Nghe An: Developing social insurance participants in the period 2019-2020
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan No. 30/KH-UBND dated January 22, 2019 to implement Resolution No. 102/NQ-CP dated August 3, 2019 of the Government on assigning targets for developing social insurance participants in the 2019-2020 period in Nghe An province.
The Plan clearly states the objectives and targets for developing social insurance and unemployment insurance participants, key solutions and specifies the roles and responsibilities of all levels and sectors in implementing the Plan. Specifically:
1. About specific goals:For compulsory social insurance and unemployment insurance: The total number of employees in the province participating must account for at least 90% of the eligible participants by the end of 2019 and at least 95% by the end of 2020.
- For voluntary social insurance: The rate of increase in participants year after year compared to the previous year is at least 30% - 50% compared to the previous year.

3.2. Strengthen inspection and examination, especially specialized inspection on social insurance payment; focus on inspecting and examining enterprises showing signs of evading payment, not paying enough for employees subject to compulsory social insurance and unemployment insurance; enterprises with delayed payment, long-term social insurance and unemployment insurance arrears; strictly handle cases of intentional violation of social insurance and unemployment insurance policies and laws.
3.3. Focus on urging and requiring employees and employers to strictly implement their responsibilities to participate in compulsory social insurance and unemployment insurance; paying attention to a number of groups of employees working in business households, cooperatives, small enterprises, cooperatives; employees working abroad under contracts as prescribed in the Law on Vietnamese employees working abroad under contracts.

3.5. Strengthen the dissemination and popularization of social insurance and unemployment insurance policies and laws, encourage enterprises to implement policies for employees, especially focusing on the dissemination of voluntary social insurance policies with partial support from the state, new regulations on social insurance contributions, regulations on sanctions applied to crimes related to social insurance according to the Penal Code (amended) effective from January 1, 2018.
3.6. Develop and expand the network of collection agents, ensuring that each village, hamlet, and hamlet has at least one collection point. Regularly organize training, equip knowledge, foster skills, methods of propaganda, mobilization, and consultation on voluntary social insurance policies and laws for the collection agent team. Invest in facilities and equipment for the social insurance collection agent system.
3.7. Call on agencies, organizations and individuals to support social insurance contributions for voluntary social insurance participants; mobilize social resources and local budgets to support social insurance contributions for farmers, the poor, low-income earners and informal sector workers to expand social insurance coverage.
3.8. Organize evaluation, conduct interim and final reviews, and periodic evaluations during the process of developing social insurance and unemployment insurance participants to promptly draw experience, adjust, and supplement implementation solutions.

4. Regarding implementation: To achieve the above goals and targets, the Provincial People's Committee requests departments, branches; socio-political organizations; People's Committees of districts, cities and towns, based on their functions and tasks, to deploy solutions to effectively implement the following contents:
4.1. Department of Labor, War Invalids and Social Affairs:
- Coordinate with the People's Committees of districts, cities and towns: Guide and urge enterprises in the area to strictly implement the reporting and declaration of labor use in accordance with the provisions of Decree No. 03/2014/ND-CP dated January 16, 2014 of the Government detailing a number of articles of the Labor Code on employment and Circular No. 23/2014/TT-BLDTBXH dated August 29, 2014 of the Ministry of Labor - Invalids and Social Affairs guiding the implementation of a number of articles of Decree No. 03/2014/ND-CP dated January 16, 2014 of the Government; Notify the situation of labor fluctuations according to the provisions of Article 32 of Decree No. 28/2015/ND-CP dated March 12, 2015 of the Government detailing the implementation of a number of articles of the Law on Employment on unemployment insurance and Article 16 of Circular 28/2015/TT-BLDTBXH dated July 31, 2015 of the Ministry of Labor - Invalids and Social Affairs guiding the implementation of Article 52 of the Law on Employment and a number of articles of Decree No. 28/2015/ND-CP dated March 12, 2015 of the Government detailing the implementation of a number of articles of the Law on Employment on unemployment insurance.
- Propaganda, coordination with the provincial Social Insurance agency and related agencies: Organize propaganda, dissemination of social insurance policies and laws, focus on propaganda solutions, mobilization, policy dialogue with employees and employers; strengthen inspection and examination of social insurance and unemployment insurance, focusing on inspection, examination and strict handling of units and enterprises that intentionally do not pay, do not pay all employees required to participate, have long-term social insurance and unemployment insurance debts.
- Annually, coordinate with the provincial Social Insurance agency, People's Committees of districts, cities and towns to synthesize the implementation of the targets for developing social insurance and unemployment insurance participants of localities and problems arising during the implementation process to report to the provincial People's Committee and the Ministry of Labor, War Invalids and Social Affairs.

