Nghe An issues urgent dispatch to respond to super storm about to enter East Sea
(Baonghean.vn) - On the evening of December 16, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue Nguyen Duc Trung signed dispatch No. 45/CD-UBND on emergency response to the super typhoon about to enter the East Sea.
The dispatch stated: This afternoon (December 16, 2021), the super typhoon with the international name RAI directly affected the eastern coast of the Philippines; the strongest wind near the storm center was level 16, gusting above level 17.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, on the evening of December 17, 2021, the storm will enter the East Sea with the strongest wind near the storm center reaching level 13-14, gusting to level 17, causing waves 6-8 m high in the northern, central and southern areas of the East Sea; on December 19 and 20, the sea area off the coast of the Central provinces may have strong winds of level 11-12, gusting to level 14-15; directly threatening the safety of ships and activities at sea and along the coast.
This is a hurricane intensityvery strong, moving fast, occurring at the end of the rainy and stormy season, the developments are still very complicated.
To proactively respond to storm developments,ensure safetyFor ships and activities at sea, and the safety of people's lives, the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT - TKCN) requests the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue, provincial departments, branches, sectors, mass organizations, the Provincial Military Command, the Provincial Border Guard Command, the Provincial Police, irrigation and hydropower companies in the province, localities and related units to closely monitor the storm's developments, resolutely direct and promptly deploy storm response work according to assigned functions and tasks.

1.Strictly implement the content of Official Dispatch No. 1737/CD-TTgdated December 16, 2021 of the Prime Minister onemergency responsewith the super typhoon about to enter the East Sea; Telegram No. 26/CD-QG of the National Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident Response, Natural Disasters and Search and Rescue.
2. People's Committees of districts, cities and towns:
a) Coordinate with border guards and relevant agencies to direct the review and immediately grasp all means and vessels still operating at sea (including fishing boats, transport ships and other means) and activities at sea; organizeclosely monitorStorm developments, direct information, guide vehicles and boats to move to safe shelters, resolutely not allow vessels and vehicles to operate in areas at risk of being affected by storms; deploy measures to ensure safety for activities at sea, safety of life and prevention of Covid-19 epidemic for people at anchorages and shelters.
b) Based on the developments and risks of storm impacts and local realities, direct and deploy necessary measures to ensure the safety of people and property on islands and on aquaculture cages.c) Review and prepare plans to proactively respond tosituationStorms affecting localities; proactively arrange forces, means, and materials to be ready to respond and handle all situations, not to be passive or surprised, especially ensuring people's safety in the context of the Covid-19 epidemic, protecting dikes, dams, and protecting production.

3.Department of Natural Resources and EnvironmentCoordinate with the North Central Hydrometeorological Station to direct, organize close monitoring, forecast, and provide timely information on storm developments so that the Provincial Steering Committee for Disaster Prevention and Control, Departments, branches, localities, units, and people can proactively direct and deploy appropriate response measures to the storm's developments.
5.Departments: Agriculture and Rural Development, Industry and Trade, Transport, Provincial Military Command, Provincial Border Guard Command, Provincial Police and other relevant Departments, branches and sectorsAccording to the state management function and assigned tasks, proactively direct, inspect and urge the implementation ofresponse measureswith storms, ensuring safety for the assigned monitoring areas, especially ensuring safety for boats and activities at sea and along the coast. The Provincial Border Guard Command directs the counting, calls, and guides to ensure safety for boats.
6.Provincial Military Command, Provincial Border Guard Command, Provincial PoliceDirect the review of plans and be ready to deploy forces and means to support localities in responding to storms when requested.
7.Nghe An Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station, news agencies and newspaperstimely reporting of storm developments and response direction so that people know and proactively prevent and avoid.
8.Provincial Steering Committee for Natural Disaster Prevention, Control and Search and RescueOrganize 24/7 on-duty, closely monitor storm developments, promptly direct, urge, and inspect departments, branches, and localities to deploy specific response plans appropriate to storm developments, especially ensuring safety for ships and activities at sea and along the coast, and safetypeople's lives; promptly report and propose to the Chairman of the Provincial People's Committee to direct issues beyond its authority.
Requesting provincial Departments, branches, sectors, and mass organizations; People's Committees of districts, cities, towns, and related agencies and units to seriously implement; report results to the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue (through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue) for synthesis and reporting according to regulations.
