(Baonghean.vn) - On June 27, 2019, Vice Chairman of the Provincial People's Committee Dinh Viet Hong signed and issued a document to strengthen urgent measures for fire prevention and control during the peak heat wave in 2019.

Recently, due to unusual climate changes and severe hot weather and prolonged drought, a number of forest fires have occurred in the province in districts such as Ky Son, Con Cuong, Nam Dan, Yen Thanh and Vinh City.

When forest fires occur, local authorities at all levels and functional forces in the province mobilize maximum forces, means and techniques to participate in forest fire fighting. Fire fighting ensures the safety of people and vehicles when participating in fire fighting.

Urgent implementation of forest fire prevention and control tasks

Currently, according to the forecast, the hot season of 2019 is entering its peak and developing in a complicated direction, the risk of forest fires is always at level 5, an extremely dangerous level. In order to proactively take effective measures to control and prevent forest fires, the Provincial People's Committee requests the Director of the Department of Agriculture and Rural Development, the Provincial Police, the Provincial Military Command, the Chairmen of the People's Committees of districts, cities, towns and heads of relevant units and forest owners to focus on directing and implementing the following urgent tasks:

Continue to effectively implement the contents of the Prime Minister's Official Dispatches: No. 481/CD-TTg dated April 26, 2019 on strengthening urgent measures to prevent and fight forest fires; No. 584/CD-TTg dated May 19, 2019 on strengthening fire prevention and fighting; the directions of the Ministry of Agriculture and Rural Development and the Provincial People's Committee in the past time; promote the positive aspects and achievements, overcome difficulties and shortcomings in forest fire prevention and fighting, develop plans and solutions suitable to the forest situation of each locality to effectively implement forest fire prevention and fighting in the coming time.

The Department of Agriculture and Rural Development strengthens direction, inspection, and review to promptly overcome shortcomings in the forest fire prevention and control plans of localities and forest owners in the province to better implement forest fire prevention and control work in increasingly complex weather conditions, paying special attention to key forests, areas with pine forests, forests in historical relic sites, etc.

Direct the Forest Protection Department to coordinate with relevant agencies to inspect and clarify forest fires that have occurred in the past, strictly manage the area of ​​forest land after being burned; monitor and prevent, absolutely do not allow people to change the purpose of planting raw material forests or other crops, any forest that has burned must be replanted; for the area of ​​pine forest that has been burned, it is necessary to replant pine forests or plant additional pine trees to restore the forest.

Direct forest owners to strictly implement approved fire prevention and control plans, especially plans for vegetation treatment, clearing firebreaks; fire safety management in pine resin exploitation, burning vegetation for forest planting; assign forces to closely follow assigned forest areas, assign people to guard the forest 24/7, and prevent acts of bringing fire into the forest in any form.

Direct Pu Mat National Park to strengthen fire prevention and control measures, develop additional fire prevention and control plans for the area of ​​bamboo forest (periodically dying) in Mon Son and Luc Da communes of Con Cuong district, demarcate the area to make firebreaks, post prohibition signs, regulations, and disseminate information to the people; at the same time, arrange forces to guard and protect the forest 24/7, preventing acts of bringing fire into the forest and causing forest fires.

The Provincial People's Committee requested the Provincial Police to direct professional departments and local police to coordinate with local authorities, the Forest Protection Department and relevant agencies and units to effectively conduct scene examination, investigation, evidence collection, tracking down and reporting the perpetrators of forest fires, to strictly handle violators. Especially cases with signs of intentional forest burning, forest fires that occurred in Nam Dan and Yen Thanh districts in recent times. Direct the Fire Prevention, Fire Fighting and Rescue Police Department to continue to closely coordinate with local authorities, Forest Protection forces and forest owners to carry out fire fighting and rescue tasks in localities; coordinate to advise on technical measures to fight forest fires and handle and overcome the consequences after forest fires.

The Provincial People's Committee also requested the Provincial Military Command to report to the Military Region 4 Command to facilitate the mobilization of forces from units of Military Region 4 stationed in the districts to participate in forest fire fighting...

Organize review and draw lessons from each fire
For districts that have had a number of forest fires in the past, it is necessary to organize a review and draw lessons from each fire. Organize fire safety inspections in key communes, especially areas where pine resin is exploited; inspect the organization of forest fire rescue and fighting; control people entering and leaving the forest, the use of fire in the forest and on the forest edge. Direct and urge the work of forest fire prevention and fighting in the area. In particular, clearly stipulate the responsibility for organizing fire fighting of the Chairman of the People's Committee at the commune level, the militia and self-defense force, and the mobile forest fire fighting team.

When a forest fire occurs in the area, the Chairman or Vice Chairman of the People's Committee of the district, city or town must quickly be present at the scene to directly mobilize forces and command the fire fighting, and at the same time promptly report the forest fire situation to the Party Committee at the same level and the Provincial Steering Committee for information and direction.

In addition, the Provincial People's Committee requested the People's Committee of Nam Dan district to organize a working group to immediately inspect the development and implementation of the fire prevention and control plan in Khanh Son commune; the People's Committee of Yen Thanh district to organize a working group to immediately inspect the development and implementation of the fire prevention and control plan in Cong Thanh commune regarding the recent fires, and open the denunciation box for subjects intentionally burning forests to investigate and strictly handle violators according to the provisions of law.
