Nghe An province is reviewing, inspecting, and strictly handling cases of extra tutoring and supplementary classes.
This is the directive from the Vice Chairman of the Nghe An Provincial People's Committee following reports that some tutoring centers were not complying with the spirit of Circular 29.
Previously, on March 4, 2025, Nghe An Newspaper published an article."Many centers in Vinh City still provide extra tutoring for elementary school students,"This reflects concerns about private centers and teachers organizing supplementary classes in violation of Circular No. 29/2024/TT-BGDĐT dated December 30, 2024, issued by the Ministry of Education and Training, which regulates supplementary teaching and learning.
Specifically, Circular 29 strictly prohibits tutoring at the primary school level, but some centers in Vinh City are still openly recruiting primary school students for extra classes in subjects such as Math, Vietnamese, and History - Geography - Science. In addition, some centers are still organizing mock entrance exams for Dang Thai Mai Secondary School, with many 5th-grade students participating.

To rectify this situation, on March 10, 2025, the Provincial People's Committee issued Document No. 1702/UBND-VX on reviewing the situation of extra tutoring and supplementary classes according to Circular 29/2024/TT-BGDĐT dated December 30, 2024 in Nghe An province.
Accordingly, Vice Chairman of the Provincial People's Committee Bui Dinh Long assigned the Department of Education and Training to take the lead, in coordination with the Vinh City People's Committee and relevant agencies and units, to inspect, verify, and handle the issues raised in the article.
In addition, conduct reviews, inspections, and audits, and report the results of the implementation of Circular No. 29 in the province to the Provincial People's Committee beforehand.March 30, 2025.
Regarding tutoring and supplementary classes, on March 4, 2025, the People's Committee of Vinh City issued Document No. 1231/UBND-GDĐT on the strict implementation of Circular 29 of the Ministry of Education and Training regulating tutoring and supplementary classes. This document assigns responsibility to local authorities, schools, and relevant departments and agencies in monitoring tutoring and supplementary classes within the city. Currently, Vinh City is one of the first localities in Nghe An province to issue this document.
Accordingly, the city requires the People's Committees of wards and communes, schools, and education and training departments to do a good job of disseminating information and strengthening state management of extracurricular tutoring activities in the area.
In addition, it is necessary to strengthen and establish regular inspection teams and strictly handle cases of violations of regulations on tutoring and supplementary classes. At the same time, continue to manage and inspect the conditions to ensure the operation of foreign language centers, life skills education centers, and extracurricular activities that have been licensed by the Department of Education and Training in the area.
The city also requested that principals of primary, secondary, and high schools, and directors of vocational training and continuing education centers in the area, strengthen communication with parents and students regarding the implementation of Circular 29; and encourage teachers to fulfill their responsibilities and duties, dedicating themselves wholeheartedly to their students.

During the implementation process, principals need to effectively fulfill their roles and responsibilities as heads of educational institutions and strictly adhere to regulations regarding the responsibilities of school principals in managing teachers involved in extracurricular tutoring.
