In recent times, Party committees, Party organizations, and authorities at all levels have paid attention to leading and directing the implementation of the Project on developing applications of population data, identification, and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (abbreviated as Project 06), initially achieving positive results. The effectiveness of Project 06 has made an important contribution to administrative reform and digital transformation.

To date, 23/25 essential public services have been implemented; the province has issued more than 2.66 million citizen identification cards and more than 1.46 million electronic identification accounts; effectively implemented the payment of social security regimes and policies for poor and near-poor households; paid tuition fees by non-cash methods... In particular, the rate of administrative procedures performed online and online payments has changed a lot.

However, the implementation of Project 06 has revealed some shortcomings and limitations: The awareness of some Party committees, Party organizations, authorities, cadres, party members and people about the implementation of the Project is not complete; some units and localities are not resolute in inspecting, supervising and urging the implementation of Project 06 according to their functions and tasks; cadres and civil servants have not actively converted the method of solving work from manual to applying information technology, electronic environment, are afraid of innovation, afraid of learning. Propaganda and guidance work to help people and businesses clearly understand the values ​​and benefits of Project 06, especially in handling administrative procedures and online public services, has led to a high rate of directly resolved records, in some localities, there are no records submitted online. The progress of implementing some tasks of Project 06 is still slow. The process of receiving, processing and returning administrative procedure results has not been updated and synchronized with the provincial administrative procedure settlement information system; the digitization of data, records and results of administrative procedure settlement at departments, branches and localities is still slow, not meeting the requirements, connecting and sharing data to serve the settlement of administrative procedures and public services. Facilities, equipment, working conditions and human resources to implement Project 06 are still difficult, limited and do not meet the requirements; the allocation of funds to invest in infrastructure and technical equipment for Project 06 by a number of agencies, units and localities has not received attention...

In order to promote the effectiveness of the Project and overcome the above-mentioned shortcomings and limitations, at the same time, create positive changes, enhance the responsibility of the political system, cadres, party members and people in implementing Project 06, completing the targets and tasks of Project 06 in 2023 and the following years to ensure the roadmap and progress assigned by the Government, the Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front, socio-political organizations, and people's organizations to thoroughly grasp and seriously implement the following tasks and solutions:

1.Continue to thoroughly grasp and seriously and effectively implement Project 06. Diversify forms of propaganda and education, create strong and unified changes in awareness, consciousness and responsibility of cadres, party members and people. Enhance the leadership role of the Party, the effectiveness and efficiency of the government, the responsibility of the entire political system, first of all the responsibility of Party committees, authorities at all levels, and leaders in implementing national digital transformation; reform administrative procedures for people and businesses, promote socio-economic development. Cadres, party members, civil servants, public employees and armed forces must uphold their responsibility to set an example and take the lead in implementing Project 06, especially when there is a need to handle administrative procedures, it is necessary to ensure 100% of online public services; at the same time, strengthen propaganda and guidance for relatives, families, friends and people in the place of residence to use online public services.

2.Heads of Party committees, Party organizations, and authorities at all levels must focus on leadership and direction; be responsible for the results and progress of the Project implementation; regularly and directly direct the inspection and review of the contents and tasks of Project 06, compare them with the situation and implementation results at their units and localities, thereby clearly specifying each task that needs to be done, the responsibilities for each level, each unit, and the completion time to focus on urging implementation; identify the implementation of Project 06 as a breakthrough content to realize the goals of national digital transformation, reform administrative procedures for people and businesses, and promote socio-economic development.

3.The Party Committee of the Provincial People's Committee leads the Provincial People's Committee to direct and mobilize the strength of the entire political system from the province to the grassroots level, in which the Public Security force is the core force, to effectively implement Project 06. Closely following the direction in Directive No. 05/CT-TTg, dated February 23, 2023 of the Prime Minister on continuing to promote the implementation of Project 06 in ministries, branches and localities in 2023 and the following years to develop specific annual programs and plans; assign and assign tasks to provincial departments, branches and sectors and People's Committees of districts, cities and towns to effectively organize and complete on schedule and with quality the tasks of Project 06 in Nghe An province. In particular, focusing on leading and directing the implementation of a number of contents:

- Strengthen propaganda work, identifying this as a regular and continuous task, aiming to raise awareness and responsibility for cadres, party members and people in implementing Project 06. The form of propaganda must be deployed in a diverse, rich, intuitive, non-formal manner, avoiding waste; propaganda content needs to focus on the practical benefits of handling administrative procedures through the national public service portal, and implementation methods so that people, organizations and businesses in the area clearly understand the benefits and benefits of Project 06 and actively participate in responding. Maximize the role of the Provincial Public Administration Service Center, one-stop shops at all levels, Project 06 propaganda teams, community digital technology teams, and public postal service providers in guiding and supporting people to improve their digital skills and perform online public services, changing the habit of using paper records to using electronic records, gradually forming digital citizens and a digital society.

