Conducting a public opinion survey on tutoring and supplementary classes according to Circular 29.
The regulations on extra tutoring and supplementary classes, as stipulated in Circular 29, are receiving much feedback from parents, students, and schools.
In order to promptly grasp public opinion surrounding Circular 29/2024/TT-BGDĐT of the Ministry of Education and Training regulating supplementary teaching and learning (effective from February 14, 2025), the Department of Research - Public Opinion, Central Propaganda and Mass Mobilization Committee, is conducting a public opinion survey on this issue.
Accordingly, the nationwide public opinion survey will be conducted online via the Google Docs application and via phone, internet, text messages, Zalo, etc. The survey will run from February 20th to February 23rd, 2025.
Through this investigation, opinions will be solicited from all officials, Party members, and people from all walks of life nationwide.

The feedback form consists of 8 questions, covering topics such as: What are the reasons for the widespread tutoring and supplementary classes in recent times? What concerns do you have regarding the implementation of regulations on tutoring and supplementary classes according to Circular 29? What is the effectiveness of Circular 29?

Circular 29, which regulates supplementary teaching and learning, officially came into effect on February 14th with many changes to supplementary teaching both inside and outside of schools. Accordingly, supplementary teaching within schools is only allowed for three groups: tutoring weak students, enrichment for gifted students, and review for students in their final year, and it must be provided free of charge.
The circular also stipulates that extracurricular tutoring must be registered. Teachers in public schools are prohibited from tutoring students they teach at their schools.

Regarding the implementation of this Circular, there have been many differing opinions. From the students' perspective, in some rural and mountainous areas, the cessation of extracurricular tutoring at schools has created difficulties for them in finding additional tutoring options. Meanwhile, tutoring outside of schools is often more expensive and there aren't many centers to choose from.
Conversely, many opinions agree with stopping extra tutoring in schools or prohibiting teachers who teach students at school from providing extra tutoring outside of school. This would avoid coercion and unfairness in teaching, such as giving high grades to students who attend extra classes. Students would also have more time to study independently or choose suitable tutoring centers.
