Emphasizing that this is a revolution in organizational arrangement, Head of the Nghe An Provincial Party Committee's Organization Board Le Duc Cuong said that a revolution must involve sacrifice; requiring the entire political system to be unified in perception and action with high determination, great effort, and drastic action with the motto "running and lining up at the same time".

On the morning of March 4, the Standing Committee of Nghe An Provincial Party Committee held a conference in person and online to disseminate the resolutions and conclusions of the Central Committee and the action program of the Provincial Party Committee.

The conference was connected from the provincial bridge to 143 district-level bridges and 375 commune-level bridges, with 13,527 delegates attending.

Promote the revolution of streamlining and streamlining the organizational apparatus

At the conference, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Board directly disseminated the conclusions of the Party Central Committee, the Politburo, and the Secretariat on reorganizing the apparatus of the political system.

Specifically, Conclusion No. 121-KL/TW, dated January 24, 2025 of the 13th Central Executive Committee on summarizing Resolution No. 18-NQ/TW, dated January 25, 2017 of the 12th Central Executive Committee “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (referred to as Conclusion 121-KL/TW); Conclusion No. 126-KL/TW, dated February 14, 2025 of the Politburo and the Secretariat on some contents and tasks of continuing to reorganize and streamline the apparatus of the political system in 2025 (referred to as Conclusion 126-KL/TW); Conclusion 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system machine of the political system (abbreviated as Conclusion 127-KL/TW).

The Head of the Provincial Party Committee's Organization Board said that the basic content of Conclusion 121-KL/TW is a general assessment of the situation after 7 years of implementing Resolution 18-NQ/TW, dated January 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Based on the results achieved after 7 years of implementing Resolution 18, the causes and lessons learned, the Politburo and the Secretariat agreed to continue promoting the revolution of streamlining the organizational apparatus, building, perfecting, and improving the efficiency, effectiveness, and efficiency of the political system, meeting the requirements and tasks of the country in the new era - the era of striving for strong, prosperous development of the nation.

Up to this point, the Central Committee has completed the implementation of consolidation, merger, establishment, and dissolution according to the plan to reorganize the apparatus of the agencies of the Party, National Assembly, and Government.

Regarding Conclusion 126-KL/TW, the Head of the Provincial Party Committee's Organization Committee said that the basic content is to urge the implementation, guidance, and assignment of central and local agencies, departments, and branches to implement the contents according to Conclusion No. 121-KL/TW and direct the continued arrangement and completion of the organizational apparatus in 2025 and the 2025-2030 term.

Particularly for the provincial and central levels, the process of organizing the apparatus and assigning cadres must continue to do a good job of political work, ideology, regimes and policies for affected and influenced cadres.

The arrangement of cadres must be fair and objective in the spirit of "from the selection of people", retaining capable cadres, not allowing "brain drain", not allowing complicated internal problems to arise, not affecting the organization of party congresses at all levels, ensuring that in March 2025, grassroots congresses and model congresses at the level directly above the grassroots level will be held in the beginning of the second quarter of 2025.

However, on February 28, 2025, the Central Committee issued Conclusion No. 127-KL/TW, requesting the temporary suspension of the organization of Party Congresses at the commune and district levels. After the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance.

Up to this point, Nghe An has completed reporting to the Central Committee the summary of Resolution 18-NQ/TW on the results of implementing the organizational arrangement in localities, agencies, units and the plan to implement Conclusion No. 121-KL/TW.

Regarding Conclusion 127-KL/TW, the Head of the Provincial Party Committee's Organization Board said that the basic content is to propose orientations and plans to reorganize the apparatus and accelerate progress to resolutely and effectively implement the tasks and solutions stated in Conclusion No. 121-KL/TW and Conclusion No. 126-KL/TW.

In Conclusion No. 121-KL/TW, the Central Committee assigned some contents for the sectors to research and report to the Politburo in the third quarter of 2025. In Conclusion No. 127-KL/TW, the Central Committee requested to accelerate the progress, report to the Politburo for policy before March 9, 2025, complete the project to report to the Politburo and the Secretariat before March 27, 2025 and submit to the Central Executive Committee in mid-April 2025.

In addition to setting out the purpose and requirements of the research implementation and proposing to continue to reorganize the apparatus of the political system, Conclusion 127-KL/TW clearly states 7 contents of reorganizing the apparatus and requires progress and implementation time.

In particular, develop a project to merge a number of provincial-level administrative units, not organize at the district level, continue to merge commune-level administrative units, and submit it to the Central Party Executive Committee before April 7, 2025.

Develop a project to reorganize and streamline the agencies of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial, and communal levels) after merging and consolidating, and submit it to the Party Central Committee before April 7, 2025.

Develop a project on the local party organization system (provincial and communal levels), submit it to the Central Party Executive Committee before April 9, 2025. Develop a project on the local court and procuracy system in the direction of not organizing at the district level, submit it to the Central Party Executive Committee before April 7, 2025.

