Nghe An issues Official Dispatch on strengthening traffic safety during the Lunar New Year and Spring Festival 2023

(Baonghean.vn) - Nghe An Provincial People's Committee issued Official Dispatch No. 34/CD-UBND dated December 29, 2022 requesting relevant departments, branches and localities to strengthen the work of ensuring traffic order and safety during the Lunar New Year and Spring Festival 2023.

To strengthen the work of ensuring traffic order and safety to serve the people to enjoy the Lunar New Year and Spring Festival 2023 and to strictly implement Official Dispatch No. 1174/CD-TT dated December 19, 2022 of the Prime Minister, the Provincial People's Committee requests:

Department of Transport:

- Organize the review and inspection to ensure the safety conditions of traffic infrastructure works; promptly repair damaged and landslide-prone road sections due to rain and floods; review and supplement the traffic signal system, reflective warning devices at intersections, road sections with high slopes, narrow curves, limited visibility... strictly implement the organization, guidance, and assurance ofTraffic Safetyon sections of the project that are both under construction and in operation; promptly resolve incidents in traffic infrastructure; promptly complete upgrading, repairing, and maintaining key traffic routes in urban areas and return the roadway to people for travel 1 week before the Lunar New Year holiday.

- Have plans to organize, regulate, and divide traffic, promptly clear up traffic jams to prevent them from happening when there are traffic incidents, especially before the Lunar New Year holiday on the main routes in and out of Vinh city, routes connecting to the train station, airport, port and the area where the Spring Festival is held...

- Develop and implement a passenger transport plan for the Lunar New Year and Spring Festival 2023. Direct transport businesses to have appropriate passenger transport plans, ensure traffic safety, and absolutely prevent passengers from having no means of transport to return home during Tet; strictly handle organizations and individuals who increase ticket prices in violation of regulations.

- Arrange passenger transportation plans to serve the needs of workers and students during Tet holiday and returning to work and study appropriately, reducing traffic pressure before, during and after Tet. Inspect, urge and require transport businesses and transport support services to strictly implement regulations on traffic safety and fire and explosion prevention and fighting in transport activities.

- Strengthen the urging of localities and units to coordinate in clearing violations and preventing re-encroachment of road and railway traffic safety corridors according to the contents of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council and Plan No. 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee, especially during the peak period before, during and after the New Year, Lunar New Year and Spring Festival 2023.

- Strengthen the inspection of traffic safety conditions on exploited roads; strictly handle construction management units and construction units that violate traffic safety regulations. Coordinate with the People's Committees of districts, cities and towns to inspect, review and propose immediate handling of shortcomings and problems in traffic safety at passenger terminals across rivers, along rivers and suspension bridges. Suspend or propose suspension of operations for inland waterway terminals that do not meet operating conditions, passenger vehicles that are not registered and inspected according to regulations.

- Strengthen inspection and examination of specialized transport activities; focus on passenger and freight transport activities; strictly handle the following acts: unqualified transport business; violation of regulations on transport support services; carrying more people than prescribed; raising ticket prices and transport fares against regulations; running on the wrong transport route; picking up and dropping off passengers at the wrong place. Direct the public posting of the department's hotline number on public passenger transport vehicles, arrange staff to be on duty, receive and process information from the hotline 24/24 hours during peak days.

- Strengthen coordination with railway units, People's Committees of districts, cities and towns where railways pass through to properly perform the task of ensuring railway traffic safety in the province according to the provisions of law. Urge units and localities to properly implement the signed Regulations on coordination to ensure railway traffic safety and order.

