(Baonghean.vn) - The resolution issued 10 years ago, outlining policies for cadres, civil servants and public employees from the lowlands working in the highlands, is no longer consistent with current regulations and should be considered for abolition.

The resolution is no longer relevant.

At the meeting, delegates gave their opinions on the draft Resolution to abolish Resolution No. 298/2009/NQ-HDND dated December 23, 2009 of the Provincial People's Council on a number of policies for cadres, civil servants and public employees from the lowlands working in the highlands.

According to the report presented by the Department of Home Affairs, the Provincial People's Committee issued Decision No. 08/2010/QD-UBND dated January 20, 2010 on regulations of a number of policies for cadres, civil servants and public employees from the lowlands working in the highlands.

As a result, from 2010 to now, the Provincial People's Committee has awarded Certificates of Merit for long-term work in the highlands to 265 cadres, civil servants and public employees from the lowlands who came to work in the highlands. The Committee for Ethnic Minorities in the Mountainous Areas has awarded 265 Commemorative Medals to cadres, civil servants and public employees from the lowlands who came to work in the highlands. The Provincial People's Committee has provided funding to support the construction and consolidation of houses for 313 people from the lowlands who came to work in the highlands, with a total amount of 4,695 billion VND.

The policy in Resolution 298/2009/NQ-HDND is considered to be meaningful for a certain period of time, especially before implementing the Ordinance on Cadres and Civil Servants; it is meaningful in encouraging, motivating, and recognizing the contributions of cadres, civil servants, and public employees from the lowlands to work in the highlands during difficult times in terms of economy, society, and human resources in the highlands.

However, the concepts of "lowlands" and "highlands" are currently not regulated by the State's legal documents; regulations on priority for children of people from lowlands who come to work in highlands in taking entrance exams to boarding schools for ethnic minorities, and priority in recruiting civil servants and public employees are not consistent with current regulations.

Currently, there are many documents of the Government, ministries, central and provincial branches on prioritizing the recruitment and placement of ethnic minorities in state agencies at all levels, especially in areas with a large number of ethnic minorities, so the policy under Resolution 298/2009/NQ-HDND is contrary to this regulation.

Therefore, on November 19, 2019, the Provincial People's Committee submitted a document requesting the Provincial People's Council to consider abolishing Resolution 298/2009/NQ-HDND in the 12th session of the 17th Provincial People's Council scheduled to take place next December, to ensure that the legal documents issued by the province do not violate the regulations of the Government and the circulars of the Ministry of Education and Training.

The review meeting also gave opinions on the draft resolution on assigning civil servant positions in state administrative agencies and organizations in 2020 in Nghe An province; the draft resolution on approving the total number of employees and contract workers in public service units and association organizations in 2020 in Nghe An province before submitting to the upcoming session of the Provincial People's Council.

Plan for 2020:

* In administrative agencies and organizations:

- Total number of civil servants: 3,355;

- Number of contract workers according to Decree No. 68/2000/ND-CP: 261

* In public service units and associations:

- Number of employees receiving salaries from the budget in public service units that are not self-sufficient in regular expenses: 57,852;

- Number of contract workers according to Decree No. 68/2000/ND-CP in public service units that have not yet ensured regular expenses: 229;

- Number of labor contracts according to Decree No. 06/2018/ND-CP: 2,508;

- Number of contracts receiving salary from revenue sources in units that are not self-sufficient in regular expenditure: 540;

- Number of people working in association organizations: 87.

After listening to the opinions of the delegates attending the meeting and concluding these contents, Head of the Provincial People's Council's Legal Committee Phan Duc Dong assessed that the contents of the draft resolutions were carefully prepared, generally explaining clearly the concerns of the delegates attending the meeting. Basically agreeing with the plans to assign staff and approve the total number of employees, the representative of the Legal Committee requested the Department of Home Affairs to absorb the valid opinions of the Standing Committee and the Provincial People's Council committees, representatives of relevant departments and branches to complete the drafts.

The Head of the Provincial People's Council's Legal Committee further noted that the Home Affairs sector needs to re-examine the difference between the current number of staff and the number of staff assigned, review the implementation of staff assignment in conjunction with the implementation of the job position project, and rectify the situation where staff still exists but contract workers are not allowed to join the staff. As for the Education sector, taking into account the opinions of voters, the Provincial People's Council's Legal Committee believes that the Provincial People's Committee needs to have a plan to calculate when assigning staff to the sector, to match the time of the new school year opening in September every year.

Regarding the report on administrative reform work presented by the Department of Home Affairs, in addition to acknowledging the positive results achieved, the Provincial People's Council's Legal Committee suggested paying more attention to some key contents that are still limited in the implementation process, such as the implementation of Ordinance 34 on Grassroots Democracy Regulations, the quality of implementation of job position projects, enforcement of public ethics, announcement of individuals and units violating the implementation of discipline and administrative discipline...
