Nghe An approves plan to develop system for storing and supplying gasoline, oil and gas
The Provincial People's Committee has just issued Decision No. 3142/QD-UBND approving the plan to develop the system of storing and supplying petroleum and gas in the province until 2030, with a vision to 2050.
Accordingly,period to 2030Nghe An continues to exploit 6 existing petroleum depots including: DKC petroleum depot in Nghi Thiet commune, Nghi Loc district of Thien Minh Duc Group Joint Stock Company with a scale of 111,070 m3, the wharf scale of 49,000 DWT and 10,000 DWT is classified as a main warehouse, bonded. Nghi Huong petroleum warehouse in Nghi Huong ward, Cua Lo town of Nghe An Petroleum Company, scale of 38,000 m3classified as a main warehouse. Ben Thuy petroleum warehouse in Hung Dung ward, Vinh city of Nghe An Petroleum Company, scale 19,000 m3classified as back-end warehouse.
Tan Xuan petroleum depot at block 2, Nghi Tan ward, Cua Lo town of Tan Xuan Company Limited, scale 1,420 m3classified as a back-end warehouse. Phuc Thai Tho petroleum warehouse in Phuc Tho commune, Nghi Loc district of Company 128 of the Navy - Ministry of National Defense, scale 2,000 m3classified as a back-end warehouse. Vinh airport warehouse in Nghi Lien commune, Vinh city belongs to the branch of Vietnam Aviation Fuel Company Limited in Nghe An, scale 1,150 m3classified airport warehouse.
Expanding DKC Petroleum Depot with total capacity after expansion of 296,070 m3; Expanding Nghi Huong Petroleum Depot with a total capacity of 43,000 m3.
Construct a new aviation fuel depot with an area of 210 m3to below 5,000 m3Specifically: Jet A1 fuel depot in Nghi Kim commune, Vinh city with an expected scale of 900 m3.
Post-2030 period:Continue to exploit 7 warehouses that have been invested in and built in accordance with regulations and operate effectively, ensuring safety with a total capacity of about 361,490 m3; of which, there are about 339,070 m3warehouse and about 22,420 m3downstream warehouse. Continue to invest and upgrade technological equipment to ensure fire prevention and fighting safety and environmental hygiene; invest in automation systems and apply information technology in exploitation management.
Expanding Nghi Huong Petroleum Depot with a total capacity of 48,200 m3. Expanding Ben Thuy Petroleum Depot with a scale of 20,000 m3. Expanding and upgrading Tan Xuan petroleum depot with a total scale of about 5,000 m3; Phuc Thai Tho petroleum depot with a total scale of 5,000 m3.
Build 3 downstream petroleum depots and arrange 1 transit ship with a scale of 210 m3to below 5,000 m3Specifically: Building a downstream petroleum depot in the districts of Con Cuong, Quy Hop, Quynh Luu. Arranging a transit ship in Dong Hoi Port area.
To achieve the set goals, the Provincial People's Committee has proposed solutions to attract investment capital; solutions on mechanisms and policies; investment in a synchronous infrastructure system to meet the requirements of developing a petroleum and gas storage system in the province. Land use solutions; promoting the development of science and technology, strengthening environmental protection and fire prevention and fighting; training and development of human resources.
The Provincial People's Committee assigns the Department of Industry and Trade to take full responsibility before the law, the Provincial People's Committee and relevant agencies for the contents, data reported and proposed in the plan, ensuring compliance with legal regulations. Preside over and coordinate with departments, branches, localities and relevant agencies to advise on the implementation of the above plan contents. Inform organizations and enterprises about the plan to develop the system of storing and supplying petroleum and gas in the province until 2030, with a vision to 2050, to attract economic sectors and organizations to participate in investment. Enterprises in the petroleum and gas sector coordinate with relevant departments, branches, sectors and agencies to focus resources on implementing the plan to develop the petroleum and gas storage system in the province until 2030, with a vision to 2050, promptly, effectively and in compliance with regulations. Strictly implement measures to protect the environment, prevent and combat natural disasters, respond to climate change, prevent and fight fires; research, apply, transfer technology, and digital transformation in the management and exploitation of petroleum and gas supply infrastructure. Focus on training technical and managerial staff in the petroleum and gas sector. Disseminate knowledge about safety, fire and explosion prevention and fighting, and environmental protection.
