Nghe An province issues urgent directive to respond to typhoon No. 2.

In response to Prime Minister's Directive No. 70 on focusing on responding to Typhoon No. 2 and floods, on July 22, Nghe An province issued an urgent directive focusing on this issue.

Official dispatch No. 25/CD-UBND states: On the morning of July 21, 2024, the tropical depression in the East Sea strengthened into a typhoon (the second typhoon of 2024). At 7:00 AM on July 22, the typhoon's center was located at approximately 19.5 degrees North latitude; 109.3 degrees East longitude, over Hainan Island (China). The strongest winds near the center of the typhoon reached levels 8-9, gusting to level 11, moving northwest at a speed of about 15 km/h.

The forecast for the next 24 hours indicates that the storm will move mainly northwest at a speed of approximately 10-15 km per hour and enter the Gulf of Tonkin.

To proactively respond to Typhoon No. 2 and the subsequent floods, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense - requests the directors of departments; heads of provincial agencies, organizations and associations; chairmen of the People's Committees of districts, cities, and towns; and other agencies and units to continue directing and implementing timely and effective measures to respond to the typhoon and floods, ensuring the safety of lives and minimizing property damage for the people, focusing on the following key tasks:
Chairpersons of the People's Committees of districts, cities, and towns:Continue to closely monitor the developments of storms, heavy rains, and flooding to direct and implement timely and appropriate response measures based on the specific situation in each locality, ensuring the safety of people's lives, including:
Continue to instruct ships and vessels still operating at sea and along the coast to proactively move out of the dangerous area or to safe shelters.
Review and prepare for the evacuation of people from dangerous areas to ensure their safety, especially households in areas at risk of landslides and flash floods.
Deploy personnel to guard, control, guide, and assist in ensuring traffic safety through flooded areas, landslide-prone areas, areas with deep flooding, and areas with strong currents; resolutely prohibit people and vehicles from passing through if safety cannot be guaranteed. Maintain readiness for emergency response and rescue operations.
Implement measures to ensure the safety of reservoirs, dams, and dikes; minimize damage to aquaculture, agricultural production, industry, and infrastructure.
Northern Central Region Meteorological and Hydrological Station:Closely monitor the development of the storm and post-storm flooding, and promptly provide forecasts and information to relevant authorities and the public so they can proactively respond appropriately.
Departments: Agriculture and Rural Development, Industry and TradeIn accordance with the assigned state management functions, coordinate with localities and units to direct the work of ensuring the safety of dams and reservoirs, especially small hydropower reservoirs and critical irrigation reservoirs; direct the regulation of irrigation and hydropower reservoirs to ensure scientific and absolutely safe operation of the structures, preventing artificial floods, contributing to flood reduction for downstream areas, with particular attention to notifying people early before operating flood releases.
Provincial Military Command, Provincial Border Guard Command, Provincial Police Department:
Directing relevant units and forces stationed in the area to coordinate closely with local authorities, proactively deploying forces and resources to support the evacuation and relocation of residents from dangerous areas, organizing rescue and relief operations, and mitigating consequences when requested by local authorities.
Department of Transportation:
Directing traffic control and guidance at underpasses, overflows, and deeply flooded areas; deploying forces, materials, and equipment to promptly address incidents and ensure smooth traffic flow on major transportation routes; directing and coordinating with relevant agencies to clear waterways and ensure flood drainage at ongoing transportation construction projects; and ensuring the safety of transport vessels operating at sea, in estuaries, and on rivers.
Provincial Radio and Television Station, Nghe An Newspaper and other news agencies:
Increase the airtime and provide timely and accurate information about the developments of storms and floods, as well as the response efforts, so that people are aware and can proactively take preventive measures.
Other departments, agencies, and organizations
In accordance with their state management functions and assigned tasks, they proactively directed and coordinated with localities to promptly and effectively implement measures to respond to Typhoon No. 2 and the resulting floods.