- Focus on leading and directing the promotion of administrative procedure and public service reforms in a way that is convenient for people and businesses. Have solutions to increase the rate of receiving online public services, making Nghe An a unit that regularly maintains a stable leading position in online public services nationwide. Regularly review and improve the process of receiving, guiding and supporting people and businesses at the Provincial Public Administration Service Center, one-stop shops at all levels in the direction of taking people and businesses as the center, the subject, the goal, the driving force to provide better quality services, better service; select groups of administrative procedures directly related to people and businesses to focus on implementing them substantially, conveniently, promptly and effectively; change the mindset from "doing for, doing for" to supporting and guiding to improve digital skills for people and businesses. Accelerate the digitization of records and results of administrative procedure settlement in accordance with Government regulations, linking digitization with the performance of tasks of cadres, party members, civil servants and public employees in the process of settling administrative procedures; do not require people and businesses to re-provide documents once they have been digitized in accordance with regulations.

- Directing the effective implementation of population data application, identification and electronic authentication to serve economic and social development. Promoting online provision and payment, focusing on effectively implementing Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments; researching and widely implementing cashless hospital fee and tuition fee payment plans. Focusing on completing the issuance of chip-embedded Citizen Identification Cards and electronic identification accounts to 100% of eligible citizens residing in Nghe An; effectively applying the use of Citizen Identification Cards to replace Health Insurance Cards in medical examination and treatment.

- Continue to resolutely direct the implementation of data cleaning and ensure that data is always "correct, sufficient, clean, and alive". Provincial departments, branches, socio-political organizations, and localities proactively coordinate and agree on methods of scientific and flexible review, inspection, and comparison to effectively carry out the work, especially focusing on comparing information from population data with other specialized data. In particular, attach importance to and lead and strictly direct the implementation of regulations on ensuring security, safety, and confidentiality.

- Ensure human resources to meet the requirements of implementing the tasks of Project 06, especially at the commune level. Organize training for cadres, civil servants and public employees to improve digital skills, information security skills in the network environment, proficiency in using information technology, professional skills to serve work requirements and support people and businesses in performing online public services. Strengthen discipline, administrative discipline, innovate working methods and styles, resolutely handle according to regulations cadres, party members, civil servants and public employees who have harassing and negative behaviors, arbitrarily set up administrative procedures that are not in accordance with regulations or are slow and late in handling administrative procedure records. Making the results of implementing Project 06 an important criterion for evaluating and deciding on emulation titles of agencies, units and individual heads and directors of agencies and units every year.

- Prioritize budget allocation and have a flexible mechanism in investment to implement quickly and effectively, ensuring the progress of Project 06. Pay attention to, care for, and motivate the forces directly implementing Project 06; promptly commend and reward advanced models, seriously criticize, correct, and handle violations.

4.The District Party Committee, City Party Committee, and Town Party Committee preside over and coordinate with relevant departments and branches to focus on leading and directing the development and implementation of model projects of Project 06 at the district and commune levels. The Provincial Public Security Party Committee leads the Provincial Public Security to coordinate with the Provincial People's Committee Office to guide the development and implementation in localities.

5.Implementing organization:

- The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to focus on directing departments, branches and localities to effectively implement this Directive. Preside over and coordinate with relevant agencies to regularly lead, direct, inspect, supervise, urge, evaluate and report on implementation results. Advise the Provincial Party Standing Committee to inspect, urge, guide and organize preliminary and final reviews of the implementation of the Directive.

- Party committees, Party Executive Committees, Party delegations, district party committees, city party committees, town party committees, party committees directly under the Provincial Party Committee, agencies and units in the province must thoroughly grasp the Directive, develop plans and organize its implementation seriously and promptly.

- The Provincial Fatherland Front Party Committee and socio-political organizations closely and regularly coordinate with the Provincial People's Committee Party Committee in directing and effectively implementing Project 06 in the province.

- The Provincial Party Committee's Propaganda Department directed press and media agencies in the province to coordinate with functional agencies to promote propaganda and widely disseminate the meaning, role and benefits of Project 06, thereby raising awareness and responsibility of the entire political system, cadres, party members and people participating in implementation.

- The Provincial Party Committee's Inspection Committee presides over and coordinates with relevant agencies to advise the Provincial Party Committee's Standing Committee to inspect and supervise the leadership, direction and implementation of the Directive.
