Nghe An issues telegram to respond to storm Noru
(Baonghean.vn) - On the morning of September 24, before the forecast of storm Noru making landfall in the Central region with strong gusts of wind. Nghe An issued Official Dispatch No. 08/CD-BCH to proactively respond to the storm's developments.
According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, on the night of September 25,Storm Noruinto the East Sea with winds of level 9-10, gusts of level 13 and a tendency to strengthen; on September 27, the morning of September 28, the storm made landfall in the Central region with winds near the storm center of level 10-11, gusts of level 14.
Due to the impact of the storm, from noon and afternoon on September 25, in the eastern sea area of the North and Central East Sea, the wind will gradually increase to level 6-7, near the center of the storm it will increase to level 8-9, gusting to level 11; the natural disaster risk level in the eastern sea area of the North and Central East Sea is level 3.
In Nghe An area, there has been heavy rain from 100 - 250mm and it will continue to rain in the coming days.

To proactively respond to storm Noru, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province requested the Steering Committee for Natural Disaster Prevention, Search and Rescue of districts, cities and towns; departments, branches and relevant agencies to direct the implementation of a number of necessary contents.
For sea routes:Measures must be taken to strictly manage vessels going out to sea; organize the counting and monitoring of vessels operating at sea, maintain regular communication with vessel owners to call for and guide them to escape from dangerous areas; inspect and guide the mooring of vessels at the wharf to ensure fire safety, security and social order.
Ready forces and meansrescueto handle promptly when there is a situation.
At the same time, be ready to deploy work to ensure safety for people and property on islands, cages, watchtowers for aquaculture and seafood; transport ships, tourist boats; and projects under construction.
For plain and coastal areas, urgently organize bracing and reinforcement of signs, houses, public works, industrial parks, factories, warehouses, coastal construction projects, and high-rise towers.
Direct the work of ensuring safety of sea dykes and river dykes, especially at vulnerable locations or those under construction; be ready to drain floodwaters to protect agricultural production, urban areas and industrial zones at risk of flooding.
At the same time, proactively direct the harvesting of rice, crops, and aquaculture areas until harvest time according to the motto "green house than old field”.
For mountainous areas, proactively deploy shock forces to inspect and review residential areas along rivers, streams, dikes, dams, low-lying areas, areas at high risk of flooding, flash floods, landslides to proactively organize the relocation and evacuation of people when situations occur; clear the flow, promptly handle construction incidents from the first hour.
Direct the inspection, review, and preparation of plans to ensure the safety of mines, mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs, especially small reservoirs; arrange a permanent force to operate and regulate and be ready to handle possible situations.
