(Baonghean.vn) - The Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Nghe An province has just issued an official dispatch directing readiness to respond to storm CONSON and heavy rain.

According to the National Center for Hydro-Meteorological Forecasting, currently in the Southeast Philippine sea area, there isstormCONSON with strong winds of level 8, gusts of level 10; the storm is forecast to enter the northern East Sea area during the night of September 8 to September 9 and is likely to strengthen.

In addition, according to the forecast of the North Central Hydrometeorological Station, due to the influence of the Northern edgelow pressure groovewith an axis passing through the Central Central region combined with a strong Southeast wind zone on the western edge of the subtropical high pressure, from the night of September 7 to the end of September 9, in the North Central region there will be moderate to heavy rain, some places will have very heavy rain and thunderstorms, with common rainfall: 70-150mm, some places over 150mm.

To be ready to respond to the developments of storms and heavy rains in the coming days in the context of the complicated developments of the Covid-19 epidemic, on the morning of September 7, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue issued Official Dispatch 140/VP-PCTT requesting the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command; the Provincial Police; the Departments of Agriculture and Rural Development, Health, Industry and Trade, Transport; the North Central Hydrometeorological Station; Irrigation and Hydropower Companies in the province and related units to direct the implementation of the following contents:

1. Review response plans and implement disaster prevention and control work in the context of the Covid-19 pandemic according to the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 28/CD-UBND dated September 6, 2021, the Handbook issued with Decision No. 16/QD-TWPCTT dated August 23, 2021 and directive documents of the Central Steering Committee on disaster prevention and control, especially evacuation plans to ensure safety in case of strong storms, heavy rain, floods, inundation, flash floods, landslides, while ensuring epidemic prevention and control and safety for evacuation sites.

2. For sea and coastal routes:

- Closely monitor storm news; notify vehicles and ships operating at sea of ​​storm developments to proactively prevent, ensure safety and have appropriate production plans; prepare plans to ensure safety for vehicles and people on transport vessels and fishing boats.

- Prepare measures to ensure safety of cages, aquaculture areas at sea, along the coast, important sea dykes or those under construction; safety for people on coastal islands;

- Organize reinforcement of houses and public works; prepare plans to ensure safety for industrial zones and people in areas affected by storms.

- Maintain communication, prepare forces and means for rescue when there is a situation.

3. For the plains: Prepare plans to operate drainage works, prevent flooding in urban areas and low-lying areas to ensure minimal damage when heavy rain occurs.

4. For mountainous areas:

- Deploy shock forces to inspect and review unsafe houses, residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people to safe places when situations arise; clear the flow, especially on streams, shallow streams, and ponds and lakes at risk of being unsafe.

- Direct the inspection, review, and preparation of plans to ensure the safety of mines, mineral exploitation areas, reservoirs, and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs; arrange permanent forces to operate, regulate, and handle situations; prepare forces, materials, and means to overcome incidents, and ensure smooth traffic on main traffic routes.

5. The North Central Region Hydrometeorological Station closely monitors, forecasts, warns, and promptly provides information on storms, floods, and storms.risk of flash floods, landslidesso that relevant agencies and people know how to proactively deploy response measures.

6. The Department of Industry and Trade directs the work of ensuring the safety of hydroelectric dams, especially small hydroelectric plants.

7. The Department of Agriculture and Rural Development directs the work of ensuring the safety of dykes, irrigation dams, especially key works under construction and repair; protecting agricultural production.

8. The Department of Transport directs the work of ensuring transport safety; controls and guides traffic at culverts, spillways, and deeply flooded areas; arranges forces, materials, and means to promptly handle incidents and ensure smooth traffic on main traffic routes.

9. The Provincial Military Command; Provincial Border Guard Command; Provincial Police direct the review of plans, and are ready to deploy forces and means to support search and rescue work as requested by the locality when required.

10. The Department of Health directs the work of ensuring safety in preventing and fighting the Covid-19 epidemic, especially in concentrated evacuation areas; directs the work of ensuring safety and creating favorable conditions for disaster prevention and control forces to perform their tasks...
