Nghe An: Will strictly handle harassment and inconvenience to businesses

(Baonghean.vn) - Heads of agencies and units who are irresponsible and allow cadres, civil servants and public employees under their direct management to harass or cause trouble to people and businesses will be strictly handled.

The Provincial People's Committee has just issued Document No. 4702/UBND-TD dated July 10, 2019 requesting Directors, Heads of departments, branches, and sectors; Chairmen of People's Committees of districts, cities, and towns to strictly implement Directive No. 10 of the Prime Minister to strengthen handling and prevention of harassment and inconvenience to people and businesses.

Accordingly, the Provincial People's Committee requires directors, heads of departments, branches, and sectors; Chairmen of People's Committees of districts, cities, and towns to strengthen the responsibility of leaders in leading and directing the work of preventing and combating corruption.

In particular, seriously grasp, closely direct, handle and effectively prevent harassment and inconvenience in handling work; strictly implement regulations on receiving citizens, receiving recommendations, reflections, complaints and denunciations from people; build a team of cadres and civil servants who are politically steadfast, morally pure, have a clear lifestyle, and are proficient in expertise and profession in the process of handling work.
Heads of agencies and units who lack responsibility and allow cadres, civil servants and public employees under their direct management to harass or cause trouble for people and businesses will be strictly dealt with; heads who show signs of covering up or condoning wrongdoings by subordinates will be dealt with immediately.

Rectify management work; tighten administrative discipline; strengthen inspection and supervision of cadres, civil servants and public employees in public service activities, handling matters related to people and businesses; ensure prompt and thorough resolution of recommendations, reflections, complaints and denunciations of people and businesses...

In addition, the Provincial People's Committee requested to carry out administrative reforms, increase publicity and transparency in the operations of agencies and units; and innovate management technology.

Improve the quality of dialogue with people and businesses in a practical and receptive manner; grasp the thoughts, aspirations and problems of people and businesses to resolve them substantially and thoroughly, propose to competent authorities measures to handle inadequacies in legal regulations; publicize the time and location of public reception by heads of agencies and units on the electronic information pages and working offices of agencies and organizations.

Publicize hotline address and email address; publicize handling results; if there are any errors, publicly apologize to the people and businesses and remedy the consequences, and handle violations in accordance with regulations.

Promote the application of information technology in the management activities of State administrative agencies; overcome limitations and formalities in places where people and businesses frequently come into contact and transact, requiring supervision using modern technology (such as recording, filming, online monitoring, etc.).

Synthesize and review inspection and examination plans of affiliated units to avoid overlapping inspection and examination of enterprises.