- Take the lead in coordinating with relevant departments, branches, localities and agencies to develop content and organize propaganda on social insurance and unemployment insurance policies in a synchronous and effective manner. On that basis, develop social insurance participants to achieve the set targets.
- Preside and coordinate with the Department of Planning and Investment, the Provincial Tax Department, the Southeast Economic Zone Management Board and relevant agencies to determine the number of units and employees subject to compulsory social insurance and unemployment insurance. Coordinate with relevant units to urge and require units and enterprises to fully participate in social insurance and unemployment insurance for employees.
- Conduct specialized inspections on social insurance contributions, focusing on inspecting units and enterprises that are intentionally not paying, owing social insurance contributions, and not fully participating in the number of employees subject to compulsory social insurance and unemployment insurance.
- Coordinate in providing records of organizations and individuals with signs of violating the law on social insurance and unemployment insurance to competent authorities (Police, Department of Labor - Invalids and Social Affairs...) for investigation and handling according to regulations.
- Promote the application of information technology, modernize the social insurance management system, reform administrative procedures, simplify business processes to ensure the settlement of social insurance regimes fully, promptly, and in accordance with the law.
- Expand the network of voluntary social insurance collection agents, have solutions to encourage localities to mobilize and develop social insurance participants, especially voluntary social insurance.

4.3. Department of Planning and Investment:
- Coordinate and provide the provincial Social Insurance agency with information and data on newly registered enterprises to capture, monitor, exploit and expand the subjects participating in social insurance and unemployment insurance, while creating favorable conditions for enterprises to register labor according to regulations.
- Preside and coordinate with the provincial Social Insurance agency and the Department of Labor - Invalids and Social Affairs and related units to advise the Provincial People's Committee to submit to the Provincial People's Council the target of developing social insurance and unemployment insurance participants into the annual socio-economic development target of the province.
4.4. Provincial Tax Department
- Connect data information, automatically exchange information related to operating units and businesses, and the number of employees working at units and businesses in the province.
- Coordinate with the provincial Social Insurance agency to inspect and review the labor and salary fund of the enterprise, compare the labor and salary fund declared for tax settlement with the social insurance participation declaration of the enterprise.

4.6. Department of Information and Communications:Direct the effective implementation of propaganda work on the contents of Resolution No. 102/NQ-CP, legal documents, implementation instructions on social insurance and the benefits of participating in social insurance and unemployment insurance on newspapers, radio, and mass media to raise people's awareness of participating in social insurance and unemployment insurance, especially in remote areas and ethnic minority areas.
4.7. Nghe An Provincial Police:Actively coordinate closely with the provincial Social Insurance agency to promote professional activities to combat and prevent crimes and violations of the law in the field of social insurance and unemployment insurance.
4.8. Proposal to the Provincial Federation of Labor:Direct trade unions at all levels to strengthen the dissemination and popularization of social insurance and unemployment insurance policies and laws; mobilize employees to participate in social insurance and unemployment insurance according to their functions and authority; organize supervision of law enforcement at units and enterprises and make recommendations to competent authorities to handle violations of social insurance laws.
4.9.SuggestionVietnam Fatherland Front Committee of Nghe An provinceand member organizations, socio-political organizations, socio-professional organizations: Strengthen activities of monitoring and social criticism of the implementation of social insurance policies; coordinate propaganda and mobilize workers and people to participate in social insurance and unemployment insurance in the movement of the whole people uniting to build new rural areas and civilized urban areas.
4.10. People's Committees of districts, cities and towns:

- Based on the development targets for social insurance participants in the annual socio-economic development plan of the province, develop development targets for social insurance and unemployment insurance participants in the annual socio-economic development plan of the locality; submit to the People's Council of the same level for decision; organize the implementation of solutions to achieve the set development targets for social insurance participants.
- Direct local authorities to implement solutions to strictly manage the number of operating enterprises, the number of working employees and the number of employees subject to compulsory social insurance.
- Synchronously implement solutions to increase compliance in participating in compulsory social insurance and unemployment insurance, requiring businesses to fully participate in compulsory social insurance for employees.
- Develop a plan to implement, urge, direct and supervise the implementation of policies and laws on social insurance; especially to increase the mobilization of people to participate in voluntary social insurance;
- Annually summarize the implementation of the targets for developing social insurance and unemployment insurance participants in the area and problems arising during the implementation process, report to the Department of Labor - Invalids and Social Affairs to summarize and report to the Provincial People's Committee and the Ministry of Labor - Invalids and Social Affairs.
