Reality has shown that currently, in the province, most of the commune, village and hamlet officials have used smartphones and set up zalo groups to exchange and manage between commune officials and village and hamlet officials. These are tasks that can be deployed on a large scale, so there is more basis to deploy other tasks according to the criteria of smart new rural areas in the province.

Workers only need to pour bags of feed into a large trough outside the farm, and the automatic machinery system will transfer the feed to each barn area. This is also a way to isolate livestock, avoiding contact with pathogens brought by humans.

Some large-scale farms have applied sensor care systems, which can be operated only on smartphones. There are many typical examples in smart production that meet the criteria of smart new rural areas, including public surveillance cameras, rice fields, QRCode traceability stamps attached to brand identification, automation in farming, livestock care, product market development in cyberspace...

However, to talk about building a smart new rural commune in the true sense, there needs to be synchronous investment, according to each specific content and the participation of specialized agencies.

Piloting smart new rural communes this year

Up to now, Nghe An has had 309 new rural communes, 53 communes achieving advanced new rural status, 6 communes achieving model new rural status. A smart new rural commune is a commune that develops digital initiatives for the community using connections, solutions, digital resources and innovations in agriculture and rural areas in the socio-economic development of the commune based on 3 pillars: institutions, people, technology, to achieve sustainable development goals, towards the goal of comprehensive digital transformation.

Mr. Nguyen Van Hang - Deputy Head of the Provincial New Rural Coordination Office said: Following the guidance of the Ministry of Agriculture and Rural Development on implementing the pilot model of smart new rural communes, the Provincial New Rural Coordination Office is currently developing a plan to implement the model of smart new rural communes to submit to the Provincial People's Committee for approval. Accordingly, the first model of smart new rural communes in Nghe An will be selected to be implemented in a commune in Nam Dan district.

According to Mr. Hang, to implement the smart new rural commune model, it is necessary to synchronize many solutions such as: "Raising awareness of Party committees, authorities and people about digital transformation in new rural construction, mechanisms and policies to encourage businesses and entities to develop e-commerce for OCOP products; Completing the information technology infrastructure system, synchronous database, serving the process of applying digital technology and digital transformation in rural areas... It is the synchronous completion to create connections and sharing between levels and units to serve the management, supervision and evaluation of the construction process and bring new rural communes to new heights".

According to the guidance of the Ministry of Agriculture and Rural Development, the commune selected to pilot the smart new rural commune model must ensure that the following conditions are met: The commune has been recognized as meeting the advanced new rural standards for the period 2021-2025 (or recognized as meeting the advanced new rural standards for the period 2016-2020, but fully meets the standards of the advanced new rural commune criteria for the period 2021-2025). The commune has the ability to apply information technology and digital technology in the outstanding field (at least 50% of households have internet connection and can mobilize digital service providers).

The commune has facilities and human resources that ensure conditions and qualifications to apply information technology, digital technology and digital platforms; 100% of the commune's cadres and civil servants use smartphones, use official email boxes and electronic offices to serve the work of management, direction, information sharing and solving professional tasks.

Communes with a working-age population with smartphone subscriptions of at least 50% for communes in ethnic minority, mountainous and island areas; at least 80% for the remaining communes; Local authorities are ready to allocate resources and commit to implementing the smart new rural commune model.

A smart new rural commune needs to implement 6 groups of topics: e-government oriented towards digital government; digital infrastructure; digital rural services; rural economy; environmental management and climate change response; ensuring security and social order. Accordingly, each content has specific criteria.