Provincial Police:

- Effectively organize the peak period of patrolling, controlling and handling violations of traffic order and safety before, during and after the 2023 Lunar New Year. In particular, focus on checking, detecting and handling violations that are the main causes of traffic accidents and traffic jams such as: drivers violating alcohol concentration, containing drugs in the body, violating speed on the road; overloaded and oversized cargo vehicles, passenger transport vehicles carrying more people than prescribed; traffic participants not wearing helmets when driving motorbikes and scooters; develop plans to combat, prevent and strictly handle subjects gathering, driving in a zigzag manner, causing public disorder; promptly prevent and arrest subjects who disrupt public order and safety, and have acts of resisting law enforcement officers. Inspect the implementation of legal regulations on ensuring safety in aviation and railway activities, at river crossings, passenger wharves, on waterways and coastal transport activities.

- Direct the Traffic Police Department to implement the on-duty regime and report traffic accident situations during the Tet peak period to the Provincial People's Committee and the Standing Committee of the Provincial Traffic Safety Committee as follows:

+ Daily report: From January 20, 2023 to January 26, 2023 (ie December 29, 2022 to January 5, 2023 lunar calendar) Traffic Police Department sends by Fax or Email:[email protected]to the Provincial Traffic Safety Committee Office before 3:00 p.m. every day.

+ Summary report: The Traffic Police Department summarizes data and traffic order and safety situation during the Tet Quy Mao holidays from January 20, 2023 to January 26, 2023 (ie from December 29, 2022 to January 5, 2023 lunar calendar), compares with the same period of the Lunar New Year 2022 and sends it to the Office of the Provincial Traffic Safety Committee before 3:00 p.m. on January 26, 2023, to summarize and report to the National Traffic Safety Committee, Provincial Party Committee, and Provincial People's Committee according to regulations.

Standing Committee of Provincial Traffic Safety Committee:

- Preside over and coordinate with relevant departments, branches, sectors, units and localities to strengthen the propaganda, dissemination and education of laws on ensuring traffic order and safety; urge departments, branches, sectors, units and localities to implement the contents on ensuring traffic order and safety in this Official Dispatch;

- Preside over and coordinate with the Provincial Police, Department of Transport and relevant units to develop a plan to inspect traffic safety and order before, during and after Tet on a number of key routes, and submit it to the Provincial People's Committee before December 30, 2022;

- Direct the Office of the Provincial Traffic Safety Committee to use the allocated funds to develop and publish propaganda materials to raise people's awareness of voluntarily complying with traffic safety laws during the peak period of the New Year and Lunar New Year 2023; Update, summarize reports on traffic order and safety and end the peak period according to regulations of the National Traffic Safety Committee.

Provincial Radio - Television Station and Nghe An Newspaper:

- Promote propaganda and dissemination of laws on ensuring traffic order and safety during peak days of New Year's Eve, Lunar New Year and Spring Festival 2023 in news bulletins and specialized articles; promptly reflect on shortcomings and inadequacies in traffic order and safety work, warn of causes of increased traffic accidents during Tet. Timely update the situation of traffic accidents and traffic congestion during Tet and in the area where the Spring Festival takes place in news bulletins.

Health service:

- Direct medical examination and treatment facilities in the whole province to increase the number of personnel, means, medical equipment, medicines and blood to ensure the highest capacity in rescuing traffic accident victims, minimizing human losses in case of traffic accidents; strengthen inspection work, ensure food safety and hygiene, prevent and control Covid-19 and other epidemics on flights, trains and at service areas of airports, train stations and bus stations.

Relevant provincial departments, branches and sectors:

- Focus on disseminating and popularizing legal regulations and providing skills on ensuring traffic safety and order. Focus on disseminating to people to implement "If you drink alcohol, beer - do not drive"; do not speed, overtake recklessly; do not carry more people than prescribed; wear standard helmets when riding motorbikes, scooters, electric bicycles; prevent accidents at railway crossings; ensure traffic safety on inland waterways.

People's Committees of districts, cities and towns:

- Strengthen propaganda and mobilize people and traffic participants to voluntarily comply with traffic safety laws, obey the commands and instructions of the authorities; give way and help each other when participating in traffic; proactively participate in traffic safety and implement "If you drink alcohol or beer - do not drive"; do not speed or overtake recklessly; do not carry more people than prescribed; wear standard helmets when riding motorbikes, scooters, electric bicycles; prevent accidents at railway and inland waterway level crossings.

