(Baonghean.vn) - That is one of the contents on the implementation of revenue and expenditure in public educational institutions in the 2018-2019 school year, recently issued by the Department of Education and Training.

Accordingly, in this school year, the Nghe An Department of Education and Training requires units to implement revenue and expenditure in the spirit of ensuring the principle of collecting the correct content and norms according to current regulations, in accordance with the socio-economic conditions and income in each locality, using the funding source for the right purpose and effectively. Do not spend the revenue from contributions from parents and students for the wrong purpose.

In addition, the Department also requires educational institutions not to collect combined fees and contributions at the beginning of the school year to reduce difficulties for students and their parents. Fees are not calculated as a percentage of the collection fee.

Regarding the revenue and expenditure at the beginning of the year, the Department of Education and Training has also provided the revenue to be implemented according to regulations and the agreed revenue. Specifically, the regulated revenue includes tuition fees, parking fees for high school students, student health insurance fees, and operating expenses for school organizations and unions.

The agreed contributions include money for extra teaching, extra learning, organization of childcare and nurturing on holidays in public kindergartens, general vocational education activities, organization of boarding in public kindergartens and primary schools, and money for students' drinking water.

Regarding the revenue and expenditure in the 2018-2019 school year, the Department of Education and Training also requires that the collection of operating expenses of the Parents' Representative Board must comply with Article 10, Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the Charter of the Parents' Representative Board.

If there are other legitimate sources of funding, the expenditures can only be made for: Organizing parent-teacher meetings during the school year; helping weak students, poor students, disabled students and students in difficult circumstances.

In addition, the operating budget of the Parents' Representative Board cannot be used for other purposes such as: protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for school administrators, teachers and staff; supporting management, teaching and learning organization and educational activities; repairing, upgrading and constructing new school facilities.

In particular, the Department of Education and Training requires that facilities are not allowed to collect contributions from parents to carry out the following contents: Labor, school cleaning; personal insurance; sewing uniforms for students; purchasing all kinds of supplies, toys, learning materials, textbooks, reference books, notebooks, school supplies for students...

The Department of Education and Training also noted: For general vocational education activities, fees are only collected by agreement for students in grades 8 and 9 of junior high school and students in continuing education classes at high school who wish to participate. Students in grades 11 of high school must participate in general vocational education activities (HDGDNPT) according to regulations of the Ministry of Education and Training but do not have to collect money. Expenses arising from HDGDNPT are settled from the state budget and tuition fees.

In addition, do not collect drinking water fees from boarding students because they have been instructed to include it in the boarding agreement budget; only collect drinking water fees from students who do not participate in boarding.

Regarding the revenue and expenditure for teaching 2 sessions/day at public primary schools and the socialized education fee, there are currently no specific instructions because we are waiting for the Provincial People's Committee to issue a new Decision, replacing Decision No. 1517/QD-UBND, dated April 20, 2015 of the Nghe An Provincial People's Committee and waiting for instructions from the Ministry of Education and Training.
