(Baonghean.vn) - That is one of the key tasks stated in the Report on the implementation of administrative procedures to improve the investment and business environment in Nghe An province.

The Office of the People's Committee of Nghe An province has just issued a Report on the implementation of administrative procedures to improve the investment and business environment in Nghe An province (from March 16, 2023 to April 15, 2023).

Accordingly, regarding the results of receiving and processing records: Total number of newly received records: 336 records; 119/336 records were submitted online, reaching a rate of 35.42%; Total number of records being processed: 170 records, of which: 146 records are within the processing period, 24 backlogged records transferred from previous periods.

The guidance of the documents of the departments and branches at the Center ensures compliance with the regulations on procedures and basic requirements on content, and follows the principle of only providing guidance once for each document. During the month, 100% of the investor's documents were processed on time.

The monitoring and urging of the dossier processing process for the presiding departments is carried out regularly and promptly. Therefore, the responsibility of the presiding departments in directing the processing of dossiers and resolving administrative procedures for individuals and organizations has been enhanced.

Officials, civil servants and public employees strictly comply with the Center's working regulations and administrative discipline; have appropriate communication and behavior methods, clearly define the role of accompanying investors in resolving administrative procedures, and do not cause difficulties, inconveniences or harassment to investors.

- The presiding departments and branches have been serious, active and responsible in assigning and coordinating the processing of investment dossiers; proactively advising the Provincial People's Committee, recommending the central ministries and branches to consider and resolve problems and difficulties related to the application of law in handling investment procedures.

Some departments and branches have a high rate of online application submission, the Fire Prevention and Fighting sector has 100% of applications, the Department of Natural Resources and Environment has 36.36%, and the Southeast Economic Zone Management Board has 33.96% of applications.

Besides, the Report also pointed out the shortcomings and limitations:

Coordination between relevant agencies and units in handling administrative procedures for investors is not yet serious; relevant agencies and units have not really fulfilled their coordination responsibilities, responded slowly or prolonged the response time for related contents, leading to a lack of basis for competent agencies to handle investors' dossiers.

The units with many unresponsive files and extended processing time include the People's Committees of Nam Dan, Nghi Loc, Vinh City districts... In particular, there are files with extended processing time of nearly 1 year (Nghi Huong Gas Station Project - Cua Lo Town; Construction Stone Mining and Processing Area Project - Nghia Dan District; Trade and Service Complex Project - Nghi Loc District...); on the other hand, some enterprises and investors are still not proactive, not coordinating with relevant agencies in supplementing and completing files in accordance with legal regulations, leading to a large backlog of files (12/24 files are backlogged due to investors' fault).

Key tasks of departments, branches and sectors under the Provincial People's Committee; People's Committees of districts, cities and towns in the coming time:

- Requesting departments, branches and units that have not yet responded in writing to 24 overdue administrative procedure files in the fields of: approval of investment policy, adjustment of investment registration certificates. Urgently coordinate with the Department of Planning and Investment to clarify the causes, have a plan to remove and resolve, and have a response document before May 14, 2023 to resolve administrative procedures for investors in accordance with regulations.

- Continue to have solutions to effectively implement the Project on Improving the Investment and Business Environment, Enhancing the Efficiency of Investment Attraction in Nghe An Province for the 2021-2025 Period, issued in Decision No. 235/QD-UBND dated January 24, 2022 of the Provincial People's Committee, focusing on the following tasks:

+ Continue to focus on reviewing internal administrative procedures and investment procedures at departments, branches and localities to ensure they are completed within the time limit prescribed by law; continue to review and increase the rate of providing full public services for administrative procedures under the management authority of departments, branches and sectors on the Provincial Administrative Procedure Information System;

+ Continue to strengthen discipline and administrative discipline; step up inspection and supervision of the performance of public duties by officials and civil servants; strictly handle officials and civil servants who do not fulfill their duties, cause trouble or harassment to businesses, violate regulations, processes and procedures that negatively affect the investment and business environment;

+ Continue to review and periodically transfer cadres, civil servants, and public employees working in a number of positions related to the management of the State budget and assets, directly contacting and handling the work of agencies, organizations, units, and individuals in accordance with regulations;

+ Periodically review and report monthly the results of handling administrative procedures for enterprises and investors; the results of implementing the Conclusion Notices and instructions of the Provincial People's Committee leaders.

- Continue to seriously implement the tasks of digitizing and reusing the results of digitizing records and results of handling administrative procedures in receiving and handling administrative procedures at the Provincial Public Administration Service Center and One-Stop Departments at all levels according to regulations. In particular, promote online public services under the authority of provincial departments, branches and sectors provided by ministries and branches in the following areas: Business registration; Foreign investment management; Issuance of Land Use Right Certificates; Transport business licenses; Issuance (change) of car plates and badges; Electronic household registration; Judicial records; Registration and licensing of medical examination and treatment; Construction,...

- Departments, branches and units continue to review tasks according to Project 06 on developing population data applications, electronic identification and authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 to promote the provision of online public services for 25 essential public services and 29 public services according to Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister. Seriously and on schedule implement key tasks according to the Plans: No. 771/KH-UBND dated November 7, 2022 of the Provincial People's Committee on implementing a number of key tasks of Project 06; No. 63/KH-UBND dated November 7, 2022 of the Provincial People's Committee on deploying and implementing the tasks of the Project on Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in Nghe An province in 2023;

- Request the Chairmen of the People's Committees of districts, cities and towns to complete and invest in facilities at the One-Stop-Shop Departments at district and commune levels in accordance with the requirements and progress in Official Dispatch No. 2608/UBND-KSTT dated April 6, 2023 of the Provincial People's Committee. Continue to direct relevant departments and offices, and the People's Committees at commune level to strictly receive 100% of administrative procedure records on the Provincial Administrative Procedure Processing Information System.

- Continue to promote administrative procedure reform and modernize the direction and administration methods to serve people and businesses to create a breakthrough in administrative reform according to Resolution No. 131/NQ-CP dated October 6, 2022 of the Government; continue to effectively implement the Project on innovation of the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures, accordingly:

- Strictly receive and process 100% of administrative procedure records on the Provincial Administrative Procedure Information System, synchronized with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation process;

- The Departments of Planning and Investment, Justice, and Transport continue to review online public services under the authority of the sector provided by the Ministries in the following areas: Business registration; Foreign investment management;

Civil registration; Judicial records; Issuance and renewal of driving licenses... to advise the Provincial People's Committee to issue a document recommending the Ministries to integrate, announce, publicize and synchronize information on receiving and processing complete, accurate and regular records on the National Public Service Portal and the Provincial Administrative Procedure Information System, ensuring the assessment of service quality for people and businesses in performing administrative procedures and public services in real time in the electronic environment according to Decision No. 766/QD-TTg; at the same time, limit the operations of officials receiving and processing administrative procedure records at the local level on many systems;

- Promote online payment on the National Public Service Portal for administrative procedures under the authority to resolve.