- Continue to promote the work of clearing violations and preventing re-encroachment of traffic safety corridors according to the contents of Resolution 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council and Plan No. 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee; strengthen the management of sidewalk and roadway order; strictly implement regulations on traffic safety corridors, and prevent the situation of occupying sidewalks and roads for business purposes, causing traffic obstruction;

- Direct functional units to organize surveys, research, and arrange flower pot and ornamental plant sales points to serve the Tet shopping needs of local people, ensuring requirements on order, traffic safety, environmental sanitation, urban aesthetics, etc. Handle the encroachment of road corridors, sidewalks, roadsides, and curbs for markets, business, and garbage dumping, especially during holidays and Tet; strengthen the work of clearing corridors and preventing re-encroachment on roads.

- Resolutely handle landslide and damaged points and locations on local roads (district roads, commune roads); review traffic safety work on exploited roads; handle according to authority the construction management units, construction units that violate traffic safety regulations. Inspect, review and immediately handle shortcomings and problems in traffic safety at passenger wharves across the river, along the river, and suspension bridges. Suspend operations of inland waterway wharves that do not meet operating conditions, passenger vehicles that are not registered and inspected according to regulations.

- Strengthen coordination with railway units, perform well the task of ensuring railway traffic safety in the province according to the provisions of law. Urge the People's Committees at the commune level to handle and ensure safety at self-opened railway crossings in the province. At 5 locations of self-opened crossings, which are black spots and potential traffic accident spots, specifically: (km 267+500 in Dien Truong commune; Km ​​287+348 in Dien Loc commune, Dien Chau district; Km 299+625 in Nghi Yen commune, Nghi Loc; Km 321+870 in Vinh Tan ward, Vinh city; Km 325+885 in Hung Thang commune, Hung Nguyen district). Assign the People's Committees of districts and Vinh city to establish a guard team and immediately implement the plan to guard the above self-opened crossings; Coordinate with railway management units to provide professional training for guards and checkpoints according to regulations in Clause 1, Article 9 of Decree 65/2018/ND-CP of the Government.

Proposal for Road Management Area II

- Direct relevant units to thoroughly handle landslide and damaged points and locations on roads managed by the Department; direct the Road Inspectorate to strengthen vehicle load control according to the provisions of law; direct construction units, management and exploitation units of national highways in Nghe An province to strictly and fully comply with regulations on ensuring traffic safety on roads in operation. Review maintenance and repair of traffic infrastructure systems to ensure smooth and safe traffic for people to enjoy Spring and celebrate Tet. Have reasonable and flexible plans to organize and regulate traffic at BOT toll stations, absolutely not allowing prolonged traffic congestion.

- Direct the Vinh City Bypass BOT Branch and the National Highway 1A Cienco4 BOT 2-member LLC - Corporation 319 to fully and correctly implement regulations on management, maintenance, and road exploitation for traffic works assigned to their management; clean the toll station areas; repaint and re-draw road signs, lines, and speed bumps that are blurred or damaged; arrange adequate human resources and vehicles at toll stations to regulate traffic when traffic density suddenly increases. Continue to thoroughly implement the non-stop electronic toll collection method, proactively open stations, and temporarily stop toll collection to clear vehicles when traffic congestion occurs.

Request relevant provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to seriously implement the contents of this Official Dispatch; report the results of implementing the Official Dispatch during the peak period of the Lunar New Year of Quy Mao from January 20, 2023 (29th of Tet) to before 3:00 p.m. on January 26, 2023 (5th of Tet); and report the results of implementing this Official Dispatch before February 3, 2023 to the Provincial Traffic Safety Committee for monitoring and synthesis. If there are any difficulties or problems during the implementation process, report to the Provincial People's Committee (through the Provincial Traffic Safety Committee) for guidance.