Develop a project to continue reorganizing the Army. The Central Military Commission proactively proposed a time to report to the Politburo according to the progress of Conclusion No. 126-KL/TW.

Review, amend and supplement Party regulations, the Constitution and State laws, and submit them to the Party Central Committee before April 9, 2025; the deadline for completing the amendment and supplementation of a number of articles of the Constitution and Laws is June 30, 2025 at the latest.

Research, amend and supplement regulations and instructions related to the arrangement and streamlining of Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial and communal levels), report to the Politburo and the Secretariat for consideration according to their authority and complete no later than June 30, 2025.

High determination, no panic, no wavering

At the conference, Head of the Provincial Party Committee's Organization Board Le Duc Cuong reported and clarified a number of work contents, tasks and solutions of the province to implement Conclusion No. 121-KL/TW, Conclusion 126-KL/TW and Conclusion 127-KL/TW.

Based on the Conclusions of the Steering Committee summarizing the Central Resolution, the Conclusions of the Central Executive Committee, the Politburo, the Secretariat, Nghe An province has implemented the summary of Resolution 18-NQ/TW and completed the arrangement of the apparatus organization according to the Central's orientation to ensure the right progress and roadmap.

For provincial-level party and mass organizations, the following tasks have been completed: Merging the Provincial Party Committee's Propaganda and Mass Mobilization Department; Establishing 2 new Party Committees directly under the Provincial Party Committee; Ending the activities of 2 Party Committees of the Bloc; ending the activities of the Party Executive Committees and Party Delegations; ending the activities of the Provincial Cadre Health Care and Protection Committee.

For provincial government agencies, the establishment, consolidation, merger, and transfer of functions and tasks between Departments in sync with the Central Government has been completed, along with the arrangement and assignment of personnel at the units. For district level, the arrangement of the corresponding organizational apparatus has been completed, in sync with the province.

Head of the Provincial Party Committee's Organization Board Le Duc Cuong said that the Provincial Party Committee's Standing Committee has developed and issued Plan No. 307-KH/TU, dated February 27, 2025, on implementing Conclusion No. 121-KL/TW. In which, specific tasks are assigned to relevant agencies, departments and branches in advising on the implementation of Conclusion No. 121-KL/TW.

The Provincial Party Standing Committee assigned the Party Committees of the Provincial Party Agencies to study and develop a project/plan to rearrange mass organizations assigned by the Party and the State in sync with the current Party organizational structure, and report to the Provincial Party Standing Committee in April 2025. The rearrangement of socio-political organizations will be implemented when the Central Government has regulations.

The Provincial Party Committee's Propaganda and Mass Mobilization Commission shall preside over and coordinate with the Provincial Party Committee's Organization Committee, the Provincial People's Committee Party Committee and relevant agencies to develop a project/plan to merge the Provincial Radio and Television Station and Nghe An Newspaper, and report to the Provincial Party Committee Standing Committee in April 2025.

Localities, agencies, and units shall develop and complete the list of job positions, competency frameworks, and job position descriptions as the basis for determining the staffing of each locality, agency, and unit, to be completed before June 30, 2025.

Assign the Provincial Party Committee's Organization Board and the Provincial People's Committee's Party Committee Standing Committee to conduct a general review of the actual staffing needs after rearranging the organizational apparatus in conjunction with assessing the capacity of cadres, new functions and tasks; report to the Provincial Party Committee's Standing Committee on the plan to allocate and arrange staffing of the provincial political system for the period 2026 - 2031. Implement in the second quarter of 2025 according to the Central's schedule.

Assign the Standing Committee of the Provincial Party Committee to develop a plan to merge, reorganize, and consolidate continuing education centers and vocational secondary schools, and the district-level medical center system. Other agencies, organizations, and units continue to review and streamline their internal apparatus in conjunction with streamlining staff.

District, city and town Party Committees evaluate the implementation results of the policy of the head of the propaganda department, who is also the director of the district-level political center, to report and submit to the Provincial Party Committee Standing Committee for comments in July 2025.

Advise on immediate revision of regulations and rules on personnel work.

As a revolution, there must be sacrifices; it requires the entire political system to be unified in perception and action with high determination, great effort, and drastic action with the motto "running and lining up at the same time".

The upcoming workload is huge, especially the upcoming one related to the arrangement of provincial-level administrative units, the abolition of the district level and the arrangement of commune-level administrative units with a very wide scope, the subjects affected are very large, inevitably the concerns of the team of cadres, civil servants and public employees in the political system, so it requires us to be more determined, not to panic or waver before the distorted arguments of hostile forces, not to affect the psychology and efficiency of work from now until the Central Government has an official decision on the arrangement of administrative units, as well as in the process of arranging the organization of the political system.

Focus on propaganda work, create consensus and unity in the process of restructuring and streamlining the apparatus. Do a good job of political and ideological work for cadres, civil servants, public employees and workers in the process of restructuring and streamlining the apparatus; implement well the regime and policies for cadres, civil servants, public employees and workers when restructuring and preventing “brain drain”.
