations of nearly 10 billion VND.
The report on anti-corruption work in the first 6 months of 2021 by the People's Committee of Nghe An province shows that the Party Committees and authorities at all levels of Nghe An province have paid attention to leadership, direction, and serious implementation, gradually pushing back corruption. Corruption prevention measures have been implemented synchronously.
Implementing the Law on Anti-Corruption in 2018, 2,227 agencies, organizations and units in the province have organized the declaration of assets and income with 19,731 people (reaching a rate of 99.9%). 100% of units have organized the public disclosure of asset declarations.
During the period, no leaders were held responsible for corruption in the agencies, organizations, and units under their management and responsibility. At the same time, no violations in giving, receiving, and returning gifts were detected. No corruption or waste was detected through self-inspection and internal inspection of agencies, organizations, and units.
Through the inspection, Nghe An discovered a total value of violations of more than 30 billion VND; of which it proposed to recover nearly 20.1 billion VND and handle other cases of nearly 10 billion VND; discovered violations and proposed to recover 327 square meters of land.
The entire Inspectorate has conducted 111 administrative inspections at 237 units and has so far issued conclusions on 61 of them. Through administrative inspections, 64/237 units were found to have violated the law with a total amount of over 25.7 billion VND and 327 square meters of land. Through inspections, it has also recommended administrative sanctions against 27 organizations and 55 individuals who violated the law.
The inspector also discovered a case with signs of crime of violating State regulations on accounting causing serious consequences and embezzlement of assets at Nghia My Agricultural and Service Cooperative (Thai Hoa Town). The case has been transferred to the Investigation Agency of Thai Hoa Town Police for investigation according to its authority.
Inspectors of departments and branches in the province have conducted 250 specialized inspections and checks on 2,700 organizations and individuals. Through specialized inspections, 1,033 organizations and individuals were found to have violated the law; with the amount of fines for violations being 4,148 million VND, the amount of money for handling violated assets (confiscated in cash) being 183 million VND.

During the period, the investigation agencies at all levels in the province investigated 4 cases/12 defendants for corruption crimes, the People's Courts at all levels investigated 2 cases/7 defendants. Through the investigation, prosecution and trial of corruption cases, it was discovered that the damage was more than 2,955 billion VND and 10,850 m2 of land; of which 1,898/2,955 billion VND was recovered (reaching a rate of 64.2%).
The Provincial People's Committee assessed that the work of detecting corruption through the settlement of complaints, denunciations, and internal self-inspection has been strengthened, but no cases with signs of corruption have been detected and transferred to the investigation agency.
The subjective cause is that the heads of some agencies and units have not been resolute in directing and organizing the implementation of anti-corruption work. Agencies and units have not developed specific plans for internal self-inspection of anti-corruption work. A small number of officials and civil servants lack training and education, take advantage of loopholes in management, mechanisms, policies, and take advantage of assigned tasks to harass and profit./.
