Implementing the Prime Minister's Official Dispatch No. 70 on focusing on responding to storm No. 2 and floods, on July 22, Nghe An issued an urgent dispatch directing the focus on this issue.
Telegram No. 25/CD-UBND stated: On the morning of July 21, 2024, the tropical depression in the East Sea strengthened into a storm (storm No. 2 in 2024). At 7:00 a.m. on July 22, the center of the storm was at about 19.5 degrees North latitude; 109.3 degrees East longitude, in the area of Hainan Island (China). The strongest wind near the center of the storm was level 8-9, gusting to level 11, moving northwest at a speed of about 15km/h.
It is forecasted that in the next 24 hours, the storm will move mainly in the Northwest direction, about 10-15km per hour, and enter the Gulf of Tonkin.

To proactively respond to storm No. 2 and post-storm floods, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense requested directors of departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and agencies and units to continue to direct and promptly and effectively implement measures to respond to storms and floods to ensure safety of life and minimize property damage to people, focusing on the following main tasks:
Chairman of People's Committee of districts, cities and towns:Continue to closely monitor the developments of storms, floods, and inundations to direct and deploy timely response measures, appropriate to the specific situation in the locality, ensuring the safety of people's lives, including:
Continue to guide ships and vehicles still operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters.
Check and be ready to evacuate people from dangerous areas to ensure safety, especially households in areas at risk of landslides and flash floods.
Arrange forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, deeply flooded areas, and areas with strong currents; resolutely do not allow people and vehicles to pass if safety is not ensured. Be ready with forces to respond to and rescue victims when situations arise.
Implement measures to ensure safety of dams, dykes and dikes; limit damage to aquaculture, agricultural production, industry and infrastructure works.

Provincial Military Command, Provincial Border Guard Command, Provincial Police:Direct relevant units and forces stationed in the area to closely coordinate with localities, proactively arrange forces and means to support evacuation and relocation of residents from dangerous areas, organize rescue, and overcome consequences when requested by localities.
Department of Transport:Directing the control and guidance of traffic at culverts, spillways, and deeply flooded areas; arranging forces, materials, and means to promptly handle incidents and ensure smooth traffic on main traffic routes; directing and coordinating with relevant agencies to clear the flow and ensure flood drainage at traffic works under construction; ensuring safety for transport vessels operating at sea, in estuaries, and on rivers.
Provincial Radio and Television Station, Nghe An Newspaper and press agencies:Increase the time, timely and accurate reporting on the developments of storms, floods and response work so that people know and proactively prevent and avoid.
Other departments, branches, sectors and organizationsrelated to state management functions and assigned tasks, proactively direct and coordinate with localities to promptly and effectively deploy measures to respond to storm No. 2 and floods caused by storms.
