(Baonghean.vn) - According to statistics from the Department of Finance, as of November 10, 2019, the provincial units currently have 342 specialized vehicles. According to new regulations of the Government, the People's Committee of Nghe An province is drafting a Regulation on standards and norms for the use of specialized vehicles of agencies, organizations, units, and project management boards under its management.

On the morning of January 8, the Provincial People's Committee held a meeting to listen to and give opinions on the Draft Regulations on standards and norms for the use of specialized vehicles (except for the medical sector) of agencies, organizations, units, and project management boards under the management of Nghe An province.

The whole province currently has 342 specialized cars.

On January 11, 2019, the Government issued Decree No. 04/2019/ND-CP stipulating standards and norms for car use, specifically stipulating the following items: cars for official positions, cars for general work, specialized cars, and cars for State reception.

Deputy Director of Nghe An Department of Finance Tran Viet Dung said: Decree 04/2019 of the Government only stipulates standards and norms for cars serving positions and cars serving general work, while for specialized vehicles, it is basically under the authority of the province, specifically regulated in Articles 17 and 18 of Decree 04/2019.

On that basis, the Department of Finance has consulted on the draft Regulations on standards and norms for the use of specialized vehicles (except for the medical sector) of agencies, organizations, units, and project management boards under the management of Nghe An province. According to statistics from the Department of Finance, as of November 10, 2019, the units under the province currently have 342 specialized vehicles.

Article 17, Decree 04/2019 on special-purpose vehicles

1. Specialized vehicles used in the medical field, including: ambulances, other vehicles with special structures or equipped with specialized equipment used in the medical field.

2. Vehicles with special structures (money transport vehicles, laboratory equipment vehicles, crane vehicles, etc.).

3. Vehicles equipped with specialized equipment or vehicles with identification signs as prescribed by law (vehicles equipped with satellite receivers and transmitters, mobile radio and television broadcasting vehicles, traffic inspection vehicles, funeral service vehicles).yes,...).

4. Truck.

5. Pickup truck.

6. Cars with more than 16 seats.

7. Other specialized vehicles serving special tasks.

Build a plan according to regulations, ensuring savings

Specifically, for specialized vehicles specified in Clauses 2, 3, 4, 5, 6 of Article 17, Decree 04/2019 (issued by the province), the Department of Finance proposes 2 options:

Option 1, regulations for some units such as: traffic inspection teams, nature conservation management boards, protective forest management boards... are expected to be 57 pickup trucks. The total number of pickup trucks currently available in the units is 55 vehicles.

Also in this plan, for vehicles with special structures, vehicles with specialized equipment or cars with identification signs according to the provisions of law, trucks, hearses and vehicles with more than 16 seats, the Department of Finance proposes to continue to inherit. For driving practice vehicles, garbage trucks, cranes, small trucks, sludge suction trucks, etc., the Department of Finance proposes to regulate according to the actual needs of each unit and each locality.

Option 2In addition to the types of vehicles specified in Option 1, the Department of Finance proposes to add 1 pickup truck for level 2 budget units under departments and branches that do not have standards or norms for using cars for general work, with each unit being given 1 pickup truck with a maximum price of no more than 700 million VND/car. Accordingly, the total number of pickup trucks is expected to be 151.

Both of these options propose purchasing new vehicles to make up for the missing inventory.

The draft submitted by the Department of Finance also provides two options for other specialized vehicles serving specific tasks as stipulated in Clause 7, Article 17, Decree 04/2019 (seeking the Government's opinion before promulgation).

Option 1:prescribe specific vehicle standards to serve the province's foreign affairs activities, vehicles for 19 units which are administrative agencies, Party, provincial-level organizations and 21 districts, cities and towns whose leaders are members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, and specialized vehicles for a number of units with necessary special tasks... According to this plan, the total number of vehicles submitted to the Government is 53.

Option 2,In addition to the types of vehicles in option 1, the Department of Finance proposed to add 11 departments, agencies and sectors that are not members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue. If following this option, the total number of vehicles expected to be submitted to the Government is 64 vehicles.

According to the Department of Finance, both of these options do not require purchasing new vehicles but will consider transferring them from the total number of existing vehicles that the units are using.

At the meeting, representatives of leaders of departments, branches and some localities, and the Department of Finance exchanged and discussed related contents, demonstrating the specificity and necessity of the industry and the plan and allocation norms for specialized vehicles.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Hong Vinh said that for the standards and norms for specialized vehicles issued by the province, option 2 of 151 vehicles will be selected.

However, in addition to the 55 available pickup trucks, there are still 96 missing vehicles. The Department of Finance needs to consult on a plan to grant authority to allow the purchase of other types of vehicles that are in surplus and need to be liquidated to adjust and allocate to units, because in the difficult conditions of the provincial budget, it is not possible to meet the demand for purchasing new pickup trucks.

For standards and norms for specialized vehicles, it is necessary to consult the Government before promulgation, option 2 will also be chosen.

Based on the discussion and plans presented at the meeting, Vice Chairman of the People's Committee Le Hong Vinh assigned the Department of Finance to be the advisory unit to receive and complete the draft Proposal to submit to relevant competent authorities for consideration and decision.
